In Tanzania, the healthcare sector plays a pivotal role in meeting the healthcare needs of its diverse and growing population. To ensure the delivery of high-quality healthcare services, it is imperative that healthcare workers continuously update their knowledge and skills. The current healthcare landscape in Tanzania is marked by dynamic changes, including advancements in medical technologies, emerging diseases, evolving treatment modalities, and shifting healthcare policies. In response to these challenges and opportunities, there is a pressing need to comprehensively revise the existing Continuing Professional Development (CPD) framework for healthcare professionals in Tanzania. This revision will not only address the unique demands and complexities of the Tanzanian healthcare context but also foster a culture of lifelong learning among healthcare workers. By enhancing the relevance and effectiveness of the CPD programs, the revised framework will contribute to elevating the overall standards of healthcare delivery, promoting evidence-based practices, and improving the health outcomes of the Tanzanian population.

How can you make a difference?
UNICEF Tanzania is hiring a National Consultant to provide technical assistance to the government of Tanzania in the revision of the continuing professional development (CPD) framework. We are doing this to strengthen the CPD system in Tanzania in line with the advancement in the health sector contributing to improved patient care and health outcomes. The deliverables of this consultancy will be used by the professional associations, CPD providers and health care workers across all service delivery points. The results of the consultancy will drive the following decisions: 1) License renewal, 2) Criteria for CPD providers 3) Topics for CPD points and their weights 4) Approaches of accruing CPD points and 5) Governance of CPD system.

Scope of Work:
United Nations International Children s Fund (UNICEF) in collaboration with the Directorate of Human Resource for Health (DHRH) is recruiting a consultant to conduct a comprehensive review of Tanzania's existing CPD framework for healthcare professionals to identify areas that require revision in line with the latest developments in service delivery, drawing on best practice from countries within and outside the Sub-Saharan Africa region, as appropriate, and to explore how this revised framework may be linked with the renewal of licenses for healthcare professionals. The objective of this consultancy is to respond to the following key question: 1. How can the governance of the CPD system in Tanzania be optimized for maximum effectiveness? 2. In what ways can CPD be institutionalized across all levels of the healthcare system? 3. Which additional modules and approaches should be incorporated into the CPD system to align with current medical advancements.

Expected outputs/deliverables:
The consultant shall undertake the following tasks:
a. Desk review of Current CPD Framework for Healthcare Professionals:
i. Conduct a comprehensive review of the existing CPD framework for healthcare workers in Tanzania,
analyzing its strengths, weaknesses, opportunities, and challenges.
ii. Assess the relevance and effectiveness of the current framework in meeting the diverse needs of
healthcare professionals across different specialties and levels of practice.

b. Stakeholder Consultations:
i. Engage with key stakeholders, including medical associations, regulatory bodies, healthcare
institutions, and individual healthcare professionals to provide their insights, including on the desk
review.
ii. Conduct focus group discussions, interviews, and surveys to gather insights and feedback on the
existing CPD framework and expectations for the revised framework.

c. Benchmarking and Best Practices in Healthcare CPD:
i. Conduct a comparative analysis of healthcare CPD frameworks from other countries with similar
healthcare systems and challenges.
ii. Identify successful healthcare CPD models and best practices that could be adapted to the Tanzanian
healthcare context.

d. Development of Revised CPD Framework for Healthcare Professionals:
i. Propose a tailored and specific CPD framework that addresses the unique needs of healthcare
professionals in Tanzania.
ii. Integrate feedback from stakeholders and incorporate best practices into the revised framework.
iii. Articulate governance of the CPD framework.

e. Reporting: Prepare a comprehensive report detailing:
i. Recommendations for capacity-building initiatives to support the effective implementation of the
revised CPD framework in the healthcare sector.
ii. Strategies to enhance the capacity of medical associations, healthcare institutions, and trainers
involved in delivering CPD programs.

f. Develop an implementation plan for the revised CPD Framework for Healthcare Professionals:
i. Establish a list of key activities for the revised CPD framework implementation.
ii. Prepare for each key activity established for the revised CPD framework implementation, an
implementation plan with clearly defined indicators.
iii. Finalize a detailed implementation plan for the revised CPD framework.

Present to UNICEF team: Present the first draft of the CPD framework to the UNICEF team for feedback before the stakeholders meeting.

PAYMENT SCHEDULE.
UNICEF reserves the right to withhold all or portion of payment if performance is unsatisfactory, if work/output is incomplete, not delivered or for failure to meet deadlines.

ASSESSMENT / SELECTION PROCESS AND METHODS
Evaluations: The applicant should submit both technical and financial proposal which clearly stipulate how the work will be conducted. The Financial Proposal should include all costs of this assignment including fee, travel costs, accommodation as UNICEF will not pay any DSA.

Proposals will be both technically and financially evaluated. The technical part will carry a weight of 75%, in which the consultant will put clear his/her technical approach to ensure quality attainment of each deliverable and the consultancy in totality. The financial part will carry 25% showing the proposed budget breakdown of consultancy cost for each deliverable (fees, travels and accommodation) and eventual total consultancy cost.

LOCATION, DURATION & LOGISTIC
The consultant will operate remotely with scheduled travel to Dar es Salaam, Dodoma, and other three regions as appropriate.
The validity of the contract will be for 7 months.

To qualify as an advocate for every child you will have…
  • An Advanced degree (Master’s or MMed) in Public Health, Health Management, Human Resource Management or related field
  • A minimum of 8 years of relevant professional experience in healthcare education and professional development, with a focus on CPD for healthcare workers.
  • In-depth understanding of adult learning principles Strong facilitation and presentation skills
  • Fluency in English is required. Proficiency in Swahili is an asset.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.
