HJF Medical Research International, Inc.(HJFMRI) is seeks to hire a Continuous Quality improvement (CQI) Officer in support of HJFMRI- Tanzania program. This position will be based in Rukwa.
Responsibilities
The CQI Officer will collaborate with the health facilities, Regional and Council Health Management Teams, and Civil Society Organizations (CSOs) in developing CQI interventions to respond to various program challenges. The position will ensure all health facilities have active Quality Improvement (QI) teams and are implementing CQI activities as per National guidelines.The incumbent will provide mentorship and support to facilities in using the Small Test of Change (STOC)/Plan Do Study Act (PDSA) methodologies for QI at the site level and in understanding and measuring these processes for both patient and program level improvement. The position will work with the health facility, community CQI teams, and the project team to track all PEPFAR-related indicators, develop QI activities to respond to performance gaps, report all QI activities monthly, and provide feedback and recommendations to the CQI Manager. The position is based in Songwe and reports to the CQI Manager.

- Provide technical assistance and mentorship to health facilities for continuous quality improvement, models for change, and systems improvement.
- Develop, execute, and oversee regional QI work plans under the guidance of the regional managers and with technical support from the CQI Manager.
- Revive, establish, and/or maintain CQI teams and support them to apply and monitor CQI interventions to address identified challenges in service provision.
- Ensure availability and use of all national policies, guidelines, training manuals, recording, and reporting tools and information, education, and communication materials related to the Quality Improvement Program/Initiative.
- Collaborate with facility and community program leads to integrate QI principles in routine supervision, conduct regular site performance measurements, analyze QI data, provide feedback to site staff, CHMT, and RHMT, and participate in site-level QI meetings.
- Support the implementation of differentiated service delivery and care models while using CQI approaches to monitor for desired patient outcomes.
- Offer direct technical support and mentorship to health facilities for continuous quality improvement, change models, and system enhancements.
- Guide health facilities in using QI tools like flow charts, fishbone diagrams, driver diagrams, and decision matrix analysis for system and process improvement.
- Supervise site-level training and capacity-building efforts to implement quality improvement activities.
- Lead initiatives to perform site-specific assessments of quality improvement capacity and monitor district and health facility QI activities.
- Communicate best practices and updates to ensure consistency in the program application and to maximize effectiveness in overall program implementation and management.
- Develop quarterly and annual CQI implementation and performance reports and presentations.
- Work with the CQI manager and community department to build a strong CQI component of the community HIV programming in HJFMRI-supported regions.
- Ensure monthly QI data review meetings at the facility and community levels.
- Carry out other tasks as assigned by the supervisor that are necessary to achieve the objectives of this position.

Qualifications
Education and Experience
- Bachelor’s degree in medicine, nursing, public health, epidemiology, biostatistics, or related field required. Master’s degree in the relevant field preferred.
- At least five (5) years’ experience in HIV/AIDS care and treatment programs supported by PEPFAR.
- Experience in coordinating, conducting, and supervising health facilities in implementing CQI activities.
- Conversant with the current systems for HIV/AIDS data management (CTC2 database, CTC analytics, monthly portal, etc.).
- Conversant with national CQI framework and guidelines.
- PEPFAR (DoD, USAID, or CDC) and experience working with international NGOs in a cross-cultural setting preferred.
Required Knowledge, Skills and Abilities
- Conversant with data analysis, and presentation using MS Excel and other analytical software.
- Detail-oriented (attentive to details) and able to perform well in a high-pressure environment.
- Excellent interpersonal, communication and relationship skills, including flexibility, diplomacy, intercultural communicative competence, and respect for colleagues.
- Ability to travel up to 70% of the time within the HJFMRI Tanzania SHL Program-supported regions.
- Demonstrate high integrity and strong values, including confidentiality.
- Ability to build and maintain sound relationships with multiple stakeholders.
- Ability to multitask and work under minimum supervision.
- Proficient in MS Office applications.
- Diplomatic, culturally sensitive, and enthusiastic for connecting and / or working with people of different backgrounds.
- Ability to meet and communicate schedules and deadlines.
- Demonstrate exceptional professional judgment.
