OBJECTIVES OF THE PROGRAMME
The World Health Emergency Programme (WHE) at country level will provide support to the Ministry of Health Community Development Gender, Elderly and Children (MOHCDGEC) in Infectious Hazard Management activities aimed at prevention and control of high threat diseases, pandemics and epidemics through the implementation of evidence based strategies.

DESCRIPTION OF DUTIES
The objectives of WHO's Emergency Preparedness and Response is to support member states develop and sustain the capacity and a robust system to detect, analyze, report and promptly respond to disease outbreaks and other events of potential public health impact. It also aims at building capacity of member states to identify major hazards and take necessary measure to mitigate and reduce possible impacts during emergencies. The incumbent will be assigned the following duties;1. Support the development, implementation and evaluation of the national strategies and workplans pertaining to the prevention and control of high threat diseases of pandemic & epidemic potential or infectious risks and the implementation of evidence-based strategies to manage infectious hazards, interventions in high-risks groups and recommend measures for special attention, ensuring compliance with organization-wide IHM strategies.2. In close collaboration with MOHCDGEC, monitor the early prevention, detection, verification, assessment and investigation of any risks of outbreaks and the dissemination of data related to the occurrence of outbreaks.3. Adapt IHM global policies, concepts, tools and strategies and manage their implementation, for the prevention and, where feasible, elimination of diseases/epidemic risks. Work with partners, to improve approaches and methods of controlling epidemics in different epidemiological situations.4. Conduct the periodic reporting of infectious hazards activities, support the information systems and the monitoring facilitating integration with the national health information systems, as required. 5. Contribute to the surveillance and risk analysis of infectious diseases; participate in the rapid response teams responsible for the rapid investigation of alerts, field risk assessments and early detection and response. 6. Make recommendations and give guidance on relevant courses of actions to be taken in affected as well as non-affected areas in order to prevent and/or control cause of excess morbidity and mortality.7. In close collaboration with other technical teams, provide technical assistance on enhanced surveillance, infection control (including personal protection), prepositioning of drugs and medical supplies, vector control etc.8. Support strengthening of the laboratory services in identification and characterization of disease pathogens, as well as monitoring of drug resistance.9. Represent the Country Office at official meetings as needed.10. Perform any other related duties, as required by Head of WHO Country Office and WHE Lead Tanzania.

REQUIRED QUALIFICATIONS
Education
Essential: --> First University degree in a relevant public health field.
Desirable: A Master's Degree in Public Health, Epidemiology, Disaster Preparedness and Response, Environmental Health or other equivalent post graduate qualification

Experience
Essential: Fiveyears of professional experience in planning, developing and implementing the control and prevention of infectious diseases programme including outbreak prevention and control, infectious hazard management and/or dangerous pathogens.
Desirable: --> Relevant experience with the inter-agency mechanisms used to coordinate preparedness for and response to health emergencies.

Skills
1. 1. In-depth understanding of International Health Regulation (IHR 2005) implementation, Integrated Disease surveillance and Response (IDSR), and public health policy and strategies in the country and to some extent in the African Region.2. Sound technical expertise and experience in the implementation, monitoring, and evaluation of vector control programs.3. Good knowledge of the global/regional strategies for Infectious Hazard Management.4. Experience in Infectious Hazard Management research and training.5. Experience in supporting capacity development activities.6. Substantial project management and coordination experience and excellent management capacity.7. Ability to work in a network and in a multisectoral environment. REMUNERATION
Remuneration comprises an annual base salary starting at TZS 159,842,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
