JOB SUMMARY
The Program Director leads designing, implementing and continuous improvement in the programming functions of the country program, building relationships with donor agencies and government ministries for the purpose of effective and impactful health programming implementation in Tanzania.

As a key role in the leadership of the broader organization in Tanzania, the Program Director will be a member of the Leadership Team and will engage with donors and Medical Teams headquarters regularly and provide leadership in establishing new programs and offices in response to evolving humanitarian crises in Tanzania.

The Program Director reports to the Country Director and will be based in Kasulu with frequent travel to project implementation sites and other locations as per the requirements of the Job.

JOB RESPONSIBILITIES
Representation & Overall CD support
  • Works with the Tanzania Country Director to lead and manage Medical Teams Tanzania programs through significant strategic and organizational changes.
  • Supports Medical Teams International ’s Calling and Values translated into Tanzanian priorities.
  • Analyses and maintains an ongoing awareness of donor and government program priorities and expectations.
  • Develop and strengthen external relationships that can lead to new programming opportunities, collaborations, funding, or formal partnerships.
  • Represent Medical Teams with departmental and local government authorities, non-state actors, UN agencies, NGOs, implementing partners, and donors in a professional manner that advocates for access to health care for all people.
  • Working with the Country Director and the medical coordinator, establish strong relationships with humanitarian and development coordination mechanisms.
  • As required, represent Medical Teams at events, forums, and conferences, and make presentations regarding our programs, operations, innovations, and learning.
  • Maintains relationships with Headquarters support and technical functions.
  • Builds effective teamwork and coordination among team and staff.
Office and Team management
  • Manages and evaluates the performance of direct reports and completes performance reviews.
  • Regular travel to each field office to provide on-site support, supervision, and mentoring.
  • Work with the Finance Manager and the Operations director to ensure all field offices and teams implement Medical Teams’ policies and procedures, and all SOPs
  • Coordinate management mechanisms (e.g. meetings, coordination groups and committees) within the field offices to facilitate communication, resolve problems, increase efficiency, and foster a healthy leadership and work culture.
  • Support professional development, knowledge building and sharing of learnings between teams and ensure direct reports have clear objectives, receive mentorship, and participate in capacity building opportunities (working with HR and the Leadership Team).
  • Identify skill sets and competencies needed to achieve programmatic and organizational goals; work with senior staff to ensure those capacities are developed or acquired (recruited).
  • Ensure the Safeguarding of program participants and employees through promoting an environment of awareness and upholding the code of conduct provisions of Medical Teams Protection from Sexual Exploitation & Abuse, Child & Vulnerable Adult Protection, and harassment-free workplace policies. Incumbents will remain alert and responsive to any child and adult safeguarding risks, acquire relevant knowledge and skills that will enable them to promote strong safeguarding practices, understand the child and adult safeguarding policy and procedures, and conduct themselves in a manner consistent with the Safeguarding code of conduct and behavior expectations.
Program Implementation Leadership
  • Improves program effectiveness by recording achievements, sharing lessons-learned and best-practices across the program teams.
  • Leads the impact of program effectiveness by ensuring synergies between all field implementation teams, (medical referral/clinicians, reproductive health teams, Channels of Hope), monitoring, evaluation, accountability, and learning.
  • Accountable for the delivery of country-level program and result reporting to ensure compliance with the Tanzanian government, donors, and Medical Teams Headquarters.
  • Support development and implementation of Program Management tools and processes, including providing input to HQ processes and templates.
  • Works with the Operations Director to strengthen and improve employee engagement and leadership development.
  • Ensure Medical Teams International is compliant with Tanzania Government laws and policies related to program implementation and with Medical Teams International’s internal policies and procedures by addressing any related concerns with the Country Director.
  • As requests, conduct assessments and write reports (evaluations, Sit Reps, etc.) for possible project responses, including in areas with high levels of insecurity, or low humanitarian access.
  • Contribute to new project design and proposals – especially staffing, budgeting, and risk management, and ensuring project learning and insights are incorporated.
  • Maintain insights into innovative approaches to humanitarian health and support integration into new projects and engage with external humanitarian actors and forums to learn about best practices in humanitarian health.
  • With members of the Leadership Team lead partnership development (including scoping, assessment, contracts/agreements, etc.) for project consortia.

Program monitoring and reporting
  • Improve program quality using tools and surveys developed by MEAL and the Health Technical Team.
  • Oversee the implementation and integrity of project accountability mechanisms. Seek regular, structured input and feedback from target populations and vulnerable groups to inform project design and improvement.
  • With the program and operational teams, maintain and improve reporting processes to compile donor reports in a timely manner and to review reports for accuracy and inclusion of project achievements before submission.
  • Work with the MEAL Coordinator, the Medical Coordinator, the Country Director, and others to ensure internal and external reports are completed and submitted in a timely manner.
  • Work with the Finance Manager to lead budget reviews with the senior leadership team and other key staff, ensuring timely and accurate adjustments and enhancing coordination with the field sites to address any over/under expenditure.
  • Work with the medical coordinator and the MEAL Coordinator to coordinate national-level project monitoring meetings and committees.
  • Ensure accurate documentation and archiving systems decisions are taken at the project level.
  • Improve program effectiveness by recording and sharing lessons learned and best practices across the program teams, including monitoring tools and feedback mechanisms.
Other Duties:
  • As required, provide support to the Country Director on broader areas of office, team and organizational management, including acting as Country Director on occasion.
  • Support public speaking and presentation opportunities, including with Medical Teams headquarters.
  • Additional duties as assigned.

EDUCATION, LICENSES, & CERTIFICATIONS
  • Required: Master’s Degree in health-related field, Community Development, Project Planning and Management, Health Service Management, Public Health or Public Administration is required
  • Preferred: Master’s Degree in related field

EXPERIENCE
  • Required: Minimum 6 years of work experience in progressive experience managing multi-donor health services projects with an international NGO or development agency
  • Required: Proven track record of achieving results in humanitarian context in the areas of health and programming
  • Preferred: Experience working with UN agencies, INGOs, government ministries and affiliates i.e. local government t authorities.
