The Fiscal Affairs Department (FAD) of the International Monetary Fund (IMF) is recruiting two experienced specialists to work as Climate and Gender Budgeting Experts. One position will be based in Vienna, Austria (Joint Vienna Institute), and the other in Dar es Salaam, Tanzania (AFRITAC EAST).
The appointment will be for a period of one year, which may be extended subject to satisfactory performance.
The successful candidates will provide technical advice in gender and/or climate budget areas to a group of countries from Africa, Europe and Central Asia, including:

The successful candidates will provide technical advice in gender and/or climate budget areas to a group of countries from Africa, Europe and Central Asia, including:
- Providing advice to governments on the establishment of mechanisms to ensure that gender equality/climate change considerations are reflected in the preparation of credible and policy-based annual budgets and in the prioritization and allocation of resources, and subsequent execution, including climate/gender budget tagging.
- Supporting gender budgeting reforms, including through conducting Gender Budgeting Assessment Frameworks for individual countries to assess current gender budgeting practices and produce roadmaps tailored to a country’s public financial management capacity.
- Supporting the development of Green Public Financial Management Frameworks by leading efforts to integrate climate factors throughout all phases of the budget cycle, to improve the climate public investment management framework and to develop climate-related fiscal risks.
- Assisting in the development and implementation of gender/climate budget circulars, gender budget statements, impact assessments which highlight the allocation and expenditure patterns from a gender/climate perspective.
- Producing notes on regional good practices and lessons learned on climate budgeting and gender budgeting, contributing to applied analytical research and development of capacity development materials.
The successful candidates will work closely with Ministries of Finance of various countries in Africa, Europe, and Central Asia, as well as the headquarter-based Public Financial Management team. In particular, the candidate will:
- Lead or join headquarter-led missions in the above mentioned regions; Guide and strengthen institutional arrangements that can contribute to the main objectives described above; Organize and deliver training courses for country officials and stakeholders and facilitate peer learning; and Develop tools, templates, regional notes, and other relevant documents for capacity development to contribute to headquarter-led capacity development activities.

Qualifications
- Applicants must hold a relevant university degree, preferably at the master’s level or higher, in economics, finance, or accounting, with a minimum of four years of pertinent professional experience. Those with over ten years of hands-on experience in senior line or advisory roles within a ministry of finance or related budgetary institution will be prioritized.
- Prior experience in gender and climate budgeting is essential. Experience providing capacity development in a low income or emerging country would be an advantage.
The applicants should also possess:
- Strong oral and written communication skills, including electronic media, and experience in preparing presentations using software such as PowerPoint.
- Excellent interpersonal skills and ability to work as part of a team, maintain effective and cooperative relations with national authorities as well as donors, and handle sensitive issues with discretion in a multicultural environment.
- Working knowledge of the Russian language would be desirable.
