Job Description
FHI 360/EpiC Tanzania project is seeking applications for the position of Senior Technical Advisor, Adolescent Girls and Young Women and Adolescent Boys and Young Men (STA-AGYW/ABYM),Dar es salaam. The Meeting Targets and Maintaining Epidemic Control (EpiC) is a global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID), is dedicated to achieving and maintaining HIV epidemic control. EpiC provides strategic technical assistance (TA), promotes equitable access and direct service delivery to break through barriers to 95-95-95. The project promotes self-reliant management of national HIV programs by improving HIV case-finding, prevention, and linkage to treatment among key, Vulnerable and priority populations. In Tanzania, EpiC works in 11 regions to address critical gaps and bottlenecks in the response to HIV among key and vulnerable populations (KVP) and their networks and adolescent girls and young women (AGYW). EpiC Tanzania builds the capacity of local, community-based organizations and work closely with the Government of Tanzania (GoT) at national and sub-national levels to deliver HIV services tailored to the target populations.

Job Description
The STA-AGYW/ABYM will lead the design of the AGYW/ABYM strategy, oversee implementation, monitoring and evaluation of the AGYW/ABYM activities and coordinate the provision of evidence-based combination prevention package of biomedical, behavioral and structural interventions to out-of-school AGYW and ABYM ages 15-24 years to reduce their vulnerability to HIV across the targeted regions of Tanzania. He/she will lead the technical design of the AGYW/ABYM strategy and provide implementation oversight of activities at the community level aimed at increasing health seeking behaviors, reduce vulnerability, and increase HIV testing, linkage to care and retention on treatment among AGYW and ABYM in Tanzania. The STA-AGYW and ABYM will ensure all activities are implemented in line with GoT, USAID/PEPFAR and EpiC guidelines and standards. This position will be based in Dar es Salaam and report to the Technical Director, EpiC Tanzania.

Specific duties include:
  • Oversee the design and roll-out of a package of HIV prevention, care and treatment services targeting AGYW and ABYM including demand creation activities, HIV testing and counseling, linkage to care, referral for family planning, creation of safe spaces and expanded access to adolescent-friendly health services; PrEP and GBV screening.
  • Implement use of a vulnerability index and Male characterization tools to understand risks of AGYW and ABYM; utilize mapping tools to understand HIV acquisition among AGYW and ABYM.
  • Lead efforts to strengthen quality of demand generation and service provision for AGYW and ABYM.
  • Strengthen capacity of and provide technical support to Tanzanian civil society organization (CSO) partners to deliver the above services.
  • Ensure that project strategies and activities addressing youth are evidence-based and in line with state-of-the-art, globally-recognized best practices; as well as aligned with GoT, PEPFAR and EpiC standards, protocols and guidelines.
  • Ensure that the project engages youth in all stages of the project to promote youth leadership and ensure that youth perspectives are taken into consideration.
  • Promote integration across a range of services for youth to take a holistic, family-centered approach to improving their wellbeing.
  • Ensure all youth-focused strategies are gender-sensitive and promote equitable programming.
  • Liaise with GoT counterparts, service providers, CSO partners and stakeholders to ensure activities are well-coordinated with other national and regional programs.
  • Develop and/or contribute to technical briefs, reports, guidelines and other materials.

Minimum Requirements
  • Master’s Degree with 7 to 9 years of relevant experience; or
  • Bachelor’s Degree with 9 to 11 years of relevant experience in provision of services to AGYW at community level.
  • Experience working with vulnerable youth populations aged 15-24 years; familiarity with evidenced-based strategies for reducing their vulnerability and providing targeted services.
  • Knowledge of health and development programs in Tanzania including familiarity with the national youth guidelines, standards and protocols. Familiarity with Tanzania public health sector at multiple levels; experience working with GoT stakeholders.
  • Familiarity and experience with USAID/PEPFAR-funded programs.
  • Experience in programs serving AGYW and ABYM. Demonstrated cultural sensitivity and sound understanding of the needs of vulnerable youth.
  • Experience in technical capacity building of Tanzanian CSOs, especially those working with AGYW and ABYM.
  • May manage activities of lower-level staff, however, main function is individual contributor.
  • Ability to manage tight deadlines and deliver high volumes of work with minimal supervision.
  • High degree of proficiency in written and spoken English and Kiswahili.
  • Well-developed computer skills.
