Background
Tanzania has been a partner country of the Belgian governmental cooperation since 1982. The Country Strategy for the Belgian Bilateral Cooperation Program in Tanzania 2023-2027 was approved on 15th July 2022 by the Belgian Minister of Development Cooperation, with a planned duration of 5 years (2023-2027).
To promote synergy, efficiency and maximize impact, the strategy has a clear geographical focus on selected districts of the Kigoma region.
The general objective of the strategy has been defined as follows: “Young people especially young women, are empowered to thrive in a protective and gender-equal environment, to acquire education and skills, and to pursue decent work opportunities in Kigoma Region”.
The specific objective specifies: “Girls and young women (14 to 29 years), in targeted districts of Kigoma, are empowered through multiple conducive learning pathways to enjoy decent, greener employment and an increased access to entrepreneurship".
The strategy 2023-2027 has initially been built around three thematic pillars: (i) secondary education and training opportunities; (ii) skills and entrepreneurship; (iii) a protective and gender-equal environment. The portfolio favours an integrated approach fully focused on girls and young women, with three thematic pillars presented as three result domains of the same holistic intervention as defined below:
· Secondary education for vulnerable youth with a special focus on girls.
· Skills development, Employment and entrepreneurship for decent work, with the ambition to increase opportunities for decent and greener jobs for young people, specifically, women, through skills development, entrepreneurship promotion and business development support.
· Protective and gender-equal environment to tackle the discriminatory social norms and structural barriers that girls and young women face in their family, in their community, in the educative and professional spheres, so that girls and young women benefit from the same chances to continue their education and seize increasing remunerative economic opportunities.

Job description
As a Gender and Social Inclusion Expert, you report to the Programme Coordinator, and you supervise:
- Gender Equality and Social Inclusion Officer- support community level activities.
- Expert for Institutional Strengthening - Gender-responsive budgeting.
- Gender mainstreaming Officer to service providers - schools, training centres, SIDO and TCCIA (Tanzania Chamber of Commerce Industry and Agriculture).
- Overall support to the portfolio to mainstream gender equality and social inclusion, and specific management responsibilities for sub-outcome 3. ….
Responsibilities (70%)
- Overall management of the Result Domain 3 on a gender-responsive environment, and management of all grant agreements, with the support of the program Coordinator.
- Design and disseminate technical advice on the integration and concrete implementation of a gender transformative approach and social inclusion into the interventions, including education, skills and entrepreneurship in alignment with national gender priorities and Enabel’s mission, ambitions and values.
- Provide oversight, guidance and technical support on gender and social inclusion to the Program Coordinators of result domain 3.
- Actively engage in dialogues, coordination mechanisms and platforms in relation to areas of expertise national and local level.
- Coordinate and advise programme staff and partners on the integration of gender and social inclusion in all the interventions (including education, skills and entrepreneurship), as well as overall management of the result area 3 on gender-responsive environment.
- Identify, build and maintain relevant and strong partnerships with national and local partners (in Kigoma and at the National Level) working on gender equality, social inclusion.
- Support advocacy efforts linked to girls and women’s empowerment (specifically on land, inheritance, education, economic empowerment, VAWC, SRHR) in the relevant area of the overall cooperation programme and result in domain 3 specifically.
- Synergy and alignment of the gender transformative approach between the different components of the result domain and overall cooperation programme (especially the social norms change component linked to the access of girls in education, skills and entrepreneurship) are ensured.
- Continuous exchange, capacity reinforcement learning of all staff and partners to integrate a gender transformative approach and social inclusion into the interventions are ensured.
- Learning outcomes from the cooperation programme in the area of expertise are shared and communicated within and outside of Enabel.
- Capacity development of staff and partners on gender equality, gender transformative approach and social inclusion (20%)
- Support the M&E officer to ensure a gender transformative strong monitoring system is in place, and implementing the action research component of the cooperation programme (10%)
Your profile
- You are Tanzanian;
- You have at least 5 years of management experience in programmes related to gender equality, and social inclusion preferably in the field of VAWC prevention and response, SRHR, and/or gender mainstreaming.
- You have at least 2 years’ experience working with youth.
- You have strong knowledge of challenges related to gender equality and social inclusion in Tanzania;
- You have at least one international professional experience/in developing countries;
- You have experience in designing gender or social inclusion mainstreaming strategies, action plans and curricula.
Specific competencies or knowledge considered an asset:
- Experience working on issues linked to girls in education and entrepreneurship;
- Knowledge of disability issues, especially linked to girls and young women;
- Knowledge of a gender transformative approach to gender equality, and the socio-ecological model for change;
- Experience in social behaviour change is an added advantage;
- Experience working for civil society, bilateral or a multilateral agency is an added advantage.
Required Qualifications
- An undergraduate degree with 10 years of closely relevant experience can be taken into consideration in the absence of a master.
- Master's degree in social studies (gender studies, sociology, anthropology, law) or a closely related area.
Languages:
- Excellent communication skills (written and verbal) in English and Swahili.
