Background & Requirements
Background
IBI is a U.S.-based private company, which primarily implements contracts and grants for the U.S. Agency for International Development (USAID).
IBI was awarded contract No. 7200AA20D000026/72062123F0000 Monitoring, Evaluation, Learning, and Adaptation (T-MELA) Activity funded by USAID. The T-MELA Activity’s purpose is to provide technical assistance and advice to USAID to strengthen its internal monitoring, evaluation, and learning (MEL) capacities and interventions and to generate external information through studies, assessment, and evaluations that inform USAID decision-making throughout the Program Cycle.

T-MELA intends to conduct an endline evaluation of the Lishe Endelevu (LE) activity for the USAID/Tanzania Economic Growth Office.USAID Lishe Endelevu (Sustainable Nutrition) Activity is a $24.65 million USAID-funded Cooperative Agreement (#72062118CA00003) approaching its final year of implementation on October 2, 2023. The Activity goal is to improve nutrition outcomes for women of reproductive age, children under five, and adolescent girls, to meaningfully advance Tanzania along its journey to self-reliance. Specifically, the Activity meant to reduce stunting among children under five by 15%, increase by 15% children ages 6-23 months who receive a minimum acceptable diet (MAD), increase by 15% women of reproductive age consuming a diet of minimum diversity, and increase the prevalence of exclusive breastfeeding (EBF) of children under 6 months by 20%.

Lishe Endelevu operates in 545 wards and 1,862 villages in 23 councils of Dodoma, Iringa, Rukwa, and Morogoro. In the Lishe Endelevu districts, the activity works with 23 hospitals, 82 health centers, and 495 to improve the quality of nutrition services and counseling. The Activity targeted to reach over 1.6 million women of reproductive age (15-49 years), 1.2 million children under five years, and 360 thousand adolescents (15-19 years) in the four regions with improved nutrition services, promotion of optimal infant, young child feeding (IYCF) practices, WASH behaviors, and positive shifts in gender norms and equitable household decision making. By September 2023, the Activity aims to reach 1.63 million women of reproductive age, 1.16 million Children under five, and 364,735 adolescents (5-19 years) with improved nutrition services.

Save the Children leads the USAID/Lishe Endelevu Activity, leading a consortium of national and international organizations that includes Deloitte, Africa Academy for Public Health (AAPH), The Manoff Group (TMG), and Partnership for Nutrition in Tanzania (PANITA). Through its implementation strategy that includes social behavior change communication and gender transformative approaches, capacity building, and creating an enabling environment, the Activity engages fathers, grandmothers, community and religious leaders, community health workers (CHWs), community health volunteers (CHVs) and other key influencers with targeted activities to promote supportive actions for improved nutrition.

The consortium is cognizant that multi sectoral coordination and governance are critical to ensuring a sustainable enabling environment for improved nutrition in Tanzania. At the national and regional level, the consortium collaborates closely with key stakeholders in nutrition, including the Ministry of Health (MOH), Ministry of Community Development, Gender, Elderly, Children, and Youth (MCDGECY), Ministry of Agriculture (MOA), Ministry of Livestock and Fisheries (MLF), President’s Office for Regional Administration and Local Government (PO-RALG) and Tanzania Food and Nutrition Center (TFNC) to increase synergies for nutrition and avoid duplication.

At the ward and district level, the Activity works closely with Local Government Authority (LGA) officials, health care providers, agriculture officers, CSOs, and the private sector to strengthen the enabling environment for nutrition. The activity has three objectives referred to as Intermediate results (IRs):Strengthened multi-sectoral coordination for improved nutrition at the local government level
Improved health, nutrition, caregiving, and water, sanitation, and hygiene (WASH) behaviors
Increased access and availability of diverse, safe, and nutritious foods
