BACKGROUND:
Founded in 1933 at the request of Albert Einstein, the International Rescue Committee (IRC) responds to serious humanitarian crises around the world and helps victims to survive and rebuild their lives.
For over half a century, Tanzania has been a country of asylum, hosting one of the largest refugee populations in Africa. Currently, the country hosts approximately 287,903 Burundian and Congolese refugees, many of whom arrived in 2015 as the crisis in Burundi increased. To date, refugees continue to co-exist with the host communities in Kigoma region expressing multiple reasons and needs. Within this context, IRC provides protection and basic assistance in the areas of Safety (comprises of Protection and Rule of Law, Women Protection and Empowerment, and Child Protection), Health (mental health and psychosocial support services and reproductive health), and Education.

Job Overview
The Mental Health and Psychosocial Support (MHPSS) Manager will oversee the implementation of the technical aspects of a MHPSS response focused on the persons of concern in Kigoma region refugee camps. The MHPSS Manager will be responsible for ensuring that the MHPSS activities are aligned with global guidelines and best practices in the field of MHPSS and for providing supervision and capacity building of national and incentive MHPSS service providers. The MHPSS Manager will report to the Health Coordinator and will liaise closely with IRC’s MHPSS Technical Advisor.

Essential Duties and Responsibilities:
  • Guides the implementation of MHPSS programming with a focus on technical aspects and quality assurance through close monitoring and supervision
  • Ensures that MHPSS program components are implemented according to approved work plan to achieve program deliverables. Through strong planning and monitoring, identifies potential obstacles to programmatic success in a timely fashion, and implements corrective actions as needed
  • Ensures technical oversight and field-monitoring of the program staff in close coordination with MHPSS program staff, notably to ensure quality control and adequate implementation of the planned tools and frameworks
  • Provides capacity building training and supervision to national MHPSS staff
  • As needed, contributes to the development of case studies of successes and lessons learned, and other publications to highlight IRC’s niche areas of expertise and value added
  • Provides regular comprehensive program updates to supervisor as to program status, current and emerging issues
  • Oversees the recruitment of MHPSS field staff
  • Attends relevant coordination groups
  • Develops scopes of work, project deliverables and monitoring and evaluation indicators and targets together with the Health Coordinator, MEAL Manager and MHPSS Technical Advisor for grant and service delivery partners as required
  • Provides capacity building trainings to MHPSS staff based on the gaps identified that tend to hinder quality of service
  • Work with the Health Coordinator for strategic development of the MHPSS program as well as engagement in donor proposals.
  • Timely reporting in donor reports as well as ensuring targets are met exceptionally.
  • Advocacy at the interagency level, regional level, and national level in different mental health forums

Qualifications:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or competency required:

Education and/or Experience:
  • Bachelor’s degree or higher in mental health, social work, counseling, or related field with a minimum of 3 years of experience

Technical Skills:
  • At least two years of experience implementing MHPSS programming in humanitarian settings.
  • Program implementation experience
  • Demonstrated ability to develop and implement capacity building training of staff on MHPSS.
  • Experience in mental health and psychosocial support interventions for children and adolescents preferred

Language Skills:
Excellent oral and written English language communication skills required

Computer Skills:
Proficiency in Microsoft Office, Internet Explorer, Outlook/Exchange, Windows operating systems

Key Working Relationships:
  • Position Reports to: Health Coordinator
  • Position directly supervises: MHPSS Officers and MHPSS Incentive staff
  • Other Internal and/or external contacts: Ministry of Health, UN agencies, and other NGOs

Working Environment: Security level yellow - The situation in most of the country is calm. Some parts of Kigoma region experience insecurity-highway banditry.
