Project Description:
The UK aid funded Shule Bora programme aims to improve the quality of pre-primary and primary schools in Tanzania. There are four main outcomes: improving learning outcomes for all children, improving transition rates to secondary schools for girls, ensuring children are safe in and around schools, and helping children with disabilities access quality education.
The programme will:
Work with Ministry of Education, Science and Technology (MOEST) and the President’s Office Regional Administration and Local Government (PO-RALG) to test, adapt and implement at scale quality, gender-transformative, disability-inclusive and safe to learn education approaches in 9 regions, generating learning and evidence on how to achieve these outcomes affordably and at scale.
Support GoT with the timely and effective implementation of the PforR mechanism through technical assistance and capacity building, with a strong focus on data verification, financial management and risk management. Support lesson learning processes from PforR so that these can be embedded into government processes and shared with development partners and other key stakeholders. Ensure that lessons and best practice from (1) are used to inform PfR mechanism.
Manage and coordinate programme activities, with a strong focus on (i) ensuring a high quality programme, financial and risk management oversight, (ii) working with an independent Learning and Evidence (L&E) provider on establishing regular, rigorous and community-driven monitoring and evaluation activities, and (iii) developing and implementing a strategy for effective communication of Shule Bora objectives, results, and lessons learned to a range of target audiences.

Job Description:
The climate and environment specialist will
- lead planning, implementation and review of all interventions under the climate and environment roadmap in conjunction with the Shule Bora Coordinators at MoEST and PO-RALG.
- support preparation of annual workplan, design quarterly workplan and report against it in a timely manner.
- provide technical assistance within government at different levels on climate and environmental issues
- support programme regional coordinators and interventions specialists to support regions and LGAs to implement climate and environment-related interventions which might include classroom constructions, rehabilitation and/or layout.
- coordinate with teams to identify entry point for climate and environment area of work to be taken into account in all dimensions of the program.
- collaborate with the GoT agencies involved in climate management transition, as well as agencies supporting actors in integrating climate management into their approaches. Additionally, work with the Shule Bora team to develop and support schools in preparing to mitigate the effects of climate or environment-induced challenges and improve the learning environment.
- provide technical support and oversight on construction activities across the LGAs.
- develop TORs and manage STTA inputs under the climate and environment workstream.
- network and build partnerships with other actors working on education, climate and environment to ensure effective collaboration and prevent duplication.
- document and disseminate stories of change for lesson learning and influencing purposes.
- contribute to the development of the quarterly progress report, annual report and any other reports as required.
- provide training and mentorship internally to ensure that Shule Bora’s impact on the climate and environment is as minimal as possible.
Candidate Specification:
Skills and Knowledge
- Understanding of and strong interest in climate change policies, interventions
- Able to travel on a regular basis to 9 Shule Bora regions
- Able to work with senior stakeholders and influence change
- Ability to prioritise and work under pressure.
- Ability to work in a collaborative team setting.
- Proficient in using MS packages, particularly Word, Excel and PowerPoint
- Strong organisational skills, reliability, and adherence to ethical standards
- Excellent verbal and written communication skills
- Fluency in written and spoken English, Kiswahili preferred.
Experience
- Experience of developing and implementing climate and environment programmes
- Experience in the education sector preferred
- Experience of working on school infrastructure and construction useful but not essential
- Experience of working on donor-funded programmes useful but not essential
- Experience of working on climate and environment interventions with public institutions
Qualification
- MSc in climate change, environment or similar
