Job-Specific Information:
Under the overall supervision of the Project Manager, the incumbent will be responsible for the day-to-day monitoring/management of on-site construction as listed below:
- Support the Project Manager in the planning and coordination of project activities.
- Contribute to taking timely action to prevent potential delays and cost overruns that the contractors can avoid.
- Provide guidance on-timely project delivery.
- Monitor contractor presence on the project site, including Bill of Quantities (BoQ) as per the approved contract.
- Support the Project Manager in supervision of construction works and administer works execution as per the contractual provisions and the design specifications.
- Verify that project activities are consistent with the project's technical specifications and inform the Project Manager promptly of any eventual deviations.
- Contribute to regular supervision of the project work progress and quality for on-time delivery.
- Prepare project process reports.
- Provide support and guidance to the contractor and assist in resolving site problems as necessary.
- Assesses the work activities of contractor/s, measures completed work, and makes recommendations to the Project Manager for progress and interim payments to contractors.
- Oversee quality control and health and safety matters on site and ensure that behavioral expectations are met and are in compliance with COVID-19 pandemic guidelines

- Once the designs are concluded and contractors are selected through the UNOPS procurement process, the Associate Construction Management Engineer will manage the contractors, link technical supervision of the works, quality, and timing with contract management to ensure correct and transparent payment processes linked to the fulfillment of their obligations.
- Ensures the project work done complies with the plans and specifications.
- Ensure and maintain the quality of work all through.
- Monitor the safety measures adopted by the contractor at the site and ensure compliance of HSSE standards.
- Ensure that the materials used in the project meet the design standards.
- Support the tracking of project activities on a daily basis and report to the Senior Project Manager of deviations.
- Report contractor daily activity progress.
- Ensure the works are completed as outlined in the project work plan.
- Support in the coordination of ad hoc meetings, monthly and quarterly site meetings.
- Ensure conformity of project forecasts and actuals on a monthly basis and report to the Senior Project Manager and Project Management Support Associate (PMSA).
Operational and Logistic Support:
- Support the PMSA in liaising with UNOPS support service units for project-related administrative and operational matters such as payments, contract management, procurement of goods and services and assets management.
- Review input of financial information, expenditures etc. in OneUNOPS (ERP).
- Support development and maintenance of oneUNOPS based management information systems to ensure real time tracking and asset management under the project activities.
- Assist the Senior Project Manager in monitoring all Human Resources (HR) requirements and related activities under the Projects.
- Support the organization of induction briefings to newly recruited staff and render support to consultants in the course of their assignment.
- Provide efficient support in contract management, goods contract management and all matters relating to successful supervision and management of contracts. .
- Contribute to organizing project and stakeholder meetings as and when necessary, and maintain records of these meetings.
- Support the PMSA in maintaining records of project files and reports according to UNOPS document management guidelines.
- Identify operational, administrative, financial and other bottlenecks that may impede project delivery and recommend solutions and take appropriate remedial action.
- Establish and monitor an internal control system for all tracking IPCs. Knowledge Management and Innovation:
- Support the compilation of lessons learned as per defined reporting format.
- Contribute to the dissemination and sharing of best practices and lessons learned for planning and knowledge building.
- Maintain records of project files and activity reports in hard and soft copy.

Education:

Work Experience:
- Minimum of six years of relevant working experience in civil engineering and construction is required. Bachelor's degree may substitute for some years of experience.
- Prior experience in UN system organizations or INGOs is desirable.
- Excellent knowledge of both written and oral English is required.
- Knowledge of Kiswahili is desirable.
