Job Summary:
The Construction Engineer is responsible for supporting the Project WASH Engineer in engineering infrastructure planning, implementation and monitoring in villages, health facilities and schools. This includes regular monitoring of Water and Sanitation Infrastructures (water sources and school latrines), ensuring water quality is tested and potable, and documenting all processes through Lifewater’s mWater system and the connected Community Based Water Supply Organizations (CBWSO), and schools. WASH Construction Engineer will be responsible for supervising ongoing rehabilitation, new constructions and supporting the Project WASH Engineer in daily activities. All monitoring will use mWater forms.

WASH Construction Engineer will be responsible for supervising ongoing rehabilitation, new constructions and supporting the Project WASH Engineer in daily activities. All monitoring will use mWater forms.
The Construction Engineer’s primary responsibilities include:
- Work closely with Project WASH Engineer ensuring all Water and Sanitation Infrastructures are constructed according to the plan and design
- Work with Project WASH Engineer and Area Program Manager to create a detailed quarterly monitoring schedule for Community Based Water Supply Organizations (CBWSO), water sources, and school Water and Sanitation Infrastructures that is efficient and effective.
- Support Project WASH Engineer in providing direct oversight of construction to ensure the highest quality of work.
- As part of multinational team, conduct rapid and detailed need assessment for water needs in the community.
- Assist the Project WASH Engineer as needed with the following tasks:
- Developing Bill of Quantities (BOQ) and designs for upcoming Water and Sanitation Infrastructures construction.
- Support Project WASH Engineer in Water and Sanitation Infrastructure assessments and development of Water and Sanitation Infrastructure plans.
- With guidance from RUWASA District, verifying contributions of Community Based Water Supply Organizations (CBWSO) or School Committees for Water and Sanitation Infrastructure contributions.
- Procurement process and logistics and ensure Lifewater’s procurement manual for all construction bids are followed
- Supervising daily workers (Technicians) during construction of Water and Sanitation Infrastructures
- Fixing signposts and plaques
- Support in strengthening supply chain management in the program area by connecting with Water and Sanitation Infrastructure dealers with Community Based Water Supply Organizations (CBWSO) and Hand Pump Mechanics through provision of pricelist of spare parts and the parts suppliers.
- Ensure proper handover of all the constructed water systems to the concerned government bodies with full of recording data like GPS location, beneficiary, yields of the water system, history of the water system in a well-documented manner and at the right time. Support colleagues as needed in training Community Based Water Supply Organizations (CBWSO).
- Monitor assigned program Water and Sanitation infrastructures and Community Based Water Supply Organizations (CBWSO) using appropriate mWater forms.
- Follow the detailed quarterly monitoring schedule set by the APM for Community Based Water Supply Organizations (CBWSO) water sources, and school latrine blocks that is efficient and effective.
- Perform quarterly monitoring of assigned community water supply systems and Community Based Water Supply Organizations (CBWSO) – both in-project and sustainability monitoring.
- Perform quarterly monitoring of assigned school Water and Sanitation infrastructure (latrines, handwashing stations, and water points).
- Perform water quality testing at water points at the frequency required by Lifewater’s water quality testing standard.
- Accurately capture monitoring data digitally using mWater.
- Ensure all the construction materials procured for water supply are used efficiently.
- In collaboration with colleagues, ensure high level of community participation in the project and regularly track community participation in terms of unskilled labour and local construction materials and by converting into monetary term according to local labour market.
- Document any lessons learned and share with Project WASH Engineer and Area Program Manager
- Accurately capture all monitoring and oversight data will be recorded digitally using mWater.
- Collaborate with other team members to support the development of creative and holistic approaches to WASH programming
- Ensure that gender and participation and protection issues are reflected in all water and sanitation activities.
- Submit weekly, monthly and quarterly status reports and timesheets to the supervisor.
- Participate in weekly one-on-one supervision meetings with supervisors.
- Participate in regular staff meetings.
- Other duties as assigned by the supervisor
Maintenance Phase:
- Perform monthly monitoring phone calls to Community Based Water Supply Organizations (CBWSO) to encourage and measure sustainability
- Perform quarterly monitoring visits to water sources, following up with Project WASH Engineer to address any problems identified
KEY INDICATORS OF SUCCESS:
- BOQ prepared and completed on schedule for all Water and Sanitation Infrastructure
- Monitoring 100% of Community Based Water Supply Organizations (CBWSO) in maintenance phase by monthly phone calls with all data entered mWater.
- Monitoring 100% of water points in person on a quarterly basis with all data entered mWater.
- 90% of Community Based Water Supply Organizations (CBWSO) are functional
- 90% of water points are functional

Work Experience and Qualifications
- Passion for Lifewater’s mission of serving vulnerable communities and children.
- University Degree in one of the following fields: – Water Engineering; Civil Engineering, Hydrogeology, Environmental Engineering, Sanitation Engineering, Construction Management or related Engineering field. Additional training in Water quality testing, gravity and pumping scheme designs, drilling, and supervision of contractors is an added advantage
- Desired: 2 years of experience in delivering rural safe water solutions.
- Basic experience with smart phones and Strong ICT skills especially Microsoft Office applications and other engineering design software such as AUTO CAD, EPANET.
- Drawing, design, computation and estimation skills will be an added advantage.
- Ability to work independently and with teams to produce high quality results in a multi-cultural setting.
- Flexible to reallocate to Didia ( Imesela) when need be. Well organized and efficient in time management whenever there is task pressure.
- Strong ethics, with an ability to manage confidential data.
- Ability to develop and maintain effective working relations within and outside the team.
- Ability to contribute towards resource stewardship.
- Punctual, honest, dependable, servant leader, trustworthy, encourager, peacekeeper, multi-tasking, and self-starter.
