Education:
  • Advanced University degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management or other related fields, or First University degree with additional years of related work experience and/or training/courses.

Languages:
  • International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a Second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (a WFP working language) preferred.

ORGANIZATIONAL CONTEXT
The Logistics Officer (Supply Chain consultant) will be reporting to the Head of Supply Chain and will be focusing on areas of budget preparation and management, commodity and warehouse management, supply chain, port operation management,) and/or manage teams within logistics operations to ensure supply chain strategies are implemented.

JOB PURPOSE
The Supply Chain consultant will provide technical expertise and knowledge for improving the efficiency and quality control of food and nutrition value chain actors, including enhanced handling, storage, fortification, packaging, and delivery practices, including cold chain management. In addition to performing a critical role in supporting core WFP logistics operations, including coordination of activities related to the transport and storage of WFP food commodities for Tanzania and relevant regional corridors. The consultant will also work with a range of government and private sector counterparts to provide technical assistance and strengthen the capacity of supply chain actors across the food system.

KEY ACCOUNTABILITIES (not all-inclusive)
1. Plan and lead the implementation of innovative logistics operations, initiatives, and programs to ensure timely, efficient, and cost-effective supply of food assistance in regional supply chain corridors.
2. Collect and analyse relevant technical data from diverse sources to forecast supply chain operational needs under various scenarios and make evidence-based proposals.
3. Lead preparation of transport arrangements and contracting of all associated logistics services and vendor management in accordance with established guidelines.
4. Implement operational warehouse procedures and normative guidance in order to manage WFP’s warehouses across the country, handle inventory effectively through corporate systems to ensure commodity losses are mitigated.
5. Coordinate logistics, port operation, and warehouse management support services in the area of assignment. Undertake preparation of contracts and ensure timely supplier payments.
6. Conduct regular financial analysis and budget reviews, drawing out insights and recommending actions to senior staff to optimise the use of available funds.
7. Plan, organise and supervise the work of the logistics staff to ensure that tasks are accomplished in a manner consistent with country office and organizational requirements.
8. Build relationships and collaborate with public and private sector counterparts to improve the capacity of upstream private sector actors and governmental institutions to prevent commodity losses.
9. Liaise with internal and external stakeholders and consolidate preliminary data analysis, prepare accurate and timely reports to support supply chain planning to enable informed decision-making and consistency of information presented to stakeholders.
10. Act in an assigned emergency response capacity as required to meet emergency food assistance needs.
11. Contribute to preparedness actions, prepare CO Logistics Capacity Assessment (LCA), provide technical recommendations and guidance, and monitor the management of specific logistics risks to enable WFP to quickly respond and deploy food and resources in response to crises.
12. Identify and strengthen public-private partnerships with counterparts in UN agencies, NGOs, governments, and the private sector to share knowledge and resources and ensure coordinated delivery of food assistance. Leverage the local purchase of food from smallholder producers for WFP Tanzania and regional operations to increase market access and incomes.
13. Increase smallholder producer capacity to engage competitively with public institutions and private sector entities for domestic and export markets.
14. Strengthen the efficiency of food supply chain actors in commodity management, including handling, storage, packaging, transportation, cold chains, commodity tracking, and compliance with health and safety standards.
15. Expand value addition for nutrition through support to selected SME millers and food processors for the fortification, processing, and distribution of nutritious flours and food supplements currently under formulation with the support of WFP.
16. Advocate for policies and provide technical assistance towards the improvement of food technology and quality assurance systems including food testing and training on adherence to quality standards.
