TERMS OF REFERENCE FOR ASSESSING THE ADEQUACY OF THE OVERALL PROJECT STRUCTURE IN TERMS OF GENDER RESPONSIVE PROGRAMMING
SAfA Tanzania Project Background and Description
The Foundation Alliance for Africa (SAfA) is an initiative founded by the Max and Ingeburg Herz Stiftung, the Kühne Stiftung, the Rossmann Stiftung and the Hanns R. Neumann Stiftung. SAfA aims to make an effective contribution to improving African communities, mainly in rural but also in urban areas, by creating attractive livelihood prospects for the rapidly growing young population. This contributes to reducing poverty, to relieving main challenges that push youth into migration and to the attainment of sustainable Development Goals of the United Nations.

The SAfA Tanzania project aims to support over 50,000 young men and women aged 15-30 in Arusha, Kilimanjaro, Mbeya and Songwe regions, who are currently facing uncertain futures, to enhance their life prospects through improvements in education, income and health, and by creating a more youth friendly and youth inclusive environment. The project combines activities on three thematic components: Agriculture with a focus on employment in the agricultural sector, Logistics, education and supply chain management, and sexual and reproductive health through facilitating a youth friendly environment.

This is accomplished through a multisectoral project approach where three implementers combine their expertise and approaches to foster skills development for remunerative employment, enhance efficiencies of agricultural and improve knowledge and access to sexual and reproductive health services and strengthen youth acceptance and recognition as productive members in communities.The higher level of impact and sustainability expected from this integrated and holistic approach will be closely monitored through rigorous evaluation assessments. Experiences and learnings will enable ongoing local capacity development and improvements of these approaches for further scaling and replication in Tanzania and in other countries.

Objectives, activities and deliverables
The purpose of this consultancy is to provide a deeper understanding of gender issues and assess the adequacy of the overall project structure in terms of gender mainstreaming; assess the status of gender sensitivity and responsiveness within the project and implementation structures, provide recommendations for developing short- and long-term strategies for promoting gender mainstreaming which will lead to gender equality and implementing gender responsive projects.

Key objectives:
Conduct gender assessment of the SAfA project and implementation structures.
Develop gender-sensitive analysis tools for Implementing Partners (IPs).
Develop a work plan to improve gender-sensitive project implementation.
Identify potential opportunities, barriers and enablers and provide recommendations for developing short- and long-term strategies that will promote gender mainstreaming.

Scope of work
Objective/Activities
Objective 1:
Conduct gender assessment of the SAfA project and Implementation structures.

Activity 1:
Analyze project documents to identify existing gender responsive efforts and areas that need improvement. (Include relevant disaggregated data where applicable (include by sex, age, geographical location, etc.)

Using the available literature and project documents to undertake an analysis and highlight gender equality. This would include issues of access to health, education, agriculture activities; potential and limitations to participate e.g. in trainings and other vulnerabilities that are gender sensitive including gender-based violence.

Activity 2:
Assess the level of gender sensitivity/responsiveness of the 3 thematic areas and analyze project information/data (qualitative and quantitative) from the 3 organizations to highlight the current level of gender mainstreaming and gender responsive programming.

Activity 3:
Conduct Key Informant Interviews (KIIs) with stakeholders at micro (i.e. household) and meso level (i.e. community) to identify gender-related barriers of beneficiaries, in health systems, agricultural issues and logistics and supply chain.

Activity 4:
Identify the key barriers and entry points to gender equality in the SAfA project (Map gender roles including access and control of resources at micro and meso levels).

Activity 5:
Identify the key barriers and opportunities that relates to service providers (health, education and agriculture) that impact the service delivery and as well youth participation and access to services.

Activity 6:
Analyze men social relationship and their potential engagement in promoting project outcomes related to girls’ and women’s participation in the SAfA project.

Objective 2:
Develop a work plan to improve gender- responsive project implementation.

Activity 1:
Conduct a comprehensive gap analysis to identify areas where gender-responsive project implementation is lacking or needs improvement.

Activity 2:
Collaborate with PCU Gender expert to develop a detailed work plan outlining specific actions, timelines, and responsibilities for enhancing gender – responsiveness

Activity 2:
Integrate capacity-building initiatives into the work plan, including training projects and workshops to empower project teams with the skills needed for effective gender programming.

Objective 3:
Develop gender responsive analysis tools for Implementing Partners (IPs).

Activity 1:
Conduct a needs assessment/Gap analysis among IPs to identify specific areas where gender mainstreaming is lacking and can be improved.

Activity 2:
Work with PCU Gender expert to develop customized tools that align with the project activities and allow for effective gender-responsive analysis.

Activity 3:
Organize training workshops for IPs on how to effectively use gender-responsive analysis tools, ensuring they understand the purpose and methodology. The training should be in line with the analysis Report provided

Activity 4:
Pilot-test the developed tools with IPs to gather feedback and make necessary adjustments before dissemination and use.

Objective 4:
Identify potential opportunities, barriers and enablers and provide recommendations for developing short- and long-term strategies that will promote gender mainstreaming and gender responsive programming.

Activity 1:
Identify the gender inequalities and negative social norms within the project that can be addressed by SAfA.

Activity 2:
Highlight potential opportunities (potential entry points) and enablers at all levels that can be translated into short- and long-term strategies by SAfA.

Activity 3:
Identify strategies and pathways that can be adopted to address the above gender inequalities and positive social norms in the project cycle.

The consultant and the ground team will be required to develop and prepare a detailed action plan of the highlighted activities in a timely manner. The action plan will be agreed by both parties in ensuring transparency and accountability of the assignment in relation to the duties and assigned responsibilities.

Duties and responsibilities
  • Prepare a work plan with a timeline on the agreed deliverables.
  • Conduct gender assessment on the adequacy of the overall project structure in terms of gender-responsive programming.
  • Development of tools for conducting the above assessment so that IPs can self-assess improvements in their structures regularly.
  • Develop a work plan to improve gender-responsive project implementation on the entire SAfA structure.
  • Develop SAfA Tanzania gender mainstreaming guideline.
The consultant/consulting organization will take responsibility of designing and conducting the assessment and submit an assessment report. The consultancy team will work closely with the PCU Gender expert to achieve this.

Deliverables
Key Deliverables include:
  • Inception report: Detailed Contractual point and the agreed deliverables.
  • Desk review report.
  • Preliminary data analysis
  • A concise report consisting of: Detailed description of the current gender equality landscape including systematic and cultural barriers and facilitators relevant to the project and implementing structures.
  • The status of gender sensitivity and responsiveness within the project and implementation structures.
  • Suggested adaptations to current gender activities, if applicable
  • Recommendations for developing short- and long-term strategies for promoting gender mainstreaming (gender equality and implementing gender responsive projects. A comprehensive Gender action plan.
  • Gender assessment tools for the three Implementing Partners.
  • SAfA Tanzania Gender Mainstreaming guideline.
  • PowerPoint presentations for debriefing meetings (with main finding and recommendation) and for use in advocacy events.

The consultancy is expected to be delivered between March and November 2024.

Required competencies and experience.
  • Gender expertise and advanced degree in social sciences, community development, human rights, gender or a related field from a relevant academic institution. PhD is an asset. At least 6-8 years of practical experience on gender mainstreaming in development programs/projects at national and international levels.
  • Experience in researching gender within the health, education, logistics & supply chain management and agriculture projects and policies, ideally in Tanzania.
  • Experience in conducting quantitative and qualitative research, especially key informant, interviews and Focus Group Discussions (FGDs).
  • Experience in assessing impact of policies, strategies and measures from a gender perspective.
  • Experience in youth-based projects.
  • Experience in research methods i.e. conducting and analyzing quantitative and qualitative data and skills in quality report writing.
  • Proficiency in written and oral Swahili and English is required.

MODE OF APPLICATION:
Interested consultant/s should submit their expression of interest (not exceeding 15 pages) that details the methodology and work plan for this assignment. In addition, the submissions to be considered must include the below:
  • Detailed copy of their CV/s and copies of academic and professional certificates for all consultancy team members.
  • Description of the consultant/s experience including examples of previous similar work.
  • Proposal clearly describing methodology, proposed data collection methods and sample tools, analytical and triangulation frameworks.
  • A Sample outline of presentation of results within the scope of work
  • Budget proposal clearly showing the daily LOE rates and expenses not exceeding 70,000,000 Tanzanian shillings.

The EOI should include your daily consultancy rate for this assignment.
