Introduction
Honeyguide Foundation is excited to announce an opportunity for a consultancy role to conduct a mid-term review of the EU-KUWA Project. This project, officially known as “Strengthening Community-Owned Wildlife Management Area Organizations to Promote Sustainable Management and Equitable Governance of Natural Resources and Socio-Economic Benefits in Tanzania,” is led by the Honeyguide Foundation in partnership with the Community Wildlife Management Area Consortium (CWMAC) and 12 Wildlife Management Areas (WMAs) across Tanzania.
Project Overview:
The EU-KUWA Project is dedicated to empowering Tanzanian communities to manage and govern natural resources sustainably. It focuses on building local capacity in economic, social, and environmental sustainability, advocating for policy reforms, and enhancing the effectiveness and impact of the WMAs. The review will cover six WMAs in Ruvuma (Kisungule, Mbarang’andu, Chingoli, Nalika, and Kimbanda) and the Liwale WMA in Lindi. The EU KUWA (Kujenga Usimamizi wa Asili) Project seeks an experienced and highly competent consultant to conduct a mid-term review of its implementation.
This mid-term review will assess the achievements against the set objectives, identify challenges, and provide actionable recommendations for the remaining implementation period. The consultant will also evaluate the performance of project partners and stakeholders, ensuring alignment with project goals.
Consultant Responsibilities:
- Assessment: Conduct a comprehensive evaluation of governance, management, protection, and biodiversity status within the study areas.
- Collaboration: Work closely with project stakeholders, including NGOs, Local Government Authorities (LGAs) of Namtumbo, Tunduru, and Liwale, and local communities.
- Recommendations: Provide technical expertise and actionable recommendations for enhancing project implementation and monitoring.
- Reporting: Develop and present detailed recommendations aligned with project goals and prepare a final report.

Qualifications:
- Demonstrated understanding of issues related to conservation and protected areas management in Tanzania, communities and stakeholder’s engagement.
- Strong analytical skills, excellent organizational, communication and writing skills
- Demonstrated experience in undertaking similar tasks or working in a similar environment with evidence of similar products in their current or previous institution.
Duration and Budget:
- Duration: September 15, 2024, to September 30, 2024
- Budget: Estimated at TZS 12,500,000. Specific timelines and deliverables will be outlined upon selection.
