About Us
FREO2 Foundation (FREO2) is a global non-profit committed to reducing child mortality from respiratory failure in low-resource settings. Respiratory failure claims the lives of over 1.6 million children under the age of five every year. This includes fatalities from pneumonia, birth asphyxia and preterm births. Despite the preventable nature of these deaths, children residing in low-resource settings face significant barriers to accessing life-saving treatment.

At FREO2, we offer Oxygen as a Service (O2aaS) — a reliable, affordable, and accessible solution. O2aaS comprises innovative products ensuring an uninterrupted oxygen supply, clinical training for timely diagnosis and treatment, and technical training for sustainable maintenance and support.

Partnering with remote healthcare facilities in under-resourced communities, we ensure that oxygen reaches areas where its impact is most valued — a concept we term Maximising Oxygen Miles (MOM).

About the Role
As the Technical Operations Manager at FREO2, you will play a crucial role reporting to the COO and being an integral part of the collaborative FREO2 Leadership team. With direct reports, you will lead, oversee, and provide daily support for the technical aspect of our programs, from sales to installation and maintenance of our systems, ensuring the efficient delivery of life-saving oxygen.

Your responsibilities extend to developing an optimal service delivery model for patient care in under-resourced regions, driving strategic technical programs, and enhancing the efficiency, financial performance, and service excellence of medical products. This includes overseeing diverse products such as oxygen concentrators, distribution systems, storage innovations, and power stabilisers.You will work closely with our bio-medical engineers and technicians within their respective regions. Your role encompasses team management, asset lifecycle management, medical device security, and electronic support, requiring independent decision-making, effective communication, and problem-solving skills to ensure high-quality patient care and customer satisfaction.

Key Responsibilities
As the Technical Operations Manager, some of your key focus areas will be:
Planning and Impact:
  • Lead the development of FREO2’s technical plan, collaborating closely with the leadership team.
  • Manage in-country technical delivery, visit project sites for monitoring and issue resolution, and enhance service delivery.
  • Identify and manage strategic technical relationships to amplify FREO2’s impact within the region.
  • Facilitate communication and alignment for successful execution of the technical program.
  • Pursue opportunities to showcase FREO2’s impact with potential collaborators in the region.
Technical Operations: 
  • Hire, train, and evaluate regional teams, participating in process automation and improvements.
  • Manage supply chain processes for effective procurement and spare parts management.
  • Lead the support and maintenance technology program, providing mentorship on repairs.
  • Offer technical expertise on major projects and act as a primary resource between global and regional teams.
  • Participate in committees, ensuring facility efficiency through support and maintenance processes.
  • Stay updated through workshops, publications, and professional societies. 
Financial Management: 
  • Oversee FREO2’s technical program budget for Oxygen as a Service (O2aaS) with financial transparency.
  • Manage and monitor expenditure against the budget, fulfilling reporting requirements.
  • Utilize project management tools for on-time and within-budget deliverables.
  • Contribute to the department budget, ensuring annual goals are met.

What You Bring

  • Bachelor’s or advanced degree in Engineering (biomedical, electrical, mechanical preferred).
  • 7-10 years of professional experience in demanding, results-oriented environments.
  • 5+ years’ experience in managing supply chain logistics and technical support functions.
  • Stakeholder management experience across community, private sector, government, and philanthropy.
  • Strong problem-solving, analytical, and quantitative skills. Excellent systems thinking and process-driven mindset.
  • Exceptional communication skills, including presentation and documentation proficiency.
  • Entrepreneurial mindset with the ability to work independently in a fast-paced environment.
  • Strategic thinking and strong budgeting and financial analysis skills.

Location:
