Background:

The University of California, San Francisco (UCSF) is engaged in a five-year Cooperative Agreement with the U.S. Centers for Disease Control and Prevention-Tanzania (CDC-Tanzania) to provide technical assistance on strategic information, with a focus on improving data quality, disease surveillance, and health information systems (HIS) to the Ministry of Health (MOH) for both Tanzania Mainland and Zanzibar as well as the United States President’s Emergency Plan for AIDS Relief (PEPFAR) and their implementing partners (IPs).

UCSF is recruiting an individual through our affiliated international NGO Global Programs to serve as a Data Analysist. This is a full-time 3-month position with the possibility of an extension for 12 months. The position is expected to start on July 1, 2024. This individual will be based in Dar es Salaam with frequent travel to regions of implementation.

Main duties and responsibilities:
Under the supervision of the Technical Director and Surveillance PIs, the Data Analyst will support research and surveillance activities for both Zanzibar and Tanzania Mainland. This person will be responsible for supporting the development and implementation of research and surveillance protocols with a focus on analyzing survey, surveillance, and health information data.

Specific responsibilities include:
  • Participate in the development of survey protocols, survey tools, field SOPs, and training materials for qualitative and quantitative surveys.
  • Support planning, preparation, and delivery of trainings on research and surveillance protocols.
  • Support implementation of research and surveillance activities, including leading teams of data collectors in the field.
  • Clean and analyze of data generated by research and surveillance activities, including HIV recent infection surveillance data.
  • Triangulate of HIV program data across various sources, including CTC3, monthly portal, and DHIS2.
  • Support the development and writing of abstracts, reports, and manuscripts.
  • Support the health informatics team on data validation for programmatic dashboards.
  • Develop ODK data collection tools.
  • Other tasks as assigned.

Experience, skills, and minimum required qualifications:
  • An undergraduate degree in Statistics or Epidemiology is required.
  • A minimum of two years of progressive professional experience in working in data and data analysis is required.
  • Experience leading data collection in research or surveillance activities is required.
  • Strong mathematical skills to collect, measure, organize, and analyze quantitative data is required.
  • Demonstrable data analysis skills including proficiency in statistics and statistical packages like STATA, SPSS, SAS, etc. are required.
  • Intermediate to advanced knowledge of Microsoft Excel is required.
  • Knowledge of both PEPFAR and MOH reporting tools and systems (including DATIM, CTC2, DHIS2, Monthly Portal), and HIV and AIDS indicators is required.
  • Demonstrable skills in programming ODK data collection tools.
  • Demonstrable experience working with a variety of organizations and stakeholders, including experience collaborating with MOH, is an advantage.
  • Fluency in oral and written English and Kiswahili are required.
  • Experience working with mobile and vulnerable populations is an advantage.

Other desired skills/qualities:
  • Strong organizational and management skills.
  • Ability to prioritize, work under deadlines, work independently with minimal supervision, and multi-task.
  • Ability to summarize disparate information clearly and concisely.
  • Strong interpersonal and communication skills.
  • Excellent computer skills, including word processing and PowerPoint.
  • Ability to travel in-country to support project activities.
