- Tanzania Affordable Digital Finance Research Initiative (TADFRI) Innovations for Poverty Action (IPA) is a global research and policy nonprofit that discovers and advances effective solutions to global poverty problems. As its core business, IPA brings together researchers and decision-makers to design, rigorously evaluate, and refine these solutions and their applications, ensuring that the evidence created is used to improve the lives of the world’s poor. IPA has conducted hundreds of randomized evaluations across sectors, learning both whether programs work, and how they can work better.
- IPA invites eligible consultants to express their interest in the provision of consultancy services for the Tanzania Affordable Digital Finance Research Initiative project.

- IPA is planning to launch the Tanzania Affordable Digital Finance Research Initiative (TADFRI). IPA will generate, along with partners and key stakeholders, critical data, and evidence around the drivers of affordability of digital financial services, especially payments. IPA and partners will generate evidence in one or more categories of these drivers. Potential categories and work streams include interoperability; market structure & competition; regulatory environment; taxes & levies; and provider costs, including agent network administration, and infrastructure. Prioritization of work streams will be informed by the main local stakeholders of this work in Tanzania, IPA’s academic partners, and the value for cost-benefit analysis for policy decisions that can be influenced by data and evidence. IPA and the consultant will work with government and nongovernmental partners and a team of researchers (academics and subject matter experts) to develop and pursue a research agenda that can holistically explore the issue of DFS affordability in Tanzania and provide evidence that can inform policy.
