Duty station: Tanzania, Pemba Island 60% - Dar es Salaam 40%
Starting date: Mid-October 2023

Working context
WeWorld has been working in Tanzania since 2010 in the areas of promotion of access to basic education, protection, health/nutrition, water and sanitation services and rural energy facility. WeWorld has been implementing different school-centered programs in Dar es Salaam and in Ludewa district (Njombe region), reaching almost 25,000 beneficiaries, mainly children, adolescents, parents and school personnel. The programs adopt a multisectoral approach to respond to the different needs of children and simultaneously strengthening community care structures to create better conditions for ensuring children’s wellbeing and protection.

WeWorld works in partnership with Local Authorities and it is an active member of TENMET, the Tanzania Education Network, supporting the achievement of the “Education For All” goals. In Dar es Salaam, WeWorld has also supported (2017-2022) a Center which provides Open Distance Learning program and social reintegration support to children, adolescents and youth, survivors of violence who remain marginalized and deprived of their basic rights to education and life opportunities.

From March 2020 to April 2022 WeWorld has implemented a project in the regions of Kigoma, Mbeya and Mtwara, co-funded by the European Union, aimed at enhancing the capacity of Civil Society Organizations and media to ensure that all citizens – especially women and youth – are free to express themselves and have equal access to reliable and independent information and knowledge on fundamental freedoms.

In March 2023 WeWorld have started the EU-cofunded 3-years Project “Kujenga Amani Pamoja” (Building Peace Together) in Tanzania (Tanga and Mtwara regions), Kenya and Mozambique. The focus is on building peace and social cohesion along the Swahili Coast leveraging on Swahili culture and enhancing the role of youth and women in decision-making to prevent violent extremism. In July 2023 started the 3-year project “PAMOJA TUDUMISHE ELIMU - Promotion of quality and inclusive education for the retention and engagement of students at risk of dropping-out in Kenya and Tanzania” co-funded by the Qatar Foundation Education Above All (EAA) – Programme Educate a Child. The action will cover 47 primary and pre-primary schools (10 in Dar es Salaam, Tanzania and 37 in rural areas of Kenya) with the aim to improve the quality of education and the retention for the 11,000 children at risk of drop out.

In October/November 2023, the project KIJANI PEMBA - Strengthening Urban Eco-Resilience in Chake Chake and Mkoani will start in Pemba Island, Zanzibar (Tanzania). WeWorld is partner of a consortium led by LVIA (Italian NGO). The overall objective of the project is to contribute to improving the living conditions of urban and peri-urban poor communities in Pemba through a community-based sustainable integrated territorial development, whilst the specific objective is to promote inclusive and sustainable growth in Chake Chake and Mkoani areas, South Pemba, by increasing climate urban resilience and access to basic services, socio-economic opportunities and decision making, especially for women and youth in the urban poor communities

Job description
The Project Manager will be responsible (70% of the assignment) for the successful implementation of the project’s activities concerning the infrastructures (markets, green areas, roads, bus stops, schools), the economic empowerment and the gender mainstreaming, providing guidance to the project team in achieving the agreed goals within the respect of time, quality and budget standards; s/he will be accountable to the consortium’s lead and the Country Representative. For 30% of the assignment, h/she will support the Country representative to strengthen and expanding the action of WeWorld in Tanzania.

MAIN TASKS AND RESPONSIBILITIES
Project Management

· Elaborate and implement the project’s activities and financial planning (including the establishment of milestones) to be approved by the Country Representative and the consortium’s lead
· Logistics and supply: preparation of procurement documents (BoQ, General and Specific Technical Specifications documents), active participation to the supplier selection (quotation process, opening and evaluation process) and contracts redaction/review
· In collaboration with the Country Representative, the project staff and the consortium’s lead, contribute to the development, upgrade and implementation of an appropriate and effective project strategy
· Develop the MEAL system and tools of the Project component in charge to WeWorld assuring the coherence with the overall project MEAL system, supervise its application and contribute to a sound analysis of the results, to the Project’s impact, and to the effective use of resources
· Provide quality advise to the consortium’s lead, to donors’ system and other relevant stakeholders on issues that may impact the achievement of project outcomes
· Validate the work plans prepared by the project staff
· Supervise quality and transparency of the data reporting
· Provide the Country Representative and the consortium’s lead with regular action plans/project updates and inform him/her of any deviations from the plan
· Other tasks as requested by the consortium’s lead

Coordination and Representation
· Establish and maintain a fruitful relationship with the consortium’s lead and the other partnering NGO as well as with other local and international NGOs, formal and informal groups of local civil society, etc.
· Support the consortium’s lead in ensuring a constant and cooperative relations with the EU and other relevant donor for the project
· Develop and maintain appropriate, regular, transparent and supportive communication with all the relevant stakeholders (e.g. beneficiaries, community leaders, local and national government officials), with the objective of ensuring good cooperation and partnerships
· Participate in thematic coordination networks and meetings (called by the civil society and/or the donors), representing WeWorld and/or the project according with the indications of either the consortium’s lead or the Country representative and feeding them back accordingly with relevant issues and updates
· Organize relevant meetings/presentations of the project and/or of WeWorld program to the relevant stakeholders and follow up the implementation
· Participate in the internal coordination meetings held by the project and to the WeWorld internal coordination meetings held in Dar es Salaam Office

HR Management
· Assure the recruitment and training process of the project staff under his/her responsibility in line with the implementation plan and with the support of WeWorld senior staff
· Assure the direct management of the Activities Coordinator, the Social Promoters, the Works Technical supervisor and the other project staff under his/her responsibility and a proper information flow between the project team
· Provide technical advice (especially on infrastructures, economic empowerment and gender mainstreaming), coordination and supervision to the project staff under his/her responsibility and lead and motivate them, ensuring clarity over project plans and priorities and encouraging effective teamwork
· Establish performance objectives per each staff under his/her responsibility and ensure that performance reviews are conducted
Recommended:
Monitoring of project activities
· Definition of the monitoring plan and specific tools to assess the progress of the project component under WeWorld responsibility in agreement with the consortium’s lead
· Monitoring of activities implementation and of results/objectives achievement through field visits, meetings with partners and stakeholders, data collection and data analysis
· Manage the project budget allocated to WeWorld and ensure that all expenses are in line with the budget and meet the standards/requirements of WeWorld, consortium lead and EU with regards to financial management, accountability and good governance, in strict collaboration with WeWorld Country Finance Manager and Regional Unit for Southern and Eastern Africa

Reporting and Accountability
· Setting up and monitoring of periodic (monthly) internal reporting to be filled in by project staff
· Drawing up of narrative and financial reports, interim and final (in collaboration with WeWorld local office and headquarters) to be sent to the consortium’s lead in compliance with agreed procedures and time schedule
· Prepare activity/project reports and analysis of the data collected on a regular basis or upon request
· Support to technical, financial and any other report upon request
· Provide regular reports/updates to the Country Representative on all activities carried out
· Any other task not here listed and necessary to the projects and activities
· During, or at the end of the assignment, provide a proper handover

Strengthening WeWorld action in Tanzania
· Support the Country Representative in the constant updating and implementation of WeWorld strategy in the country
· Support the Country Representative in ensuring good relations with donors relevant for WeWorld (EU, Italian Cooperation for Development system, UN agencies, bilateral cooperations, etc.)
· Support the Country Representative in establishing and strengthening strategic partnerships with other NGOs and relevant stakeholders
· Support the design and implementation of need assessments and the development of new project proposals for institutional and private donors in line with WeWorld strategy in the country
· Support the Country Representative in ensuring good relations with donors relevant for WeWorld (EU, Italian Cooperation for Development system, UN agencies, bilateral cooperations, etc.)
· Ensure proactive attitude and inputs towards the identification of trainings for staff and provide technical trainings to WeWorld’ staff
The duties and responsibilities set forth above are not exhaustive and the role holder may be required to perform additional duties requested by the Country Representative.

Requirements
ESSENTIAL REQUIREMENTS
Qualifications and Knowledge
· Bachelor’s degree in infrastructural engineering, economics, political sciences, international affairs or related fields
· Excellent knowledge of written and spoken English
· The knowledge of Swahili is a plus
· Full professional competency in Microsoft Office Suite, especially Word, Excel, Outlook, and PowerPoint

Professional experience
· At least 4 years of professional experience in international cooperation for development

Type of contract: a first 3 (three) month collaboration contract subject to verification of the achievement of specific objectives (these objectives will be agreed together with the Line Manager upon arrival on assignment); a second collaboration contract of 9 (nine) months renewable, following the positive evaluation of the first three months of contract
