Background
Catholic Relief Services – USCCB (CRS) was founded in 1943 by the Catholic Bishops of the United States to serve World War II survivors in Europe. Today, it is the official international humanitarian agency of the U.S. Catholic community. It provides support to impoverished and disadvantaged people in over 100 countries based solely on need, regardless of their race, religion, or ethnicity.
In Tanzania, CRS operates through its Catholic Relief Services (Tanzania program), CRS has its office in Dar es Salaam and sub-offices in Kigoma and Mbeya regions.
The Tanzania program supports Nutrition and Early childhood Development, Water, Sanitation & Hygiene, Health, Agriculture & Livelihoods, and Cross Cutting-Youth and Gender.
Following a report of a critical incident in Tanzania, CRS Tanzania plays an important role in supporting the countries development strategies particularly on safeguarding incidents/matters.
Sexual exploitation and abuse are serious issues that can occur within organizations, particularly those working in humanitarian, development, and peacekeeping contexts. To ensure the safety and well-being of all individuals involved, it is essential to establish effective reporting mechanisms or complaints mechanisms that facilitate the confidential reporting of incidents of sexual exploitation and abuse (SEA). This document outlines the terms of reference for implementing non-web-based reporting mechanisms to address SEA within our organization.
Therefore, CRS seeks to engage an independent consultant to develop an integrated PSEA reporting mechanisms or complaints mechanisms to support survivors to access the services that could aid in their recovery from the incident/s and ensuring that survivors’ voices are heard.
Terms of Reference.
The purpose of these terms of reference is the consultant to provide a comprehensive integrated reporting mechanisms or complaints mechanisms, ensuring accountability, transparency, and effective implementation of the non-web-based system.
Objectives
The main objective is the consultant to assist Catholic Relief Services (CRS) in successfully to establish a robust system that effectively prevents, addresses incidents, and provides support to survivors, holds perpetrators accountable, and continuously improves practices to ensure a safe and respectful environment for all individuals involved.
Scope of Work
The scope of work includes the following:
Reporting Mechanisms:
The timeline shall be determined upon agreement.
Deliverables
The following deliverables are expected from the consultant:
Established online platforms or hotlines reporting channel mechanisms and ensure clear communication of these mechanisms to staff, beneficiaries, partners, and other stakeholders.
Reporting and work relationships
The consultant will work directly with the CRS’ Country Manager, Head of Programs and Operations Manager and update CRS the progress of the assignment.
Disclosure of Information
It is understood and agreed that the consultant shall, during and after the effective period of the contract, treat as confidential and not divulge, any information obtained during the performance of the contract, unless authorized in writing by the Country Manager of CRS.
Access to sensitive information
Information will be made available for the consultant, on a need-to-know basis, to have access to sensitive (designated/classified) information as required.

- Establishing accessible and survivor-centered reporting channels.
- Developing reporting forms and procedures that capture essential information while ensuring privacy and protection.
- Collaborating with relevant service providers and CRS to facilitate referral pathways.
- Ensuring survivor-centered approaches and respecting their autonomy and choices throughout the process.
- Ensuring compliance with legal requirements and CRS policies.
- Developing a monitoring and evaluation framework to assess the effectiveness of PSEA reporting mechanisms.
- Regularly collecting and analyzing data on reported incidents, response times, investigation outcomes, and follow-up actions.
- Identifying trends, gaps, and areas for improvement to enhance the overall prevention and response to sexual exploitation and abuse.
- Maintaining accurate and confidential records of reported incidents, investigations, and actions taken.
- Ensuring compliance with data protection and confidentiality requirements.

- Technical proposal detailing: Capacity to undertake the assignment based on qualification and experience, and technical approach. (Maximum 8 pages)
- Resume or curriculum vitae of a lead Consultant and core consultants
- Budget and timeline for the proposed Consultancy (expressed in Tanzanian Shillings). With 5% withholding tax. Note: Cost related to meetings and logistics during model designing will be disbursed directly by CRS.
- Registration certificates/license copy
- TIN certificate copy, Confirm EFD receipt.
