Human Resource Manager
Location: Karatu - Arusha, Tanzania
Reporting to: Director of Finance and Operations
Contract Type: Full-Time

Human Resource Manager at Tanzanian Children’s Fund (TCF) October 2024

The Tanzanian Children’s Fund (TCF) works to eliminate poverty and improve the lives of marginalized children and families in the Oldeani area of northern Tanzania. Our goal is to ensure that all children and families in this region have the opportunity to lead healthy, secure, and fulfilling lives. We achieve this through an interconnected approach encompassing education, healthcare, job training and economic opportunities to create a brighter future for the community we serve.

TCF is seeking an experienced and skilled Human Resource Manager to join our team in Tanzania. The ideal candidate will be a strong communicator, adaptable problem solver, and dedicated to fostering a positive, disciplined workplace culture. The Human Resource Manager will be a key member of the administration team, with responsibilities that may evolve over time due to the dynamic nature of our work.

Responsibilities:
Recruitment & Onboarding:
  • Prepare job descriptions, advertise vacant positions, review applications, and manage the recruitment process.
  • Oversee recruitment, selection, and onboarding to attract and retain top talent.
  • Schedule and conduct interviews in collaboration with Program Directors and Senior Leadership.
  • Conduct new employee orientation and onboarding to ensure smooth transitions.
  • Develop and implement succession planning and career development programs.
Administration & Legal Compliance:
  • Ensure compliance with labor laws and regulations by liaising with RVCF’s legal team and advising department leaders.
  • Prepare and execute employment contracts for full-time and part-time staff annually.
  • Collaborate with the Accounting Office to manage payroll submissions, government loans, and other legal payments.
  • Maintain and update employee records, including attendance, performance reviews, and other relevant information in both physical and digital formats.
  • Manage the off-days and annual leave calendar, ensuring full coverage and compliance with leave entitlements.
  • Organize and prepare for staff and supervisors' monthly meetings.
Performance Management:
  • Implement and manage a performance appraisal system that drives high performance.
  • Maintain the performance review calendar and guide Senior Leadership and Program Directors through the process.
  • Ensure all performance reviews are accurately documented in employee files.
  • Participate in disciplinary hearings and provide support in ensuring decisions are fair, following all laws and procedures.
  • Oversee the preparation of warning or termination letters when necessary, in collaboration with Senior Leadership.
Staff Development & Well-being:
  • Monitor staff well-being and address any concerns compassionately, ensuring issues are referred to the appropriate parties.
  • Oversee and coordinate staff training programs to enhance skills, knowledge, and leadership abilities.
  • Act as a liaison between staff, the Representative Committee, and Senior Leadership, reporting any staff grievances or suggestions.
  • Coach and guide department heads in applying HR policies and procedures effectively.
Policy Development:
  • Recommend new HR policies, approaches, and procedures to improve organizational efficiency and culture.
  • Work with department heads to address any HR-related issues and ensure compliance with both internal policies and external labor laws.
  • Develop and maintain comprehensive HR policies, including but not limited to recruitment, training, leave management, and discipline.

Qualifications:
  • Bachelor’s degree in Human Resource Management, Business Administration, or related field.
  • Minimum of 5 years of HR management experience.
  • Knowledge of a broad range of human resource strategies and practices, including, recruitment, compensation, performance management, safety, and employee relations; able to apply these strategies and practices in compliance with Tanzania employment regulations.
  • Excellent verbal and written communication skills in both English and Kiswahili
  • Excellent communication, leadership, and organizational skills.
  • Experience in conflict resolution, performance management, and employee development.
  • Ability to use independent judgement and manage confidential information with discretion and discernment.
  • Ability to thrive living in a rural setting in Tanzania
  • Minimum commitment of 2 years required.
