Consultancy Advert- Gender and Social Inclusion Dhibiti Malaria Project
Background

Funded by PMI USAID, and implemented by Population Services International, the Dhibiti Malaria project supports the Government of Tanzania (GOT) to reduce the burden of malaria and move towards the long-term goal of malaria elimination. Dhibiti Malaria provides technical and implementation support for malaria case management through quality improvement initiatives and malaria surveillance.

Dhibiti Malaria interventions contribute towards USAID result areas as follows: (1) Improved case management and malaria in pregnancy (MIP) services; (2) Improved ability of individuals to practice positive healthy behaviors; (3) Enhanced enabling environment; and (4) Improved entomological monitoring.

Because gender and social inclusion influence malaria, health-seeking behaviors, and client-provider interaction, the Dhibiti Malaria project will implement and support activities and policies that are gender transformative wherever possible. At the least, the project will implement and support activities and policies that are gender accommodating. To support the development of gender aware and socially inclusive activities and policies, the Dhibiti Malaria project will conduct a gender and social inclusion analysis in Tanzania. The findings from the gender and social inclusion analysis will be used throughout the life of project to develop gender aware and socially inclusive activities and policies.

The primary questions of interest for the Gender and Social Inclusion Analysis include:
How do gender and social inclusion influence malaria, health-seeking behaviors, and client-provider interactions?
What existing activities or policies does the Government, Ministry of Health, donors, or implementing partners implement or support to overcome gender-related barriers to malaria, immunization, and health-seeking behaviors and positive client-provider interactions?

What concrete activities or policies can Dhibiti Malaria project implement or support to overcome gender-related barriers to malaria, health­seeking behaviors, and positive client-provider interactions?
Population Services International seeks a qualified consultant to conduct and present a Gender and Social Inclusion Analysis for Tanzania.

Key Responsibilities
Activity 1: Literature Review
Activity 1.1: Conduct a country-specific literature review on the influence of gender and social inclusion on malaria, health-seeking behaviors and client-provider interactions.
Activity 1.2: Prepare a written report of findings from the Gender and Social Inclusion Analysis Literature Review for internal and external dissemination by the Dhibiti Malaria Project.

Activity 2: Gender and Social Inclusion Analysis Tool
Activity 2.1: Adapt standard Gender and Social Inclusion Analysis tool (provided by the project) to the country context and populate the tool using data from the country-specific Gender and Social Inclusion Literature Review.
Standard Gender and Social Inclusion Analysis tool provides a frameworkfor exploring how laws, policies, regulations, and institutional practices; cultural norms and beliefs; gender roles, responsibility, and time used; access to and control over assets and resources; and patterns of power and decision-making at the individual, household, community, and health facility level influence health outcomes.

Activity 2.2: Use the completed Gender and Social Inclusion Analysis tool to identify gaps in the Tanzania gender and social inclusion literature.
Activity 2.3: Following the analysis of key informant interviews (see Activity 3), populate Gender and Social Inclusion Analysis tool with additional information.
Activity 2.4: Identify 3-4 activities at the individual, household, community, and health facilities level to mitigate effects of gender and social exclusion on health outcomes.

Activity 3.1: Adapt a standard key informant interview guide (provided by the project) for interviews at the national and sub-national levels to address gaps in the literature identified using the Gender and Social Inclusion Analysis tool.
Activity 3.2: Identify key informants at the national and sub-national levels for key informant interviews. The project is also able to assist in identifying informants for interviews.
Activity 3.3: Conduct, record, transcribe, and analyze 10-15 key informant interviews with informants at the national and sub-national levels. Activity 4: Present Gender and Social Inclusion Analysis Findings

Activity 4.1: Prepare a written report of findings from the key informant interviews for internal and external dissemination by the Dhibiti Malaria project, including recommended activities to mitigate effects of gender and social exclusion on health outcomes
A basic report outline will be provided by the project.
Activity 4.2: Prepare a PowerPoint presentation of findings from the Gender and Social Inclusion Analysis (including findings from the literature review and key informant interviews) for internal and external dissemination by the Dhibiti Malaria Project.
A basic presentation outline will be provided by the project.
Activity 4.3: Prepare an internal webinar of findings from the Gender and Social Inclusion Analysis for the Dhibiti Malaria project team. Timeline

Experience and Qualifications
  • Master’s degree or higher in public health, social science, anthropology, gender, or related field
  • Experience conducting at least three (3) similar gender and social inclusion analyses (examples will be requested).
  • At least three (3) years conducting similar qualitative social science research.
  • Established relationships with national and sub-national gender, malaria, and public health stakeholders.

Qualitative Research
  • Ability to design qualitative data collection tools, collect qualitative data, ability to conduct qualitative data analysis, and ability to synthesize qualitative data.
