Finance & Administration Manager

Company Description:
Poltan Africa Limited is a leading provider of rental services for heavy construction equipment duly registered and incorporated under the laws of Tanzania. The company was formed solely to provide Rental Equipment in the Mining & Civil construction market in Tanzania and East Africa. We rent equipment so that our customers can focus on what they do best rather than maintaining and servicing equipment they may use only once a year. We make sure the equipment is readily available when it needs to be and is ready to work immediately and efficiently.

The Finance & Administration Manager will be responsible for several major duties:
The Finance and Administration Manager is responsible for all aspects of the financial management
and administration of the Company. The Finance and Administration Manager is expected to provide
sound financial advice and effective financial management as well as manage the administrative
functions of the Company. This position is a full-time, regular position and reports to and works most
closely with the Managing Director.

Financial Management
1. Establish effective accounting and bookkeeping systems and procedures and oversee accounting services.
2. Develop and implement financial strategies, policies, regulations and programs.
3. Establish and implement internal controls, and administrative systems, policies and procedures to ensure that the company’s day-to-day operational activities are efficient and effective, and are in-line with approved strategic initiatives and budgetary allocations.
4. Responsible for the annual budgeting process. Develop, review, monitor and control the budget for the company. Provide direct supervision of forecasting and costing out of items proposed in the budget. Manage and consolidate projections from all departments.
5. Manage accounts payable, accounts receivable, purchasing and payment of invoices.
6. Oversee preparation of financial records related to general ledger, payroll and budget.
7. Maintain parallel records of income and expenditure in the financial system.
8. Ensures adequate cash flow for the company’s requirements, and prepare requests for funds as needed.
9. Review monthly and annual financial statements from the accountant and prepare narrative reports for the review of the Managing Director.
10. Prepare documents and schedules for annual audit, and liaise with auditors.
11. Ensure follow-ups and closure of audit queries.
12. Processes payroll, remits tax, employee expense reimbursements and other government contributions.
13. Performs month-end closing and year-end duties such as reconciliations, VAT reimbursements, inventory lists, etc.

Administration
14. Maintain basic administrative systems for the Company, including information resources, general filing, electronic filing, personnel records, contracts and leases, subscriptions, insurance, etc.
15. Manage financial and administration teams to achieve company financial goals.
16. Ensures registration requirements are kept current at all times and files statutory returns and renewals.
17. Supervise and partake in the annual stock take exercise.
18. Prepare proposals and ensure timely submission of tenders.
19. Coordinate with HR to interview, hire and train new employees in financial and administration activities.
20. Perform any other duties as shall be reasonably assigned to you by management from time to time.

Required Experience & Qualifications
- Minimum of a bachelor’s degree in Accounting
- Professional qualifications i.e. CPA/ACCA is mandatory
- Minimum of 5 years of implementing or overseeing financial and administrative aspects
- Strong financial management and corporate reporting skills
- Ability to prioritize, organize and carry out multiple tasks efficiently under pressure and with little supervision.
- Highly developed analytical and communication skills, and ability to assimilate and process information.
- Good people management, leadership skills and interpersonal skills.
