HJF is seeking a Deputy Executive Director (DED), Technical Programs and Partnerships to oversee the technical direction of the Military HIV Research Program (MHRP) in Tanzania. Under the supervision of the Executive Director, the incumbent will be responsible for ensuring that technical strategies and activities align with PEPFAR Country Operational Planning (COP) and Government of Tanzania (GoT) Technical Guidance. The incumbent will guide the technical teams in timely execution of workplans for effective implementation of the best evidence-based practices aimed at scaling up prevention services for all supported groups at increased risk of HIV acquisition, identification of HIV infected individuals, enrolling them into clinical care for ART initiation, and retaining them on treatment to help move the program toward epidemic control. The incumbent will also identify the training and mentorship needs of the technical program staff and work with the Executive Director and Chiefs of Party(s) to build the requisite capacity for efficient program implementation. The position requires excellent knowledge of HIV/AIDS service delivery structure, and related public health approaches of HIV epidemic management and control, and sound understanding of the health systems landscape, and multi-stakeholder engagements within Tanzania.

Responsibilities
Essential Job Duties: 90%

  • Program OperationsIn collaboration with the Executive Director, develop and sustain strong technical partnerships with the Government of Tanzania, civil society NGO partners, and other key stakeholders to successfully execute all programmatic strategies and activities.
  • Support/guide the Chief of Party(s) to ensure timely and effective implementation of PEPFAR country operational plan (COP) workplan activities, routine monitoring of program data for achievements and gaps, and evaluation of program progress, and ensure accurate reporting of this information in line with funding requirements to both the in-country WRAIR team and MHRP headquarters.
  • In collaboration with the Chief of Party(s), and leadership team, oversee the development of work plans that incorporate vision/goals, objectives, activities, timeframes, responsibilities (of team members) and monitoring indications.
  • Supervise Strategic Information (SI), Continuous Quality Improvement (CQI), and Training teams and provide technical leadership in use of SI for enhanced program targeting and adaptive program management
  • Provide leadership to expand and improve HIV prevention, care and treatment approaches that are evidence-based and align with national guidelines, PEPFAR guidance and international standards.
  • Working closely with the Executive Director, oversee development and management of a comprehensive and coordinated training and travel plan for the program, including resource needs analyses, covering the time frames of the project and ensuring follow-up post-travel.
  • Facilitate crosscutting communications and create synergies to identify best technical practices for adoption and scaling up among both civilian and military teams implementing and supporting program activities.
  • Represent HJFMRI-Tanzania at relevant national and local meetings with government officials, contractors, other NGOs, etc., reporting back as applicable to staff, WRAIR/DAR, and HO.
  • Work in collaboration with other senior staff and technical leads to develop joint annual, quarterly and monthly plans and budgets for successful implementation of HIV/AIDS care, treatment and prevention services in the served regions.
  • In collaboration with the Director of Finance, s/he monitors technical targets, achievements and expenditures and report to the Executive Director on a regular basis, highlighting areas for intervention in a timely manner.
  • Ensure national GoT technical policies, guidelines, training manuals, recording and reporting tools and information that relate to the program are updated, maintained, and accessible.
  • Oversee the preparation of technical documents and related written reports for submission to MHRP and WRAIR as appropriate and in a timely manner.
  • Implement policies to ensure technical travel and TDYs address key implementation challenges and trip reports track follow-up actions
  • Demonstrate continuous effort with integrity and diligence to ensure the highest quality technical programming and streamline work processes and work cooperatively to provide the highest quality customer service.
  • Act as Executive Director when s/he is absent
  • Manage and coach senior technical staff, including direct supervision, and professional development.
  • Hold regular technical team meetings and, through a consultative leadership style and a transparent, honest, and supportive communication structure, develop and build an effective technical team to successfully implement program operations.
  • Identify training needs of technical staff and foster a productive team environment.

Other Job Duties: 10%
  • Provide collaborative assistance to program personnel and research scientists that require the incumbent’s expertise.
  • Maintain a safe work environment with appropriate training of other personnel.
  • Ability to travel within the country and internationally (as may be needed)
  • Complete other tasks as assigned.

Requirements:
  • Demonstrable experience of successful leadership of similar or related program area in Africa.
  • Highly motivated, technical knowledge and creativity in various aspects of program management.
  • Professional skills in Project Management, Program Design and Proposal development, program Implementation, Program monitoring and Evaluation, Policy Influencing and High Level Advocacy, Quality Improvement, strategic information and team building, Creating new partnerships.
  • Experience with health information and data platforms used for routing program monitoring
  • Ability to represent the organization at high-level meetings and present data to a wide variety of stakeholders
  • Excellent organization, problem-solving and communication skills
  • Excellent report writing, analytical and communication skills, including oral presentation skills and in-depth knowledge and experience in USG/PEPFAR reporting requirements
  • Demonstrated ability to critically appraise projects and design strategic interventions
  • Fluent in oral and written English and Kiswahili

Qualifications
Work Environment

This position will take place primarily in an office setting.

Education and Experience
  • Master’s Degree required.
  • Minimum of 15 years experience required in HIV/AIDS prevention, testing, care and treatment, and other supportive services.
  • At least 8 years working experience in Program/ HIV implementation with PEPFAR programs in Africa at a senior technical and managerial level.

OR
  • Medical Doctor with completed training.
  • Minimum 10 years’ experience in HIV/AIDS prevention, testing, care and treatment, and other supportive services.
  • At least 8 years working experience in Program/ HIV implementation with PEPFAR programs in Africa at a senior technical and managerial level.
