Position Description:
The Partnership Manager will work under the supervision of Organizational Capacity Development Specialist (OCDS) to engage a range of private sector associations, youth-based enterprises and Private Sector Strengthening Activity (PSSA) partners in SAGCOT regions, Zanzibar, and other project operational areas. The Partnership Manager will be responsible for day-to-day collaboration with association leadership, members (especially youth), and other stakeholders to co-create and monitor implementation plans under the guidance of the OCDS and Chief of Party. The Partnership Manager will set strategies to support associations to improve implementation and enforcement of specific policies hampering market opportunities, and strengthened PPD platforms. Further, she/he will work with PSSA team to strengthen linkages with youth incubator organizations, investor networks, financial institutions, business development service providers, and buyers/suppliers and help private association members, particularly youth, to leverage these resources.
The Partnership Manager will serve as a focal point for a portfolio of associations partnerships, working with their leadership, youth members and experts to co-create and monitor implementation plans, under OCDS guidance. He/she will coordinate association capacity building efforts, including designing HICD focused plans. He/she will support ongoing collaboration, learning and adaptive management efforts. She/he will utilize the market system approach for youth enterprises through associations to identify and utilize market opportunities as a catalyst for action, incentivizing youth establishment of, and joining association leadership and youth readiness for being members, and member positive behavior change. The successful candidate will be proactive, enthusiastic, and willing to learn on the job.

Detailed Activities:
*The Partnership Manager will be a focal point of contact for PSSA at assigned region (s) in Tanzania mainland or Zanzibar. In that roll, she/he oversees all program technical and operational activities and provide administrative support to the region to project staff and subgrantees to ensure smooth implementation of PSSA.
*She/he will help identify and form partnerships with private sector associations around specific market opportunities that will benefit their youth members. She/he will ensure active engagement and involvement of youth at all stages in the process, and support association leadership to promote youth empowerment and membership.
*For
each potential association partnership, the Partnership Manager will
work with OCDS to undertake with association leadership a (1) Rapid
Market Systems Analysis; (2) Organizational Capacity Assessments, and
(3) Youth Member Needs Gap Assessment. Then, s/he will support OCDS to
facilitate a process to co-create Implementation Plans which will form
the basis of the partnership. Partnerships may span objective 1 and 2,

To expand access to finance, business development services (BDS),
and other support services for members to improve the quality of
existing services
o To collect data, identify policy areas impacting youth members, including existing reforms that are poorly implemented, and facilitate establishment of strategies that support business enabling environment reforms for youth and reduce barriers of youth engagement.
*In close coordination with OCDS, follow up the implementation of memorandum of Understanding (MOUs) with Private Sector Associations.
*Identify other stakeholders’ local government authorities (LGAs, private sector, agriculture actors, and other USAID partners) to coordinate with, leverage, and build mutually beneficial multi-stakeholder partnerships, that draw on the comparative strengths and resources of public and private actors.
*Participate in PSSA strategic communications efforts, including preparing success stories on partnerships and other activities using project templates.
*In collaboration with OCDS, provide technical guidance to ensure high quality integrated technical programming within the region. Support grant implementation, including Tanzanian local partner network engagement as agreed under implementation plans.
*Oversee and submit regional budget including tracking spending, of approved monthly travel, expenses for youth liaison officers and partners.
*Provide periodical coordination and supportive supervision, mentoring activities at field level to assure activities adhere to guidance and SOPs and high-quality services are reaching targeted youth.

Training, project tools dissemination, and MEL\Collaborate, Learning and Adaptation
*Disseminate guidance, standard operating procedures (SOPs) and other job-aids that facilitate the implementation of high quality, age appropriate and gender sensitive services to youth.
*Support in development of tools for better tracking of progression of youth interventions such as organized spreadsheets, schedules of training activities, distribution of service materials/tools and layering of services for beneficiaries.
*Help to define the project learning agenda on youth, including working with the MEL team to define critical data to be collected, and analyze data. Collect the documented lessons learnt and best practices in youth for experience sharing and replication.
*Provide technical advice on strategies and action plans to integrate PSSA indicators on a measurable and time-bound workplan indicating concrete results and interventions for partnerships and private sector engagement at all levels of Activity implementation.
*Hold bi-weekly progress check-ins against the implementation plans with the association partners. Discuss findings and contribute to ongoing adaptive management with technical teams and Grants/Subcontracts Manager.
*Monitor and document the outcomes of the Implementation Plans, highlighting good practices, lessons learned ,and ways forward. Work with the MEL Expert to ensure appropriate data is obtained to produce high quality report and submit to OCDS timely.
*Provide weekly updates of ongoing regional activities to OCDS.
*At Association Implementation Plan milestones, recommend whether the partnership be continued or ended, or propose mitigation activities. (Note: The COP will have final decision-making power whether to end Partnerships, in consultation with USAID, OCDS, and the Project Manager.)
*Lead regional team inputs into the development of monthly, bimonthly and quarterly reports
*Participate in regular CLA events and formal pause-and-reflect sessions, according to the Association partners implementation plans and PSSA’s larger MEL Plans.
*Support agile and adaptive management.
*Perform any other relevant duties as assigned.

*M.A. in relevant field (agriculture, business, economics, law, etc.) and 7 years of experience or bachelor’s and 10 years of experience designing capacity building and training for public/private institutions.
*Proven expertise in co-creating, implementing and monitoring private sector strengthening activities, and incorporating guidance and feedback from a project’s Senior Management team.
*Knowledge of agriculture sector, youth concerns, and/or private sector stakeholders.
