ACTIVITIES
• Directly supporting CLIENT’S & the CONTRACTORs ensuring delivery of the pipeline and associated AGI, MST facilities and EITS infrastructure are on-time and to budget.
• Implement, use, and communicate safe work practices on and off the Project Sites.
• Mentor exemplary behaviour regarding Project H3SE policy.
• Work as directed by the QC Supervisor E&I Superintendent within the allocated construction work packages issued.
• Ensure that all works have been undertaken in total safety, carried out in accordance with the prescribed quality standards and in compliance with the specifications and design, meet the program timelines and remain within budget.
• Ensure that the works comply with the prescribed quality standards and that these standards are adhered to.
• Supervision and Inspection of E & I works in progress to ensure conformance to AFC design drawings, and to identify and eliminating potential safety hazards.
• Work closely with members construction team, materials team, project controls, and contracts departments Support CONTRACTOR throughout the field and during meeting attendance, including monitoring and reporting on compliance of works, scheduling, contractor performance, materials, and vendors.
• Supervision of ITP inspection surveillance and hold points by the designated inspection personnel.
• In close collaboration with the CONTRACTOR preservation team, to ensure that the storage conditions and preservation measures are implemented as Vendor/Project requirements.
• Ensure that the instruments calibration are applied on due time as per Vendor requirements.
• Ensure that the CONTRACTOR handle the storage of the materials in term of weather control, and provision of the materials stock.
• Ensure that the CONTRACTOR set the proper facilities, and provide adequate equipment’s and calibrated tools.
• Ensure that the CONTRACTOR will follow and implement appropriate training programs and qualification of the operators.
• Assist the Pre-op and Commissioning group.

CONTEXT AND ENVIRONMENT
• The CLIENT’S project includes a 1445km 24in main oil export pipeline, 8 above ground facilities [AGI: including 6 pumping stations (PS-1 thru 6) and 2 pressure reduction stations (PRS-1 and 2)], a green field Marine Terminal (MST) with an export jetty and Load Out Facilities (LOF) and a series of main line block valves (MLBV) and a long line heat trace (LLHT) heating system. Approx. 150km of feeder lines from Upstream facilities from Tilenga and Kingfisher fields will tie-in to the CLIENT’S project. CLIENT’S is developing the Tilenga Feeder line on behalf of the Tilenga Project. The CLIENT’S Pipeline project will be the largest privately led with Government participation transnational infrastructure project ever undertaken in East African region. The project overall tonnage is estimated at 500,000t of material and equipment;
• Behind the numerous technical (the longest electrically heat traced pipeline in the world), environmental and social challenges faced by the project, Government of Uganda and Government of Tanzania agreed to develop CLIENT’S project in a fast track mode. The project is aiming at a Ready For Start-up (RFSU) schedule not later than 39 months after FID;
• The context is complex with numerous stakeholders, environmental and societal / local content stakes, three partners, two involved countries new to oil development (Uganda and Tanzania), and the need for project development in accordance with IFC standards to secure the necessary financing;
• In the current context of low oil price the project needs to be developed with low CAPEX & OPEX to support the economics and enable FID while maintaining the technical quality of the installations, with high H3SE requirements and focus.

ACCOUNTABILITIES
• Review validity of any Contractors extra works request and pay particular attention to the supervision of the relevant activities.
• To ensure compliance with the applicable codes, practices, policies, performance standards, and specification .
• Assist QS for measure the physical progress of the works in charge on a daily/weekly basis for progress report issue.
• Make sure that the Contractor submits his daily reports regarding equipment and manpower and carefully check that information are correct and comply with the agreed procedures.
• Proactively undertake and promote the use of behavioural and incentivised HSE work programmes, and campaigns
• Ensure all quality control checks and tests are instigated, with records maintained and available as required, all in accordance with contractors’ agreed ITP, method statements and project specifications
• Ensure contractors follow approved procedures, plans and method statements.
• Ensure the most current design documents are used to complete the work and that all design changes are approved prior to implementation.
• Ensure that all construction milestone dates are completed as scheduled.
• Ensure that all construction activities meet quality and workmanship standards.
• Ensure required permits are in place prior to the start of the work at site.
• Prepare reports and forecasts, including summary of construction progress.
• Coordinates activities with other disciplines or areas, as instructed by project management.

QUALIFICATIONS AND EXPERIENCE REQUIRED
• Degree in E&I Engineering or relevant qualification combined with extensive field experience or other Company agreed applicable discipline qualifications.
• A minimum of 5 years in high, medium, and low voltage electrical system in power supply.
• A minimum of 10 years greenfield site construction experience in Oil & Gas projects
• Competency within industry applications such as MS Office; Word, Excel, PowerPoint, Visio
• Knowledge of all phases of multidiscipline construction: on-site activities in all technical disciplines, all construction technologies and management functions applicable to the workplace and supervision.
• Demonstrate proficiency in the interpretation of engineering drawings, plans and specifications.
• Understanding of critical path and key milestones within the construction planning programs.
• Demonstrated communication skills including the ability to articulate construction concerns and solutions with teams consisting of individuals with various technical and educational backgrounds.
• Advanced written and spoken English.
• Analytical and problem-solving skills
• Ability to travel as and when required.
• Competence in report writing and planning, good organisational sense.
• Very good capability to communicate, negotiate and interact with others.
• Previous experience working with multicultural contractors' and reporting their performance.
• Knowledge of International Standards.
