For every child, opportunity Tanzania is striving to achieve economic transformation and human development through industrialization in its development vision by 2025. Although good nutrition is a foundation for healthy individuals and human development, high levels of malnutrition including, stunting as high as 30%, micronutrient deficiencies and the emerging burden of overweight and obesity are significant obstacles to achieving the country’s human development goals. The country has made significant efforts to address malnutrition, including a Nutrition Compact, an accountability and transparency tool, established and signed for the first time in December 2017 between the Minister of State – PORALG and Regional Commissioners.
Available evidence indicates improvement in political engagement, governance, coordination, awareness, and accountability in nutrition. Documenting the compact is looking at the compact’s achievements, best practices, challenges, innovations, and untapped opportunities. It is with this in mind that the President’s Office – Regional Administration and Local Government (PORALG) with UNICEF support plans to document the compact’s achievements, good practices, learnings, and opportunities that can help accelerate the reduction of all forms of malnutrition in Tanzania
Although the implementation of the Nutrition Compact is likely to contribute to increased accountability, political leadership, governance, coordination, and community engagement in nutrition, its achievements have never been documented. Less is also known about good practices in implementing the Nutrition Compact at the sub-national level, as well as innovations, and opportunities that could help improve the implementation of the compact

The main objective of this consultancy is to document the implementation of the Nutrition Compact to create awareness, share, inspire and sustain the good practices and achievements, obtained from the implementation of the Nutrition Compact since its commencement in 2017 and present recommendations and opportunities to improve its implementation.
How can you make a difference?
The key tasks of the consultant include the following:
i. Organize an inception meeting with PORALG, UNICEF and other key partners
ii. Carry out literature review
iii. Perform secondary data analysis
iv. Conduct key informants’ interviews and or focus group discussions
v. Conduct field visits in selected councils
vi. Organize stakeholders’ workshops to review and validate draft report.
vii. Prepare documentation products including a comprehensive final report, PowerPoint presentation and a working paper with key recommendations.
viii. Identification of journal/s for publication and development of first draft articles and submission for comments from PORALG and UNICEF.
ix. Revision of articles and resubmission of revised articles to peer review journal
x. Support to review and provide inputs to videos and photographic content of the Nutrition Compact initiatives

- An advanced university degree (Master’s or higher) in Nutrition, Public Health, epidemiology, or related fields
- At least 10 years’ experience in Nutrition, Public Health, epidemiology, or related fields.
- Prior experience in implementation research and evaluation.
- Prior experience in working with government structures especially at local government.
- Knowledge of country nutrition context, policies, and relevant strategies.
- Prior experience in conducting quantitative and qualitative studies.
- Strong interpersonal skills, communication skills, including writing and public speaking, and ability to negotiate with stakeholders.
- Fluency in English (verbal and written).
