Background
Tanzania has been a partner country of the Belgian governmental cooperation since 1982. The Country Strategy for the Belgian Bilateral Cooperation Program in Tanzania 2023-2027 was approved on 15th July 2022 by the Belgian Minister of Development Cooperation, with a planned duration of 5 years (2023-2027). In order to promote synergy, efficiency and maximize impact, the strategy has a clear geographical focus on selected districts of the Kigoma region.
The general objective of the strategy has been defined as follows: “Young people especially young women, are empowered to thrive in a protective and gender-equal environment, to acquire education and skills, and to pursue decent work opportunities in Kigoma Region”.
The specific objective specifies: “Girls and young women (14 to 29 years), in targeted districts of Kigoma, are empowered through multiple conducive learning pathways to enjoy decent, greener employment and an increased access to entrepreneurship".
The strategy for 2023-2027 has initially been built around three thematic pillars:
1) Secondary education and training opportunities,
2) Skills and entrepreneurship,
3) A protective and gender-equal environment.
The portfolio favors an integrated approach fully focused on girls and young women, with three thematic pillars presented as three result domains of the same holistic intervention as defined below:

- Secondary education for vulnerable youth with a special focus on girls.
- Skills development, Employment and entrepreneurship for decent work, with the ambition to increase opportunities for decent and greener jobs for young people, specifically, women, through skills development, entrepreneurship promotion and business development support.
- Protective and gender-equal environment to tackle the discriminatory social norms and structural barriers that girls and young women face in their families, in their community, in the educative and professional spheres, so that girls and young women benefit from the same chances to continue their education and seize increasing remunerative economic opportunities.
In this challenging context, we are seeking Gender Intervention Officers.
Job description
Role 1: (Community level activities)
Responsibilities
- Promote the prevention of Violence Against Women and Children (VAWC), Community mobilization, social norms change and AWC component, and support young women and girls gain knowledge and information about Sexual and Reproductive Health Rights (SRHR), VAWC, women’s rights and legal rights.
- Provide technical support and follow up on the community awareness and sensitization work, including the community mobilization actions for addressing VAWC capacity to understand and address VAWC, gender discrimination, SRHR.
- Strengthening the referral system for addressing VAWC at the village, district and regional level.
- Support the management and coordination of the outreach component of the programme for out of schoolgirls and boys, young women and men; including training of Community activists, Community Health Workers (youth friendly approaches, disability, SRHR), and ensure linkages to service providers on VAWC and SRHR.
- Contribute to the Communication for Change component and the socio-anthropological action research and give input for the content of media activities.
- Be the focal person for all grants agreement under result domain 3 in support of the Gender and Social Inclusion expert.
- Actively engage and coordinate with key strategic and technical partners from Government Institutions (Community Development and Social Welfare Officers), the United Nations (KJP, UNFPA, UN Women, UNICEF), and International, National and Local Civil Society.
- Implementing partners are fully involved in the portfolio and work alongside the other components to ensure synergy and complementarity, with special attention for vulnerable youth (young mothers, youth with disabilities).
- Partners adequately integrated into the programme transversal issues (persons with disability, HIV, youth, young mothers, climate change, SRHR)
- Partners’ capacities are enhanced contributing to the improvement of their organisation, processes and systems and of their staff’s competences;
Role 2: (Service providers -schools, training centers, SIDO, TCCI)
Responsibilities
- Support targeted schools, training centres, and private sector stakeholders (SIDO, TCCIA...) to strengthen their capacity to integrate a gender-responsive approach in their services.
- Support implementation of gender self-assessment of portfolio partners under result domains 1 and 2
- Develop and implement a capacity development plan for targeted partners
- Support the development of a Gender Action plan to support improved service provision to girls and young women.
- Accompany the partners implementation of the Gender Action Plan through oversight and technical advice
- The intervention officer will work closely with the other officers and experts working on education, skills development, and entrepreneurship, to ensure that gender mainstreaming is integrated as part of the capacity development of partners, and not as a separate activity.
- The intervention officer is client-oriented and works in close collaboration with the partner organisations, to understand their needs and demands
Your profile
Required Qualification and experience.
- You are Tanzanian,
- You hold master’s degree in social studies (gender studies, sociology, anthropology, law) or a closely related area.
- Proven experience working on gender equality in institutional setting.
- Proven experience in facilitation and coordination of partners.
- Proven experience in programme management and monitoring.
- Excellent communication skills - fluent in English & Swahili (Verbal and written)
- Experience working in Kigoma will be an added advantage.
Role's specific competence and knowledge
Role 1
- Proven experience working on gender equality and social/gender norms change in Tanzania.
- Experience of Sasa approach for social norms change an asset
- Experience working on communication for change (C4C), especially related to social and gender norms.
- Strong knowledge of gender equality, preferably in the areas of education and entrepreneurship.
- Development of gender action plans in education or entrepreneurship.
