This position will be in support of HJF Medical Research International, Inc. Tanzania (HJFMRI) program.
Responsibilities
HJF Medical Research International, Inc. Tanzania (HJFMRI) is seeking to hire a Senior Technical Advisor, Adult Care and Treatment. This position will serve as the technical lead for facility-based adult HIV care and treatment, TB/HIV, and nutrition services for the Southern Highlands Program. The incumbent will be responsible for development of strategies and actionable plans for effective implementation of the best evidence-based practices aimed at identification and enrolling of HIV infected individuals into clinical care and retaining them on treatment. The position requires deep knowledge of HIV/AIDS medicine and related public health approaches of HIV epidemic management and control. The position is based in Mbeya with frequent travels to Katavi, Rukwa, Songwe, Mbeya and Ruvuma regions and reports to the SHL Program Director.

Responsibilities
- Serve as the main technical point of contact for all clinical interventions of the HJFMRI comprehensive HIV/AIDS services in the southern highlands zone.
- Provide technical support in the development of adults HIV/AIDS Care and Treatment, TB/HIV and nutrition program design, work plans and implementation strategies necessary to achieve the set targets and service coverage to the Southern Highlands zone.
- Take the lead in planning adult HIV Care and Treatment, TB/HIV, and nutrition activities, including allocation of targets and budget under the USG PEPFAR planning process.
- Work closely with MoH, regional and local government authorities in health facilities in the Southern highlands, to direct HJFMRI medical staff in the implementation and management of all clinical aspects of a comprehensive HIV/AIDS care, treatment, TB/HIV, and nutritional support.
- Capacitate the Ministry of Health staff at the regional and council level, as well as that of health facility personnel, in the areas of technical planning, management, monitoring and evaluation for antiretroviral therapy programs.
- Plan, implement, and monitor HIV/AIDS services delivery interventions in accordance with USG-PEPFAR and MoH-NACP guidelines, including adult HIV programs, TB/HIV, and nutrition at each level of the Region and district, in collaboration with Mbeya Zonal Referral Hospital, and Regional and District Medical Offices in HJFMRI-supported regions of the Southern Highlands
- Attend planning and technical meetings organized by USG and GoT (MoH).
- Develop and maintain good working relationships with other partners, governmental and non-governmental organizations, and stakeholders in HIV/AIDS services delivery in Tanzania.
- Collaborate with RMOs in the supported regions to oversee the provision of care to all HIV/AIDS-positive individuals, including the creation of partner annual budgets and Scope of Works.
- Provide technical oversight including supervision and training to healthcare workers involved in HID/AIDS services delivery in the served regions in accordance with PEPFAR and the National AIDS Control Program (NACP) approved method of HIV/AIDS care.
- Represent HJFMRI partners and collaborators in technical consultative meetings in HIV/AIDS care and treatment and TB/HIV including participation in relevant national technical working groups.
- Lead, supervise, and evaluate a team of clinical specialists in various technical areas of HIV/AIDS care and treatment providing technical assistance to service providers at facilities.
- Develop and implement strategies for generation, collection, analysis and reporting of technical information including service delivery performance summaries, financial and expenditure reports, and other relevant data in their area of work in line with USG-PEPFAR and NACP requirements.
- Collaborate with technical leads to develop joint annual, quarterly, and monthly plans and budgets for successful implementation of HIV/AIDS care, treatment, and TB/HIV services.
- Develop and implement strategies to ensure the quality of clinical services at facilities is of the required standards for HIV/AIDS care and treatment. And devise mechanisms to monitor and report on quality of clinical services.
- Work with the monitoring and evaluation team to ensure HIV/AIDS care and treatment data are properly collected, compiled and timely reported. Constantly reviewing of program performance data and develop new strategies to improve program performance.
- Work as part of the multi-disciplinary technical team to provide technical guidance to the regional teams in planning program activities, ensuring close linkages and synergies between HTS, ART, TB/HIV, STI, Reproductive Health and Family Planning and other public health programs.
- Liaise with the M&E Department to ensure adult care and treatment, TB/HIV and nutrition components are functional, which includes clarity of indicators, quality of M&E data collection tools, data quality and reporting.
- Identify areas of improvement in clinical service delivery and develop corrective actions.
- Participate in appraisals of program operational efficiency and target setting while keeping track of re-programming areas; advise appropriately to meet USG/PEPFAR requirements.
- Document feedback during USG and MOHSW meetings and to share them with Senior HJFMRI Management staff to ensure strategic and informed program decisions.
- Take leadership and provide innovative approaches to ensure all newly identified HIV positives are enrolled into HIV/AIDS care and treatment services to all facilities supported by HJFMRI.
- Ensure HJFMRI-Tanzania work is performed with integrity and diligence.
- Facilitate and coordinate Quality Improvement activities/initiatives with the CQI team for adult C&T, TB/HIV, and nutrition performance improvement.
- Perform any other relevant duties and responsibilities assigned by the supervisor.

Required Knowledge, Skills and Abilities
- In depth understanding of the Tanzania regulatory and business environment, health systems and administrative structures including working with the Regional Government (RC/RAS offices with the RHMT teams and DC/DED offices with the CHMT teams).
- Demonstratable ability to write technical documents (proposal and reports) and give state-of-the-art presentations.
- Ability to travel up to 50% of the time in the Southern Highlands (SHL) zone.
- Analytical, problem solving and exceptional organizational skills.
- Excellent interpersonal, communication and relationship skills, including flexibility, diplomacy, intercultural communicative competence, and respect for colleagues.
- Detail-oriented (attentive to details) and able to perform in a high-pressure environment.

Education and Experience
- Doctor of Medicine degree (MD) required. Master’s degree in internal medicine, public health or infectious diseases preferred.
- At least ten (10) years’ relevant experience in Program / HIV implementation with PEPFAR programs in Africa required.
- PEPFAR (DoD, USAID, or CDC) and experience working with international NGOs in a cross-cultural setting preferred
