SNV is implementing a four-years WASH Systems for Health Programme (WS4H), funded by the Foreign, Commonwealth & Development Office (FCDO), which aims to support the Tanzanian governments to strengthen the systems that ensures reliable, resilient and inclusive WASH services with the ambition to contribute to ending preventable deaths of mothers, children and infants.

Job Description
SNV is seeking a qualified and experienced Climate Resilience WASH advisor, under the WASH Systems for Health (WS4H) Programme, to provide expertise on effective ways to integrate climate data into WASH planning, implementation and monitoring, while supporting sub-national interventions in Dodoma Region (and elsewhere as required).

The Climate Resilience WASH Advisor will play a pivotal role in integrating climate resilience strategies into WASH system strengthening initiatives. According to a recent assessment at the national and sub-national level, there is inadequate climate data related to WASH, limited skills in interpreting the existing data, and climate information not prioritised during planning and allocation of the resources, to ensure WASH interventions, behaviours and infrastructure are more resilient and adapted to all types of risks. The candidate will work closely with WS4H Programme team, government institutions and agencies and partners to address the shortfalls and ensure WASH services are sustainable, inclusive, reliable, climate-resilient and adaptable to changing environmental conditions. The advisor will provide technical expertise to address climate-related risks in WASH infrastructure, policies, and capacity-building efforts.

Key Responsibility:
Provide Climate Resilience technical guidance to the WS4H Programme:
  • Identify opportunities and entry points for building or strengthening the influence of climate information into WASH programming
  • Lead the development and integration of climate resilience strategies into WASH system strengthening programmes
  • Conduct/guide assessments of climate vulnerability to understand climate-related risks to WASH systems, including water scarcity, floods, droughts, and extreme weather events.
  • Support the development of guidelines and frameworks for climate-adaptive WASH infrastructure and services, ensuring sustainability and resilience in both rural and urban areas
  • Support national and local governments in developing climate-resilient WASH action plans informed and linked to climate data and information
  • Advocate for climate-resilient investments and practices in WASH systems, ensuring alignment with national climate adaptation strategies
Provide capacity building and training related to WASH Climate Resilience:
  • Design and deliver training and capacity-building workshops on climate resilience for WASH service providers, government officials, and other key stakeholders
  • Collaborate with partners to strengthen local capacity in adapting WASH services to the impacts of climate change
  • Promote the adoption of innovative, sustainable, and climate-resilient WASH technologies, behaviours and solutions
Support the WS4H programme implementation in Dodoma Region (and elsewhere as required):
  • Support day to day operations of the programme at the sub-national level (including organising and facilitating workshops, discussions etc)
  • Contribute on programme report writings especially on climate resilient related aspects (including on the ICF criteria in the quarterly FCDO reports)
  • Collaborate with WS4H teams to integrate climate adaptation into programme design, implementation and monitoring
  • Ensure that WASH programmes incorporate climate resilience in water resources management, sanitation infrastructure, and hygiene promotion
  • Monitor and evaluate the effectiveness of climate resilience interventions in WASH systems, reporting on progress and impacts
Research, Documentation and Knowledge Sharing:
  • In collaboration with other programme teams and partners, conduct research and collect data on how to effectively integrate climate data into WASH systems, contributing to knowledge-sharing efforts
  • Document best practices, lessons learned and bottlenecks on climate resilient interventions in the programme.
  • Contribute to the dissemination of best practices, lessons learned and bottlenecks in climate resilience within the WASH sector
  • Contribute to SNV Water Sector platforms and info-sharing mechanisms

Qualifications
  • A minimum of bachelor’s degree in Environmental Science, Water Sanitation and Hygiene, Climate Change, Environmental Planning and Management, or a related field
  • Minimum of 6 years relevant experience in climate change adaptation, environmental sustainability, or climate resilience linked to WASH sector
  • Proven experience in conducting climate risk assessments and integrating climate change adaptation into WASH programming.
  • Knowledge of water and sanitation management issues, approaches, techniques and challenges, a clear advantage
  • Experience working in low-resource settings and collaborating with government agencies, NGOs, and community stakeholders
  • Knowledge and application of climate resilience approaches and interventions
  • Knowledge of climate scenario planning/modelling an advantage
  • Experience of working with international organizations an advantage

Functional Competencies
Technical Skills and Knowledge:
  • Strong technical knowledge of climate resilience strategies/interventions, including climate-smart water management, disaster risk reduction, and sustainable climate resilient WASH infrastructure development.
  • Demonstrated capacity in policy advocacy and partnership building in the context of climate change and WASH.
  • Excellent project implementation skills, with the ability to manage multi-stakeholder initiatives and work in multidisciplinary teams.
  • Strong written and verbal communication skills, with the ability to convey complex information to diverse audiences.
Facilitation and Training:
  • Ability to develop engaging training materials and conduct effective training sessions and apply participatory approaches and models of engagement
Documentation:
  • Ability to document and write up clear summarised reports, including compiling donor reports including photos, technical details and progress updates
Computer and software proficiency:
  • Outlook, MS Word, Excel, PowerPoint essential and knowledge of statistical software, climate modelling and GIS applications is an added advantage

Language
  • Fluency in both written and spoken English and Swahili, including very strong report writing and presentation skills.
