Short-Term Advocacy Capacity Development Specialist | Dar es Salaam, Tanzania | 2023
Chemonics International Inc, a U.S. based international seeks a Short-Term Advocacy Capacity Development Specialist for the USAID Heshimu Bahari (“Respect the Ocean”) Project. The five-year project aims to improve the ecological resilience and productivity of high marine biodiversity areas and enhance the resilience of coastal communities to climate change in Tanzania.

The Short-Term Advocacy Capacity Development Specialist will provide technical support to tourism associations such as Hotel Association of Tanzania (HAT), Tanga Tourism Network Associations (TATONA), and Zanzibar Association of Tourism Investors (ZATI); and women’s fishers associations such as Tanzania Women Fish Workers association (TAWFA) and Zanzibar Women Seafarers (ZAWOSA) to assess their advocacy capacity and develop and implement advocacy development plans. Additionally, the Specialist will support the associations in preparing for and conducting public-private dialogues with relevant government agencies such as the Marine Park and Reserves Unit department of Marine Conservation, Zanzibar Investment Promotion Authority, Tanzania Investment Centre, and Taxation Authorities. The Specialist will perform their duties in Mainland Tanzania and Zanzibar. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:
  • Conduct advocacy capacity needs assessments of tourism and women fisher associations, including HAT, TATONA, TAWFA, ZATI, and ZAWOSA
  • Provide support to associations to develop advocacy development plans
  • Based on the advocacy development plans, develop, and deliver tailored advocacy capacity building program. While the plans and capacity building programs will be tailored to each organization, they may focus on engaging public sector institutions on barriers that affect their membership’s ability to invest in Marine Managed Area (MMA) and fisheries management
  • Support and provide guidance to associations to prepare advocacy plans and campaigns including public-private dialogues

Deliverables:
The Specialist will deliver the following:
  • Advocacy capacity needs assessment reports for HAT, TATONA, TAWFA, ZATI, and ZAWOSA.
  • Advocacy capacity development plans for HAT, TATONA, TAWFA, ZATI, and ZAWOSA.
  • Tailored training program packages for HAT, TATONA, TAWFA, ZATI, and ZAWOSA.
  • Association’s capacity building/training report.
  • Report on support provided to associations on the public-private dialogues.

Qualifications:
  • Bachelor’s degree in social sciences or services, gender studies, international relations, business administration and/or another relevant field required
  • Minimum six years’ experience developing advocacy plans in Tanzania required; and experience working with relevant (e.g., tourism, fisheries, and/or another related field) associations in Tanzania
  • Experience conducting advocacy capacity needs assessments preferred
  • Experience creating tailored training program packages
  • Experience writing research deliverables for USAID or other international donors and working with USAID or other donor-funded programs preferred
  • Strong coordination and collaboration skills, experience operating in a team setting, and ability to contribute to research and writing efforts required
  • Demonstrated leadership, versatility, and integrity
  • Fluency in Kiswahili and English required
Level of Effort (LOE): Approximately 60 days.

Period of Performance:
On/about February 1, 2024, to on/about August 30, 2024. The engagement timeline will be established in coordination with the Specialist, considering the availability of both the Specialist and the Business Associations.
