Project Overview
With the dual goals of mitigating the impact of HIV/AIDS and preventing HIV transmission among at-risk and hard-to-reach pregnant and breastfeeding (PBF) women, infants, children, and youth, as well as attaining and maintaining HIV epidemic control, ACHIEVE is a six-year global cooperative agreement funded by USAID. It also supports the transfer of prime funding and implementation to capable local partners in order to meet the PEPFAR goal of 70% of funding to local partners.

ACHIEVE is funded by USAID in Tanzania to implement a six-year activity (October 2020 to December 2026) which aims: (1) to improve national- and community-level social welfare systems in order to sustain support for orphans and vulnerable children (OVC) and families affected by HIV and (2) to strengthen the capacity of local organizations to deliver OVC services and (3) to deliver high quality OVC services and DREAMS interventions for AGYW 9-14 years.

Pact Tanzania is looking for 40 Project Assistants to assist with the verification process of the distribution of education subsidies to participants at the health facilities and primary schools (in 10 DREAMS councils). Below, you’ll find the specifics of the assignment.

Position purpose
The Project Assistant – Community Services will perform their activities under the direct supervision of the Technical Advisor – Youth Interventions. The work will require traveling to several areas in Tanzania to oversee the delivery of education subsidies to ACHIEVE project participants throughout 41 councils. The verification process is planned to take place at National Implementing Partner (NIP) offices, with education subsidies distributed to participants at health facilities and elementary schools (in ten DREAMS councils). The assignment requires communication and engagement with a variety of individuals, including government officials, health facility professionals, primary school instructors, children, and caregivers.

Specific Duties:
  • Oversee the verification process for school subsidies that is expected to take place prior to distribution, as well as the daily stock-taking of leftover items.
  • Ensure that all distributions follow established guidelines and standard operating procedures (SOPs).
  • Oversee the distribution of education subsidies in accordance with the planned plan to ensure that targeted councils, schools, and health facilities receive them in a systematic and timely manner.
  • Conduct spot checks on beneficiaries who have arrived to collect education subsidies to ensure that the correct recipients receive the products, referring to the approved list of beneficiaries provided by Technical Advisors.
  • Daily tracking and reporting on the distribution process, including daily stock management.
  • Troubleshoot all distribution difficulties that happen at the field level, with assistance from Technical Advisors.
  • Provide a weekly report on activities completed and a plan for the following week.

  • Perform any other duties assigned to him/her by the supervisor.

Requirements:

  • Holder of an advanced diploma or bachelor’s degree, particularly in business administration, social work, community development, or another social science field.
  • At least two (2) years of experience working in a field position for a public health or community program.
  • Meeting deadlines requires strong organizational and planning skills.
  • Ability to work independently with a ‘figure-it-out’ mindset
  • Fluent in both verbal and written English.
  • Good communication abilities that recognize varied cultural situations.
  • Ability to travel around the country, including to isolated locations.
  • Capable of writing clear and concise reports.
  • Have a smartphone.

Preferred Qualifications
Tanzanian work experience is necessary; Tanzania National is preferred.
