Medical Doctor at Médecins Sans Frontières (MSF) February 2025

Title: MEDICAL DOCTOR
Direct Reports: MEDICAL ACTIVITY MANAGER
Job Type: Full-time

MAIN PURPOSE
Provide outpatient and/or inpatient medical care to patients/beneficiaries according to adapted and up-dated medical knowledge, MSF protocols, values and universal hygiene standards to improve the pa-tients/beneficiaries health conditions.

ACCOUNTABILITIES
· Apply medical knowledge and skills to diagnose and prevention. Carry out outpatient and inpatient consultations, prescribing the necessary treatment respecting MSF protocols.
· Keep the patient and/or his/her family informed about the illness and provide appropriate explanations about the treatment to follow, checking they have understood.
· Follow up the evolution of the hospitalized/IDP patients, through daily visits , consultations and examinations, pre-scribing the necessary treatment following MSF protocols, deciding whether they can be discharged or transferred to other departments – in collaboration with other doctors- and informing their family about the patient’s evolution.
· Check and control the rational distribution of medicines and equipment under his/her responsibility and take care the quality, disinfection and sterilization of the medical material. Assure general compliance with standing hygiene stan-dards.
· Participate in the collection and analysis of epidemiological data, checking its validity and informing the line manager or project coordinator about any problem or complication of the patients illness, medical error and monitors the prop-er functioning of the department, equipment or material.
· Ensure ongoing training of the medical/paramedical multidisciplinary team in order to optimize the quality of care.
· Knows and ensures all MSF medical protocols are followed and implemented, checking universal precautions are followed at all times and reducing bio-hazard risks and improving infection control. Ensures professional confidentia-lity is respected.
· Manage the team under his/her direct responsibility according to MSF HR policies and procedures, supervising their performance, organizing and scheduling shifts and rotations, directly participating in emergencies and on calls if necessary.

MSF SECTION/CONTEXT SPECIFIC ACCOUNTABILITIES
· Provide clinical care to refugees and displaced populations, treating common illnesses, acute conditions, emergencies including trauma cases (e.g., accidents, violence-related injuries) and other urgent health concerns, adapting to the limitations of available resources, infectious dis-eases (e.g., malaria, respiratory infections).
· Ensures adherence to MSF protocols, enforces universal precautions, reduces biohazard risks, and improves infection control. Maintains strict professional confidentiality while serving pa-tients.
· Supervising a team of Clinicians and nursing teams especially during weekend, night shift and public holiday.
· Ensures the rational use of hospital resources, including medicines, by following established protocols, avoiding waste, and prioritizing treatments based on patient needs and available sup-plies.
· Actively participates in emergency preparedness by helping develop and implement response plans, ensuring the readiness of medical teams, supplies, and infrastructure to handle potential crises efficiently.
· Provides comprehensive care for survivors of sexual violence, ensuring timely medical treat-ment, psychological support, and referral to appropriate services, while maintaining confidentiali-ty and a compassionate, non-judgmental approach. Participates in legal proceedings when re-quired, ensuring accurate documentation and testimony in support of the survivor.
· Ensures timely and accurate incident reporting, documenting any medical, security, or ethical issues, and following MSF protocols to ensure proper follow-up and corrective actions are taken.
· Participates in training staff as needed, ensuring they are equipped with the necessary skills and knowledge to respond effectively to specific demands, including medical, psychological, and le-gal aspects of care.

Minimum Educational Qualification:
· Bachelor degree in Medicine ( Doctor of Medicine) from an institute recognized by the relevant government body in Tanzania.
· Must be registered and allowed to practise under Medical Council of Tanganyika.

Experience:
  • 2 year experience minimum as a Medical Doctor or in clinical work (can be within medical training). Desirable in tropical medicine, or post-registration experience in Public Health , obs and gynae, paediatrics, A&E, infectious diseases, HIV/AIDS/STDs, TB, general practice, general medicine or minor surgery.

Knowledge:
· Computer literacy (word, excel and internet)
Languages: Essential mission language: English and Swahili (Kirundi and/or French will be a plus.)

NURSING TEAM SUPERVISOR

Nursing Team Supervisor at Médecins Sans Frontières (MSF) February 2025

Title: NURSING TEAM SUPERVISOR
Direct Reports: NURSING ACTIVITY MANAGER

MAIN PURPOSE
ACCOUNTABILITIES

· Carry out the functions and tasks associated to nursing i.e. perform as a nurse or anesthetist, whenever required or needed, in order to optimize the resources, contributing with his/her knowledge and experience.
· Implement all the protocols and hygiene procedures, and supervise his/her team follow the same standards, in order to warrant the quality of the care and service in his/her speciality.
· Organize and coordinate the activities of his/her team (week’s schedule, annual leave, absences, etc.), evaluate their performance and define and ensure the needs for training of staff, in order to ensure the coverage of the human resources needs and maintain high standards of quality.
· Carry out and/or supervise the ( decentralized) pharmacy and medical equipment management (drugs orders, fol-low-up of the stock, storage conditions, inventories, follow-up of expired drugs and their destruction, drugs con-sumption, etc.)in his or her department, in order to satisfy the needs of material with efficiency and effectiveness.
· Ensuring that all staff using medical devices are qualified and trained. Ensuring that cleaning and minor mainte-nance tasks are performed according to the protocols. Reporting any malfunction to the project biomedical service.
· Carry-out and/or coordinate administrative (exit-paper, transfer-paper, etc.), information and data collection (patient files, forms, statistics, etc.) tasks, and elaborate regular reporting, in order to have updated and reliable information about the day-to-day activity in the project, output/ outcome and support decision-taking.
· Give feedback/ reports to medical focal point.

MSF SECTION/CONTEXT SPECIFIC ACCOUNTABILITIES
· Supervise all quality of care tasks in the department which include, appropriate nursing care according to protocols, documentation of care provided and quality of care assessment (Files evaluation and practical clinical care) quarterly and bi-annually.
· Supervise, motivate, caoch and train the nurses in his/her department.
· Creation, monitor and evalution of the ojectives for the nurses.
· Monitor admission and discharge criteria in his/her department.
· Monitor morbidities trends in his/her department, analyze the situation and report the results to the supervisor
· Ensuring the flow of patients is respected and patients are admitted to the right ward.
· Daily, weekly, and monthly data are collected accurately, on time, and submitted to the data office.
IPC responsibilities
– Carry out the functions and tasks associated to infection prevention and control (IPC).
– In collaboration with each service activity manager/supervisor, maintain and support the day-to-day implementation of infection prevention and control practices includes standard precautions and risk assessment in health structures in all departments including sterilization, laundry and kitchen.
– Based on a given patient-diagnosis, collaborates with the medical team to evaluate the need and support for IPC implementation, if needed, for transmission-based precautions (air, droplet and con-tact).
– In collaboration with the service supervisor, implement transmission-based precautions for air, droplet and contact transmissible diseases when indicated, and monitor adherence.
– Provide regular clinical and technical supervision, training and support to the staff on IPC related is-sues using existing tools such as audits, checklists, or surveillance.
– Ensure that organizational aspects in the facility are respected (bed spacing, number of handwashing stations etc…), the correct ‘clean and dirty flows’ inside the healthcare facility and together with the Logistics Manager and Water and Sanitation Supervisor, that the essential WatSan requirements are available in the health structures.
– Improve compliance with aseptic care technique and the correct use of antiseptics, detergent and disinfectants, through training and audits.
– Ensure quality, correct and rational use of IPC material and equipment and monitor consumption in-cludes cleaning materials and equipment, PPE, etc.
– As core member of the Infection Prevention and Control Committee, make sure the meeting is regular, lively and pro-active, facilitating the development and following up the Infection Prevention and Control Action Plan.
– Participate and coordinate actively in other group/ as Antimicrobial Stewardship and Quality of Care.
– Provide effective response in case of epidemics and MDRO alert/outbreak and activation of contingen-cy plan and outbreak response committee.
– Active participation to nursing care regarding IPC aspects.
– Elaborate regular reporting, and meeting minutes to have updated and reliable information about IPC activities.
– Shares regular feedback/reports to IPC committee and concerned Supervisors, NAM, MAM, MTL, PMR and staff as needed on positive and points to be improved.

Minimum Educational Qualification:
· Essential: Diploma in Nursing.
· Desirable : Bachelor of Science in Nursing. Specialization or training in tropical medicine would be an asset.
· Must be registered and allowed to practise Under Tanzania Nurses and Midwives Council (TNMC).

Experience:
Essential: Working experience of at least two years in nursing activities related jobs.
Desirable: Working experience in MSF or other NGO’s in developing countries

Knowledge:
· Computer literacy (word, excel and internet)
Languages: Essential mission language: English and Swahili (Kirundi and/or French will be a plus.)
