For over half a century, Tanzania has been a country of asylum, hosting one of the largest refugee populations in Africa. Currently, the country hosts approximately 287,903 Burundian and Congolese refugees, many of whom arrived in 2015 as the crisis in Burundi increased. To date, refugees continue to co-exist with the host communities in Kigoma region expressing multiple reasons and needs.Within this context, IRC provides protection and basic assistance in the areas of Safety (comprises of Protection and Rule of Law, Women Protection and Empowerment, and Child Protection), Health (mental health and psychosocial support services and reproductive health), and Education.

Job Overview:
The Senior Finance Manager is responsible for leading all financial matters in accounting, internal audits, compliance, and risk management.
Their responsibility is to guarantee adherence to established policies, procedures, laws, and regulations, and ensure that the country program aligns with IRC Policies and procedures. They will also ensure that the daily operations of activities in the country are carried out with minimal risks.

Major Responsibilities
Internal controls
  • Review all policies and procedures to ensure are in compliance with IRC and funding sources.
  • Ensure operation costs are allocated based on timesheets and Cost Allocation Policy.
  • Monitor all financial activities and keep DDF of all situations which have the potential of a negative impact on internal controls of financial performance.
  • Regularly verify and update the authorized signatory list and bank information forms, ensuring that hard copies are maintained in records.
  • Conduct field audits for IRC field offices, gathering and interpreting data to identify inadequate controls, fraud, or non-compliance with management policies, and prepare comprehensive reports on the findings.
  • Conduct detailed examinations and assessments of financial and information systems, suggesting controls to guarantee system reliability and data integrity. Additionally, ascertain the extent of additional investigation needed, if necessary
  • May provide suggestions for improving the operations and financial standing of the IRC.
Grants Management
  • Ensure the compliance of the Donors’ requirements during monthly reviews of the budget and financial reports.
  • Support the grants audits and ensure timely engagement & reporting.
  • Ensure the Tanzania CP follows the Cost Allocation Policy in the Grants operations.
  • Ensure the Donor Receivables are collected timely.
Controllership
  • Prepare all internal financial reports monthly and upon request of management.
  • Ensure balance sheet reconciliations are completed timely and appropriate action is taken on matters arising on a monthly basis.
  • Ensure the Tanzania CP maintains all non-USD-denominated balances at a minimum to minimize foreign exchange exposure monthly.
  • Ensure adequate liquidity for the Country Programme operations.
Compliance
  • Examine financial records, information storage systems, and internal controls to ensure there are no indications of mismanagement, unnecessary waste of resources, or fraud.
  • Ensure controls established are strictly adhered to and in line with the guiding objectives of IRC and donors.
  • Ensure the TRA submissions are done on time to avoid penalties.
  • Coordinate the Statutory Annual audits and any other audits, assessments, and other spot checks
Treasury management
  • Manage Cash/Bank account activities, and balances to ensure the smooth operation of programme activities.
  • Monitor the systems, procedures, and reporting essential for maintaining accurate and up-to-date forecasts of cash requirements to meet future expenditures, including commitments that bind the IRC to future spending.
Risk Management
  • Ensure controls are properly implemented and operationally effective to mitigate risks.
Staff Performance Management, Learning & Development
  • Hire, supervise, and build the capacity of team members in relevant technical and management competencies.
  • Coach, train, supervise and mentor direct-report staff, including communicating clear expectations, setting annual performance objectives, providing regular and timely positive and constructive performance feedback, and providing documented semi-annual performance reviews.
  • Approve and manage time, attendance and leave requests to ensure adequate departmental coverage; ensure monthly, accurate timesheet submission and carry out probationary reviews.
  • Hold high-quality meetings with each direct report on a regular and predictable basis, minimally on a monthly basis.
  • Provide a measurable development plan including on-the-job learning with the aim of strengthening technical capacity, exchanging knowledge within the team, and providing guidance on career paths.
  • As required, identify staff performance issues and work with Human Resources to document and address these in accordance with the National Staff Employment Policies.
  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
  • Promote and monitor staff care and well-being. Model healthy work-life balance practices. Support appropriate interventions in response to identified staff care.

Key Working Relationships:
· Position Reports to: Deputy Director Finance
· Position directly supervises: Finance Managers, Finance Officer
· Other Internal and/or external contacts: Deputy Director Finance, Finance Team, and Grants Team.
Read Also:

Qualifications
  • University degree in Business Administration, Finance; International Development or a related field or equivalent work experience.
  • 5+ years of progressive work experience, preferably with an INGO.
  • Strong Microsoft Office skills and experience with organizational information and financial systems. Prior knowledge of the INTEGRA system is a plus.
  • Ability to read, analyse, and interpret financial data, understand and technical procedures.
  • Ability to write reports and procedure manuals. Ability to effectively present information and respond to questions from managers, employees, and coordinators.

Demonstrated Skills and Competencies:
  • Proven track record to work as a team member in a cross-cultural environment.
  • Excellent verbal and written communication skills.
  • Ability to prioritize and manage time effectively.

Working Environment: Security level yellow - The situation in most of the country is calm. Some parts of Kigoma region experience insecurity-highway banditry. The position works primarily in an office setting but will regularly be required to travel to field locations and occasionally to overseas events.

Language: English and Swahili.
