Terms of Reference (TOR)
Good Neighbors is an international humanitarian development NGO founded in Korea in 1991. It was granted General Consultative Status by the United Nations Economic and Social Council (UN ECOSOC). The aim is to make the world a place without hunger, where people live together in harmony. In Tanzania, it was officially established in 2005 and our efforts work towards creating an environment where children’s rights are protected and sustainable development of communities through empowerment, leadership, and ownership.
Good Neighbors Tanzania Mwanza Area Office (GNTZ-MAO) launched its operation since 2009. GNTZ-MAO is implementing a three (3) years (2023-2025) phase II KOICA (Korea International Cooperation Agency) project which aims at promoting Optimal Growth and Development in Primary Schools Students through building a healthy environment on Kome Island.
KOICA Project
Project Name “Promoting Optimal Growth and Development in School-Age Children Through Building a Healthy Environment on Kome Island, Tanzania.”
Beneficiaries: Primary school students from 13 government owned schools
Objectives
- To strengthen health services and enhanced nutritional status through school meal program, Micronutrient Supplementation and Strengthen the capacity of School Management Committee Members
- To prevent parasitic infections and promotion of healthy growth through construction of water facility projects, Strengthen the capacity of WASH committee members, Toilet construction and Mass Drug Administration
- To raise awareness and behavioral change in local communities through Advocacy Campaigns Project Area Kome Island, Buchosa District Council, Mwanza Tanzania
Position: Administration Officer (1 Post)
Report to: Senior Accounting Officer Location: Mwanza Contract Period: 1 year (renewable during project period, contract extension is subject to funding availability, employee performance or/and mutual agreement)
Objective
Perform a variety of activities in accordance with accounting principles and standards to control the organization’s financial resources and ensure that it complies with all relevant regulations, laws, and reporting requirements. Follow established procedures and guidelines to accurately maintain the organization’s financial records and transactions
Duties and Responsibilities
A. Financial Management
- Establishing and implement financial procedures in line with organizational requirements
- Recording monthly financial report income and expenditures in an Online Quick book file for every week
- Preparation of the Monthly execution report, Year end financial report before the due date
- Preparation of monthly administration budget requests and final spending
- Preparation of Bank payment vouchers (BPV) in a separate number for every project appropriately with supporting documents through Docswave
- Preparation of Bank Income Voucher (BIV) for all funds received on a respective bank account on every month
- Any other related office duties as may be assigned by the authority including finance work
- Preparation of the Evaluation Report which is conducted during the tendering process
- Preparation of contracts and service agreements of different vendors, and regularly checking if there is a need for contract extension or termination
- Preparation of the Annual Procurement Plan and updates on Quarterly bases through Docswave by Planning logistical activities through monthly, quarterly & yearly plans & budgets Establishing a clear procurement plan ensuring that requests are managed effectively ensuring sufficient time is provided to complete all necessary processes
- Managing and ensuring all deliveries to each required field are completed effectively and all supplies are accounted for. Manage the delivery of goods/services to GNTZ MAO ensuring the team correctly accounts for all items. Ensuring all procurement follows the organizational procurement procedures and all orders are made correctly with the right authorization
- Preparation of proper records of Assets and inventory and update disposal plans and ensuring proper use, monitoring, and supervising regular maintenance and protection of all assets including vehicles, computers, generators, phones, printers/copiers, etc.
- Preparation of Vehicles Allocation to Officers In charge of activities and Movements monitoring of Vehicles as per allocations,
- Organizing the movement of equipment, and accommodation of staff for all fields and Meetings as per organization requirements.

Competencies and Qualification
- Bachelor’s degree in Accounting or Finance, or a similar field of study; Logistics and Procurement skills will add advantages.
- Minimum of 4 years of professional relevant experience with accounting, administration, financial analysis, and finance reporting
- Excellent knowledge and skills in accounting software, Quick Book package, and Excel.
- Excellent skills in the use of Microsoft Excel, MS word, and PowerPoint Fluent in both English and Kiswahili.
- Ability to prioritize and schedule work
- Ability to communicate effectively both oral and written.
- Ability to work in a multinational environment.
- Well-organized, and resourceful with good planning and problem-solving abilities.
- A team player, flexible, quick-thinking, and able to work well under pressure. (Ability to meet multiple deadlines.)
- Commitment to the Organization’s vision, mission, values, and goals.
- Commitment to abide by Good Neighbors Tanzania Staff Terms and Regulations.
