Background:
Founded in 1933 at the request of Albert Einstein, the International Rescue Committee (IRC) responds to serious humanitarian crises around the world and helps victims to survive and rebuild their lives.
For over half a century, Tanzania has been a country of asylum, hosting one of the largest refugee populations in Africa. Currently, the country hosts approximately 287,903 Burundian and Congolese refugees, many of whom arrived in 2015 as the crisis in Burundi increased. To date, refugees continue to co-exist with the host communities in Kigoma region expressing multiple reasons and needs. Within this context, IRC provides protection and basic assistance in the areas of Safety (comprises of Protection and Rule of Law, Women Protection and Empowerment, and Child Protection), Health (mental health and psychosocial support services and reproductive health), and Education.
JJob Overview:
The Clinical Officer will be an integral part of the health programs in the Kigoma Region, contributing to the delivery of high-quality primary healthcare services. The Clinical Officer will be responsible for providing clinical care to patients, assisting in operational and programmatic aspects, and collaborating closely with key actors in the field including the Ministry of Health, UN agencies, and other NGOs.

Major Responsibilities: Key Areas
Quality Health Care Service
- Perform history taking, physical examination, order appropriate laboratory investigations, and make appropriate diagnoses.
- Promote rational drug use through adherence to MOH treatment guidelines.
- Provide key GBV services at OPD.
- Attending emergencies presenting to the clinic and recommend referrals for cases that cannot be managed as per MOH guidelines.
- Ensure that all required observations, vitals, prescribed treatments, and procedures are carried out and documented on patients' records/electronic medical records (EMR).
- Enhance patient experiences by providing counselling and health talks to promote preventive health.
- Contribute to the development of an evidence-based medical system.
- Collaborate with the pharmacy team to handle essential drugs at the health center and ensure their rational use.
- Assist in implementing pharmacovigilance on general outpatient drugs.
- Collaborate with the laboratory staff to ensure relevant investigations are conducted timely, and results are accurate.
- Participate in on-the-job training for health staff at health posts as appropriate.
- Assist in preparing and presenting monthly, quarterly, semi-annual, and annual reports under the guidance of the Clinical Officer In Charge.

- Position directly supervises: Laboratory Technician, Enrolled and Registered Nurse

Qualifications
Job Requirements
- Diploma in Clinical medicine.
- Registered with the Medical Council of Tanganyika and possess a valid practicing license.
- Over two (2) years working experience working in a health facility.
- Knowledge of communicable diseases management is key.
- Experience in Humanitarian populations is desired.
Demonstrated Skills and Competencies
- Strong clinical skills.
- Team-oriented with excellent interpersonal skills.
- Ability to work under pressure in a stressful environment, displaying resilience, compassion, and diplomacy.
- Active teammate with good interpersonal skills
- Good analytical skills
- Self-motivated with the ability to work under minimal supervision.
Language: English and Swahili
Working Environment: Security level yellow - The situation in most of the country is calm. Some parts of Kigoma region experience insecurity-highway banditry.
