UNICEF Tanzania is planning to expand its footprint by increasing its geographic coverage in Tanzania. Mtwara and Lindi are among the selected region based on poor RMNCAH outcomes. UNICEF intends to scale up its health program in Lindi and Mtwara regions for the financial year 2023/2024 in the following specific areas; community systems strengthening, Operationalization of digital health interventions, Integration of PHC services, scaling up of quality improvement initiatives including promotion of health system accountability including management and leadership strengthening among others

This consultancy is part of UNICEF efforts to work with the government Tanzania in translation of its national plans and strategies (One plan III & HSSP V etc.) into action to increase effective coverage of promotive, preventive, and curative maternal, newborn, child, and adolescent health (RMNCAH) services. Specifically, this investment aims at building PHC services that are resilient, accessible, and ready to offer quality care while strengthening the community's capacity to practice healthy and beneficial behaviours

How can you make a difference?
The consultant will be responsible for providing technical guidance and capacity development directly to sub-national health management teams to facilitate the achievement of concrete and sustainable results according to plans

The objective of this consultancy is to provide leadership in the development and implementation of the PHC program in the region which will include managing, implementing, monitoring, evaluating, and reporting of program activities. In collaboration with the regional authority (RAS office).

1. Program management, monitoring, and reporting
  • ▪ Participate in monitoring and evaluation activities, supportive supervisions, regular regional programmatic reviews with the government and other counterparts to assess progress and determine required action/interventions to achieve results. This will include participation on selected relevant council level activity.
  • Actively monitor program activities through field visits, exchange of information with partners/stakeholders to assess progress, identify bottlenecks, and potential problems and take timely decisions to resolve issues and/or refer to relevant officials for timely resolution.
  • Prepare activity reports and quarterly implementation reports and submit them timely.
  • Work collaboratively with government and UNICEF staff to facilitate and follow up on the accessibility of funds to finance the implementation of the planned activities in a timely fashion.
2. Technical and operational guidance to program implementation
  • Provide technical and operational guidance to government counterparts, implementing partners, and stakeholders. This will involve liaising with relevant technical focal points from the UNICEF country office as needed.
  • Active participation and contribution to regular technical and management meetings organized by UNICEF Tanzania
  • Participate in implementation of all program activities implemented in the region (regional and council level) and provide relevant technical assistance accordingly

To qualify as an advocate for every child you will have…
  • Advanced university degree in Public Health, Epidemiology, Public Administration, and other relevant fields.
  • Five (5) years of professional work experience at the national programming, implementation monitoring and evaluation of health
  • Proven expertise in managing, monitoring, and evaluating of health programs is an added advantage
  • Proven work relations with national, regional, district and sub-district structures
  • Experience in Maternal Neonatal and Child Health (MNCH) programming is an asset.
  • Excellent communication skills (both written and verbal) to be able to liaise with a wide variety of people, good attention to detail
  • Fluency in written and spoken English and Swahili is required
