ORGANIZATIONAL CONTEXT
The Programme Policy Officer (Social Protection and Climate Resilience) will report directly to the Programme Policy Officer (Social Protection/Cash Based Transfer) and will work under the overall management of the Head of the Programme. The Programme Policy Officer (Social Protection and Climate Resilience) is expected to operate with a high degree of independence, manage more junior staff to ensure that programme and policy objectives are achieved in full. S/He will also be involved in a wide variety of programme and policy activities and analytical work, some of which may be of a considerable complexity and is expected to contribute to performance improvement.

JOB PURPOSE
To provide support to policy and programme activities that effectively meet food assistance needs.
KEY ACCOUNTABILITIES (not all-inclusive)
Key responsibilities include:
- Work closely with local government, communities, and other stakeholders for programme implementation, including through representing WFP in multi-stakeholder coordination platforms.
- Support the implementation of guidelines and protocols for cash-based transfers through the national social protection system.
- Support the implementation of innovative digital solutions for national beneficiary data management and payment systems.
- Provide technical assistance to Local Government Authorities and other relevant stakeholders for operationalizing horizontal and vertical expansion modalities.
- Support overall project management, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures.
- Coordinate data gathering and monitoring systems, ensuring that rigorous quality standards are maintained.
- Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
- Assist with coordination, management, and oversight of additional WFP project activities in regions covered by the Arusha office, including the implementation of climate smart public works and livelihoods activities.
- Any other duties, as required.
OTHER SPECIFIC JOB REQUIREMENTS
Knowledge & Skills:
• Advanced technical knowledge on shock responsive social protection and cash-based transfers
• Capacity to translate operational knowledge and expertise into systems building for government
• Advanced project management, analytic, advocacy and communication skills
• Strong skills of collaboration and partnerships-building
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
Experience:
• At least 5 years of experience working on social protection and/or climate resilience programmes. Experience working with Tanzanian government ministries on Social Protection and Disaster Management programmes is a distinct advantage.
• At least 5 years of proven ability to lead coordination of partnerships with external stakeholders.
• Has deepened technical knowledge through exposure to technical teams.
• Has taken leadership of implementing programmes.
• Has provided input into policy discussions and decisions.
