Consultancy Opportunity: Financial literacy training for Village Savings and Loans groups
Southern Tanzania Elephant Program (STEP), established in 2014 and registered as I- NGO/R2/00077, is committed to the conservation of elephants in southern Tanzania. Our mission is to secure a peaceful future for elephants and their ecosystems by enhancing protection for elephants and their habitats and promoting human-elephant coexistence.
A key component of STEP’s programs is supporting communities to establish and operate Village Savings and Loans Associations (VSLAs). In order to ensure that every VSLA member is in the position to take out a loan which they can use for the development of their livelihood and to ensure that loans can be paid back, STEP is seeking to engage a qualified consultant to conduct training for three VSLA groups on key financial literacy and numeracy skills and effective savings and loan management, in order to maximise the impact of VSLAs, optimise the benefits of loans, and assist planning for loan repayment.
This training aims to enable group members to reach their individual goals, understand how to budget, and help them create plans that set expectations. The consultant will be required to tailor the curriculum to match the level of literacy of the group members but also reflect the environment in which most members are solely dependent on agriculture as a source of income.
2. Objectives
The main objectives of this consultancy are to:
● Equip VSLA members with essential financial management skills.
● Foster sustainable and effective practices in management of savings and loan
3. Scope of Work
The consultant will be responsible for:
● Developing a financial literacy and numeracy training curriculum tailored to VSLAs and the context of the Kilombero Valley. All VSLA groups have already had training on VSLA governance and operations.
● Conducting training workshops for 3 VSLA groups (1 day per group) and STEP Officers (who will become future trainers) to enhance their management of savings and loans and financial literacy skills.
● Developing a framework for measuring the impact of training sessions through feedback and performance metrics.
● Preparing a final report summarising training outcomes and recommendations.
4. Deliverables
The consultant is expected to deliver:
● Participation in a kick-off meeting with STEP team, before or on October 28th, 2024.
● A detailed training curriculum and materials by November 4th, 2024.
● A series of three one-day training workshops for VSLA groups and STEP Officers in the Kilombero Valley, to be completed by November 13th, 2024.
● A final report outlining training effectiveness and future recommendations, to be completed by November 20th, 2024.
5. Duration
The consultancy is expected to kick off no later than October 28th, 2024 and to be completed no later than November 20th, 2024.
6. Fee
The fee for this consultancy is TZS 4,000,000, inclusive of withholding tax. Travel to the project area in the Kilombero valley and food and accommodation in Kilombero will be covered according to standard STEP rates.

7. Qualifications
The ideal candidate should possess:
● Experience in financial literacy and numeracy training, particularly with community-based savings groups.
● Strong knowledge of VSLA principles and practices.
● Proven track record in developing and delivering training programs.
● Excellent facilitation and communication skills.
