UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
Sustainable Development Goal (SDG) indicator 5.c.1 measures Members States’ ability to track and make public allocation for gender equality and women’s empowerment (GEWE), linking the policy and legal requirements for gender equality with resource allocations for their implementation. Gender-responsive budgeting (GRB) enables governments to effectively address gender inequalities through policies, plans and budgets by integrating the needs and priorities of women and men, girls, and boys, including the most excluded.
The UN Women Tanzania Country Office (CO) recognizes GRB as a crucial tool for increasing and tracking financial commitments, accelerating progress towards GEWE and Leaving No One Behind (LNOB) commitments. Over the past eight years, UN Women has implemented GRB initiatives with national and subnational governments and civil society organizations (CSOs), yielding positive results.
UN Women has supported the establishment of a GRB Coordination mechanism within the Ministry of Finance and the Ministry of Community Development, Elderly, Women, and Children to promote GRB implementation across the Government. Additionally, capacity development for selected Ministries on Gender Responsive Planning and Budgeting has been provided.
UN Women has also supported the development of draft GRB guidelines for the Government Ministries of Finance, Gender and sector ministries. Following UN Women support to the Government on GRB, the EU has supported sectorial Ministries in the mainland to develop sectorial GRB targets, aligned with the recently launched Gender and Women Development Strategy (2023), and UN Women has participated and provided targeted technical advice. Recent engagement with and support to the government has identified the demand for simple guidelines, featuring ‘how to’ practical examples from countries that have adopted GRB in their Public Finance Management Systems.
UN Women seeks to engage an International consultant with expertise in GRB to refine existing draft GRB Guidelines to make the user-friendly and applicable. S/he will report to the Deputy country representative of UN Women and work closely with the Women’s Economic Empowerment Specialist.

- Review the draft GRB guideline and produce a simplified and streamlined version which integrates country-examples (from ESA Region and other regions) and associated tools to support GRB implementation; not more than fifty pages for ease of reference and application.
- Review the draft GRB guideline and work undertaken by the EU programme for incorporation in the GRB guideline.
- Develop simple template/checklist to support Ministry of Finance and Ministry of Gender to assess if budget submission is gender responsive.

FUNCTIONAL COMPETENCIES:
- Comprehensive understanding of government budgeting processes, fiscal policy, and budget cycles.
- Ability to integrate gender analysis into budget planning, execution, and monitoring.
- Ability to advocate for GRB within governmental systems, including securing buy-in from key stakeholders.
- Skilled in designing and delivering training programs for government officials on GRB concepts and methodologies.

Required Skills and Experience
Education and Certification:
- Master’s degree or equivalent in international development, economics, political science, social science, gender/women studies, human rights, international relations or other social science fields is required

Experience:
- At least 7 years progressively responsible experience in designing and managing programmes and advocating for Gender Responsive Budgeting, ideally, with some experience in Tanzania
- Practical experience with national or international policy frameworks on gender equality, and how these influence budgeting and public expenditure
- Demonstrated experience in designing, implementing, or advising on gender-responsive budgeting initiatives in either national or sub-national contexts
- Experience in facilitating sessions on GRB for Government stakeholders
- Experience in working with the UN and UN Women is an asset
- Fluency in English and Kiswahili is required.
