The WFP Country Strategic Plan 2022-2027 seeks to ensure that vulnerable populations achieve climate-resilient livelihoods and improved food security and nutrition through sustained smallholder access to markets, enhanced value chains, and sustainable management of natural resources. This objective will be achieved by supporting smallholder men and women producers to diversify livelihoods, reduce post-harvest loss, and improve access to information, technologies, and markets.

STANDARD MINIMUM QUALIFICATIONS

  • Education: Master's degree in one or more of the following disciplines: economics, agriculture, business administration, or a field relevant to agricultural value chain management.
  • Language: Fluency (level C) in English language and Swahili language.

ORGANIZATIONAL CONTEXT
The Programme Policy Officer (Markets) will be reporting directly to the Head of Smallholder Farmers’ Unit.

JOB PURPOSE
Under the new WFP country strategic plan (CSAP 2022-2027), one of the strategic focuses is to build smallholders’ resilience through improving productivity and income. Activity five of the CSP willl “Provide technical assistance to support men and women smallholder producers to diversify livelihoods, reduce post-harvest loss and improve access to information, technologies and markets”, and will host more than five projects to be implemented in more than 8 regions in Tanzania. WFP will work to support smallholder farmers to move from subsistence farming to market-oriented agriculture by connecting demand for their crops with commercial markets, and further by helping them to access formal contracts. These contracts can help farmers to access the credit, resources, and services necessary to plant and harvest quality crops, which in turn can boost incomes and build long-term resilience. WFP will also put a particular attention and priority to young farmers, young entrepreneurs (particularly women), and people with disabilities. WFP will take the lead in coordinating the market access support for smallholder farmers through an extensive partnership with value chain stakeholders. WFP is looking for an individual to push forward these efforts.

KEY ACCOUNTABILITIES (not all-inclusive)
1. Contribute towards the development of market access support initiatives for smallholder farmers in a multi-stakeholder setting.
2. Provide project management support to the smallholder farmer support unit, ensuring a coordinated approach with wider smallholder support programmes that complies with WFP standards and procedures as well as common interest identified among value chain stakeholders.
3. Liaise with internal and external project counterparts to ensure effective collaboration, monitor ongoing projects and highlight potential risks to project delivery.
4. Identify target farmer organizations and farmer-friendly aggregators by managing the selection and due diligence process; collect, analyze and assess profiles of target farmer organizations and their farm business management practices.
5. Link identified farmer organizations and aggregators with forward delivery contracts by private-sector off-takers interested in WFP-managed projects.
6. Based on farmer data analysis, identify opportunities to build pro-smallholder staple value chains through partnerships with other key value chain stakeholders (aggregators, extension agents, input suppliers, credit providers and off-takers).
7. Plan and manage farmer training on agronomic practices, post-harvest handling and delivery planning; ensure effective knowledge transfer by instituting and leveraging the lead farmer structure within the supported farmer organizations.
8. Assist the head of unit in the development of market-based business plans and their implementation model across key value chain stakeholders.

9. Manage national team members involved in smallholder market linkage projects, providing guidance and oversight as needed.
10. Provide technical support to the cooperating partners and monitor their performance to meet the project objectives.
11. In consultation with the M&E and VAM unit, develop and coordinate data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
12. Draft or contribute to drafting progress reports, corporate and donor reports on smallholder value chain support projects implemented under the CSP/Activity five as required.
13. Perform other related duties as required.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
  • Five or more years of experience in agribusiness, project management and value chain analysis with a strong focus on the private sector.
  • Demonstrated knowledge of SMEs, pro-smallholder procurement and commercial agriculture models.
  • Demonstrated ability to provide consistent and timely client service to meet the changing needs and expectations of clients, allowing clients to actively participate in and contribute to decisions that are relevant to their needs. Make adjustments to services as required.
  • Take ownership of assigned tasks, establish priorities and monitor own work plan with minimum supervision.
