National Impact Adviser (Consultant)
TITLE: National Impact Adviser (Consultant)– Water For People Tanzania
DURATION: October 2023 – September 2024
REPORTS TO: Country Director
OBJECTIVES:
Water For People is implementing an ambitious Destination 2030 Strategy in collaboration with its One For All alliance partners (IRC WASH and Water For Good). The strategy details two complimentary impact pathways at local and national level building on the successful Water For people ‘Everyone Forever’ model.
The National Impact Adviser will lead a program of work, to support a stronger water and sanitation system, in order to meet national SDG targets. This will involve clear understanding of current sector strengths and weaknesses, and identification of points where Water For People can (most) usefully contribute. The program of work will seek to influence policy changes, carry-out research, build and support advocacy and develop strong strategic alliances, with government, and others in the sector.
Water For People will use the work it is involved in at district level in Tanzania and accumulated experience from its work across the region and that of other WASH stakeholders at the national level, to inform priorities. To develop the program, the Adviser will build on a prior assessment of WASH system Building Blocks and in consultation with Country Director develop a comprehensive program to respond to identified challenges in the WASH system in Tanzania. Once the program is fully developed, the Adviser will be responsible for spearheading the execution of activities to achieve its objectives in close collaboration with the Country Director, Program Manager, Africa Regional Team, and Global Influence Team.
TASKS:
Program Strategy
· Develop a program of work, in Tanzania, towards the National Impact pathway, described in Water For People’s global Strategy (D30), which supports sector strengthening and is aligned with government and other actors.
· Lead a National Influence and advocacy agenda in line with this strategy, providing support and guidance to the country team.
· Coordinate national influence agendas with national sector experts in areas of development of market systems for WASH products and services, finance and planning, water resource management, climate change, monitoring, evaluation and learning.
· Identify funding opportunities and provide technical support to program team while seeking funding opportunities to further program work.
Collaboration, networking and external relationships
· Create and strengthen relationships with other relevant sector organizations, both public and private, as part of the sector strengthening strategy.
· Impact and advocacy - understanding of the motivation and behavior of key sector partners to influence others to achieve results. Work with colleagues in similar positions in neighboring countries to identify opportunities for programmatic synergies.
Learning and Reporting
· Together With the Country Director, support the Country Program team to represent and communicate Water For People’s model and story of progress to Everyone and Forever at conferences, convenings, and through written pieces for different sector audiences. Contribute to Water For People's overall program and policy discussions, at a global level.
SPECIFIC DELIVERABLES
· Water For People Tanzania National Impact sub-strategy and program of work
· Monthly ‘Task-Orders’ to implement the strategy detailing the specific undertakings and reporting requirements, jointly developed with Global national Impact Adviser and approved by the Country Director
REQUIREMENTS:
Competencies, knowledge & skills
· Well-developed written, oral, interpersonal, and negotiation communication skills with a high degree of sensitivity for confidentiality.
· Must be task-oriented with an excellent sense of priority, logic and objectivity, highly organized and capable of handling several sensitive and important issues simultaneously while responding to unanticipated developments.
· Manages through ambiguity - deals comfortably with uncertainty; copes effectively the change; can decide and act without having the total picture; balance thought with action.
• Team Sense - builds effective partnerships and work teams; consciously use the informal structures, dynamics and culture of an organization for getting things done; share actively and seeks input in decision-making from appropriate sources; show others how their objectives align with yours.
• Relationship building, including experience in developing relationships with government and donor agencies at a senior level.
• Demonstrates cultural awareness - understands and values different perspectives while looking for common terrain; recognizes and respects diversity through words and actions; interact, work and develop relationships effectively with people of diverse cultural backgrounds.
Qualifications/Experience:
Postgraduate qualification in WASH related field, policy analysis and influencing
Understanding of technical, social and institutional issues relating to water, sanitation and hygiene in developing countries.
Minimum of ten years senior program management experience
Experience of implementing projects through government, private and NGO partners.
APPLICATION AND MODE OF ENGAGEMENT:
· Position is open to WASH experts legally authorized to work in Tanzania or legally registered WASH focused entities able to allocate specific resources to cover this position.
· The Adviser should be able to commit up to 100 days per year to carry-out a series of continuing activities/tasks/streams of work, in line with the strategy once developed, and as agreed monthly with the Country Director
· Water For People will offer a one-year contract with a possibility of renewal for another year based on performance.
· Up to 30%-time commitment to travel for local, national and international meetings as needed.
· Water For People office is located in Dodoma but this position allows for hybrid working modality
