Program Technical Advisor (1 post)
Position: Program Technical Advisor (1 post)
Report to: Executive Director,
Location: STEPS Tanzania, HQ Offices, Dar es Salaam.

Main tasks Support
  • Technical and programmatic development, implementation and monitoring ∙ Develop and Implement Knowledge Management Strategies: Design and execute strategies for capturing, organizing, and disseminating information, establishing systems for sharing best practices, lessons learned, and innovative ideas within the organization
  • Coordinate Resource Mobilization Efforts: Collaborate closely with management and technical staff to identify funding opportunities and address resource gaps, implementing strategies such as grant applications, partnerships, and collaborations for effective resource mobilization
  • Conduct Training and Capacity Building: Organize training programs aimed at enhancing the knowledge management skills of staff members and provide capacity-building support for resource mobilization activities, ensuring teams are well-equipped to pursue and secure funding opportunities
  • Support the Management in maintaining productive partnerships with Key Ministries, funders and non-state actors
  • Support Program staff in developing annual work plans and project reports, and ensures timely preparation of reports and responses to questions from the leadership
  • Other duties as assigned by the direct Supervisor

Education Requirement:
  • Bachelor’s degrees in one of the following or related fields: Medicine/ Medical Doctor, Public or International Health, Community Development, Behavior Change Communication, Behavioral Sciences. 
  • Master’s degree in public health or one of the above, is an added advantage.

Professional and work Experience:

  • A minimum of 4 years of relevant experience in technical capacity building in public health (training, technical assistance, facilitation), programming and leadership, primarily in the context of public health interventions with/ and social and behavior change communication (SBCC) project or program.
  • Demonstrated experience and extensive knowledge in working with the non-governmental organizations, as well as with international donors.
  • 3-5 years of experience in senior technical leadership or program management/party leader role in communicable disease prevention, and / with SBCC-specific program, providing technical input to a large-scale involving advocacy, interpersonal communication, and community mobilization, mass communication and strategic use of data in the public, private/commercial and NGO sectors.
  • In-depth knowledge and demonstrated experience of working with Key and Vulnerable Populations in community based, public health interventions.
  • Extensive experience in designing, implementing, monitoring and reporting on capacity building in multiple components (advocacy, training, SBC, public/private sector) of communicable disease prevention and care, or public health programs.
  • Familiarity with Public health project related indicators, particularly the collection, analysis and reporting of agreed indicators’ data

Essential Skills
  • Proven leadership skills, mentoring, teamwork, delegation, partnerships (facilitate dialogue and communication across various sectors, institutions and geographic administrative levels) ∙ Fluent in Swahili and English, including excellent writing, oral and visual presentation skills; desirable training skills.
  • Ability to assess priorities and carry out a variety of activities with a high level of accuracy and timeliness.
  • Excellent organizational skills and attention to detail.
  • Ability to initiate and implement activities with minimal supervision.
  • Proficient in MS Office (Word, PowerPoint, Excel, etc.) and the Internet. ∙ Excellent interpersonal skills
  • Strong analytical and problem-solving skills, with the ability to gather, interpret, and analyze complex data to inform public health strategies and interventions.
  • Advanced knowledge of public health policy development and implementation, demonstrating the capacity to navigate regulatory frameworks, advocate for evidence-based practices, and contribute to policy advancements.

Additional Information:
Typical Physical Requirements: Works in a typical office environment
Working conditions, including travel and overtime: extensive travel between Dar es Salaam and Project Districts/ regions (12 to 25% of trips)

Finance and Administration Officer
Job Title:
Finance and Administration Officer
Reports to: Finance and Administration Manager
Supervision: N/A
Level: Team Member
Duty station: Dar Es Salaam

Duties and Responsibilities
  • The position holder will contribute to the implementation of project performance.
  • He/she will be responsible for the financial health and risk management of the organization, responsible for the performance of the finance & administration business units under the supervision of Finance and Administration Manager.
  • Job Summary: The Finance and Administration Officer will provide critical support and guidance on administrative and general finance matters under the supervision of the Finance and Administration Manager.
  • Responsibilities include ensuring completeness of payment vouchers, timely procurement, transaction posting, bank reconciliation, liaison with field offices, payment complaints management, logistics coordination, and adherence to organizational procedures.

Duties
  • Support the preparation of organizational and project budgets on time
  • Prepare monthly, quarterly and annual financial statements
  • Ensure statutory deductions like NSSF and PAYE are submitted, and VAT exemptions are granted
  • Prepare monthly budget variance reports for each business area
  • Prepare financial reports and seek ways to reduce costs and maximise resource use.
  • Perform day-to-day functions of the finance and administration department
  • Develop cashbooks, general ledger and bank reconciliations
  • Support preparation for audits

Qualifications, Experience & Skills Required
  • A minimum of a bachelor’s degree in finance or accounting
Additional Qualification:
  • A reputable professional accounting qualification recognized by NBAA is preferred in this position
  • A minimum of 5 years’ experience in financial and grants management, with a minimum of 5 years’ direct NGO work experience
  • Experience in preparation of budgets and financial reports for international donor agencies such as USAID, Global Fund and others
  • Knowledge of relevant legislation and regulations e.g. Income Tax Act, Federal Award requirements e.g. 2 CFR 200, and others
