This position will be in support of HJF Medical Research International, Inc. Tanzania (HJFMRI) program.
Responsibilities
HJF Medical Research International, Inc. Tanzania (HJFMRI) program is seeking to hire a Senior Technical Advisor, PMTCT and CECAP. This position will oversee all HJFMRI Tanzania PMTCT and CECAP activities. The incumbent will provide advice and direction in the implementation and scaling-up of PMTCT and CECAP services in the Southern Highlands zone. The position comprises a team of experts in scaling up PMTCT, PITC, ART, Viral Load Monitoring, Early Infant Diagnosis (EID), and TB/HIV services among pregnant and breast-feeding mothers as well as CECAP services. The position will directly work with Adult and Pediatric Programs and community organizations to ensure linkage across the continuum of care. The position is based in Mbeya with frequent travels to the SHL Program supported regions. The position reports to the SHL Program Director.

Responsibilities

  • Oversee all HJFMRI Tanzania PMTCT and CECAP activities in the SHL.
  • Provide technical direction on roll-out, implementation, and monitoring of option B plus and screening, treatment and follow up of CECAP services in the SHL zone.
  • Provide technical support to the program and HJFMRI-T regional teams, and RHMT/CHMTS on the scale-up PMTCT and CECAP services and ensure they are implemented in accordance with the national guidelines in the Southern Highlands regions.
  • Provide technical support in the planning, implementation, monitoring, and evaluation of the HJFMRI-T PMTCT program and CECAP services.
  • Support HJFMRI-T regional teams to build the capacity of the facility, Community partners, and other stakeholders to deliver quality PMTCT and CECAP services in the Southern Highlands.
  • Design and implement capacity building and / or technical assistance programs to bridge gaps in capabilities among HJFMRI-Tanzania staff, RHMTs, CHMTs, and facility-based health care workers to deliver high quality PMTCT packages and CECAP services.
  • Ensure national guidelines, SOP, and Job Aids on PMTCT and CECAP are available and constantly used by the health care providers at the facility level.
  • Provide technical support to ensure PMTCT program and CECAP data are well captured, compiled, and reported timely according to reporting schedules.
  • Monthly review program data, analyze, provide interpretation, acknowledge best practices, and provide recommendations for service improvement.
  • Provide on-the-job training and mentorship for the health care workers on the provision of PMTCT and CECAP services.
  • Establish and maintain a strong relationship with MOH, Regional and District Health entities, and Faith-based organizations responsible for implementing the national PMTCT program.
  • Establish and maintain a strong pool of Local PMTCT mentors responsible for the execution of PMTCT mentorships at supported facilities.
  • Establish and maintain a strong pool of M2M (Mama Mwambata) responsible for making follow-ups and linking HIV Pregnant mothers to PMTCT services throughout their pregnancy and post-delivery at supported facilities.
  • Ensure effective integration of CQI activities in the PMTCT & CECAP services and build the capacity of Regional and district officers, providers, and health management teams to use program data for program improvement.
  • Technically support the program in the development of the program procedures, systems, and referral mechanisms.
  • Oversee the design and implementation of community linkages services and support groups for HIV positive pregnant and breast-feeding mothers and their families to ensure a network of quality of care.
  • Develop strategies to strengthen Mother-Infant pair (HEI) follow-up at least until the weaning period, EID services, and enrollment of HIV-positive infants on ART.
  • Review the implementation and operation of monitoring and reporting mechanisms (Monthly, Quarterly, SAPR, and APR) including documentation of best practices and lessons.
  • Collaborate with other stakeholders to improve the integration of pediatric HIV care and EID services in the zone and ensure services are aligned with the national goals.
  • Participate in national / USG HIV technical working groups (TWGs) and forums as it relates to PMTCT and CECAP services.
  • Provide technical leadership in COP planning of PMTCT & CECAP activities.
  • Establish and maintain a strong pool of Local CECAP mentors responsible for the execution of CECAP mentorships at supported facilities.
  • Conduct planning of CECAP activities in the zone including allocating targets and budgets to treatment partners.
  • Serves as a key technical person on CECAP activities and coordinates all cervical cancer screening activities, including referral for Management of all VIA Positive cases (mapping and coordination of prevention and treatment facilities within the program).
  • Coordinate the implementation and expansion of CECAP services in the zone.
  • Offering technical support to HJFMRI-T staff, partner Districts/Health Facilities in the screening of Cervical Cancer among women including PLHIV
  • Conduct supportive supervision to ensure achievement of program objectives, and targets.
  • Responsible for the design, implementation, coordination, and evaluation and a broad range of agency funded CECAP program activities and studies required to implement the President’s Emergency Plan for aids Relief (PEPFAR) in the zone.
  • Ensure CECAP quality assurance/quality control (QA/QC) systems are effectively integrated into the program by conducting regular QC/QA checks.
  • Strengthen referral linkages with effective feedback loops and ensure that women who need follow-up or referral for advanced care such as loop electrosurgical excision procedure (LEEP) and histopathology evaluation receive the referral services.
  • Write regular program reports as required.
  • Perform other tasks as may be assigned by supervisor that are necessary to fulfill the objective of this position.

Required Knowledge, Skills and Abilities

  • In depth understanding of the Tanzania regulatory and business environment, health systems and administrative structures including working with the Regional Government (RC/RAS offices with the RHMT teams and DC/DED offices with the CHMT teams).
  • Demonstratable ability to write technical documents (proposal and reports) and give state-of-the-art presentations.
  • Ability to travel up to 50% of the time in the SHL zone.
  • Analytical, problem solving and exceptional organizational skills.
  • Excellent interpersonal, communication and relationship skills, including flexibility, diplomacy, intercultural communicative competence, and respect for colleagues.
  • Detail-oriented (attentive to details) and able to perform in a high-pressure environment.
  • Demonstrate high integrity and strong values, including confidentiality.
  • Ability to build and maintain sound relationships with multi stakeholders; competence to build and effectively manage interpersonal relationships at all levels.
  • Ability to multitask and work under minimum supervision.
  • Proficient in MS Office applications.
  • Ability to meet and communicate schedules and deadlines.
  • Fluent in Kiswahili and English.
  • Demonstratable exceptional professional judgment.

Education and Experience
  • Doctor of Medicine (MD) degree required. Master’s degree in public health (MPH) preferred.
  • At least ten (10) years’ experience in HIV/AIDS care and treatment programs providing technical support on PMTCT & CECAP services with PEPFAR funded programs.
  • PEPFAR (DoD, USAID, or CDC) and experience working with international NGOs in a cross-cultural setting preferred.
