This position will be in support of HJF Medical Research International, Inc. Tanzania (HJFMRI) program.
Responsibilities
HJF Medical Research International, Inc. Tanzania (HJFMRI) is seeking to hire a Senior Technical Advisor, HIV Testing Services. The position act as the primary technical expert and contact person for HJFMRI Tanzania SHL Program HIV testing services at the organization, facility, and community level. The incumbent facilitates the development, modification, and adaptation of appropriate HTS strategies, aimed at improving clinical and community access to and use of services. The position collaborates with technical teams to strengthen the continuum of response from HIV testing, linkage to prevention and care.

The incumbent liaises with the Ministry of Health (MoH), local government, local and national organizations, including faith-based organizations to facilitate the expansion of HIV Testing services at the health facility level and community settings. The incumbent capacitates local partners (sub grantees), health facilities and HJFMRI Tanzania staff to deliver high-quality HIV Testing services in the Southern Highlands of Tanzania. The position is based in Mbeya and reports to the SHL Program Director.

Responsibilities
  • Provide technical leadership in the development of approaches and strategies for mobilizing partner organizations, facilities, and communities for the establishment or strengthening of HIV testing services strategies and activities.
  • Collaborate with other HJFMRI departments and partners to achieve the overall HTS goal of early identification of PLHIV and link them successfully to prevention, care, and treatment services.
  • Collaborate with the HJFMRI prevention team to ensure all clients testing negative are linked to appropriate prevention services, including but not limited to condoms, PrEP, and VMMC services.
  • Liaise and consult regularly with the relevant authorities, partner organizations, facilities, community leaders and beneficiaries in relation to the planning, design, and implementation of HJFMRI Tanzania and partner HTS activities.
  • Develop integrated, innovative and gender sensitive interventions for the provision of comprehensive HIV Testing services to high risk and key populations, adolescent girls and young women, youths in and out of school, and the general population.
  • Build the capacity of the partner organizations and government technical staff to deliver high-quality HIV Testing services.
  • Provide on-going support through coaching, supervision visits and mentoring to partner organizations, facilities and HJFMRI staff in implementing HTS activities.
  • Document, consolidate and disseminate knowledge and information regarding best practices, lessons learned, and proven approaches at HJFMRI Tanzania.
  • Ensure quality implementation, achievement of results for activities within the HJFMRI Tanzania program and within partner projects and collaborate with other HJFMRI Tanzania program departments to ensure effective teamwork.
  • Collaborate with partners to develop quality assurance and improvement mechanisms and ensure QA and QI HIV testing services conform to set requirements and standards.
  • Develop annual work plans, budgets and reports for HTS activities; and ensure integration of project activities into wider HJFMRI-T annual plans.
  • Develop work plans and oversee HTS activities for regional outreach coordinators.
  • Provide technical support to local partners including health facilities in preparing and submitting timely monthly, quarterly, semi-annual, and annual reports.
  • Develop innovative strategies to ensure successful linkages of HIV positive Identified clients to care and treatment services and HIV negative clients to prevention services.
  • Liaise with the monitoring and evaluation department to ensure that HTS performance monitoring strategies are functional including clarity of indicators, quality of monitoring and evaluation data collection tools, data quality and reporting.
  • Facilitate and coordinate quality improvement activities / initiatives with the CQI team for HTS performance improvement.
  • Support Senior Management Team especially in identifying areas requiring policy influence and support implementation and development of long-term plan.
  • Participate as a member of the HIV USG Tanzania Team providing technical expertise in HTS activities ensuring programs are in line with the USG HIV and AIDS in-country strategy.
  • Develop and maintain good working relationships with other partners, governmental and non-governmental, within the five regions.
  • Oversee program performance and actively mitigate challenges to ensure proper strategies for an excellent and sustainable program performance.
  • Prioritize evidence based HTS modalities like index testing, SNS, OPITC, HIVST etc. to improve program HTS performance across all program supported regions.
  • Provide technical support to facility and community partners to ensure that index testing is implemented in a safe and ethical manner.
  • Closely coordinate with the WRAIR Tanzania Sr. technical advisor for testing and prevention and with the HJF Home Office Technical Director for case finding.
  • Monitor compliance with national HIV testing guidelines and availability of HIV testing commodities.
  • Perform other tasks as may be assigned by supervisor that are necessary to achieve the objectives of this position.

  • This position will take place primarily in a office setting.

Required Knowledge, Skills and Abilities

  • In depth knowledge of the current national, PEPFAR, and WHO developments and best practices in HIV testing services.
  • PEPFAR (DoD, USAID, or CDC) and experience working with international NGOs in a cross-cultural setting preferred.
  • In depth understanding of the Tanzania regulatory and business environment, health systems and administrative structures including working with the Regional Government (RC/RAS offices with the RHMT teams and DC/DED offices with the CHMT teams).
  • Demonstratable ability to write technical documents (proposal and reports) and give state-of-the-art presentations.
  • Ability to travel up to 50% of the time in the SHL zone.
  • Analytical, problem solving and exceptional organizational skills.
  • Excellent interpersonal, communication and relationship skills, including flexibility, diplomacy, intercultural communicative competence, and respect for colleagues.
  • Detail-oriented (attentive to details) and able to perform in a high-pressure environment.
  • Demonstrate high integrity and strong values, including confidentiality.
  • Ability to build and maintain sound relationships with multi stakeholders; competence to build and effectively manage interpersonal relationships at all levels.
  • Ability to multitask and work under minimum supervision.
  • Proficient in MS Office applications.
  • Ability to meet and communicate schedules and deadlines.
  • Fluent in Kiswahili and English.
  • Demonstratable exceptional professional judgment.

Education and Experience
  • Doctor of Medicine degree (MD) or nursing required. Master's or postgraduate training in Public Health and/or counseling, psychology, social work, or other HIV/AIDS related discipline preferred.
  • At least ten (10) years’ experience in HIV program implementation, preferably in facility and community based HTS services required.
