Asasi ya Uwezeshaji Tanzania – ASUTA working in partnership with FHI 360 on Epidemic Control (EpiC) which is a global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID) which is dedicated to achieving and maintaining HIV epidemic control. It is led by FHI 360 as prime and has a five-year period of performance from April 15, 2019 to April 14, 2024.

Data Clerk
Job Details

Minimum Qualification; Bachelor Years of Experience 2 years
Position Overview:
The Data Clerk will be responsible for providing high quality data entry, data management and quality control of data. S/he will also be responsible for running outputs and cross-Checking with the original data source to ensure accuracy, and running reports for field teams. In addition, the data Clerk will be responsible to assist the data manager in conducting internal data quality assessments and developing data quality improvement plans. The person in this position must be able to work independently, be experienced in data management using databases, and preferably be comfortable working in health facilities and rural communities

Case Manager

Position Overview:
The Case manager will work under the technical guidance and supervision of the Biomedical Technical Officer. S/he will be managing the clients from the EpiC program, that require further follow up, in terms of biomedical, behavioral and structural support. S/he will collaborate with Biomedical Health Providers to ensure continuum of care of a selected high risk Key and Vulnerable Population (KVP).

- Degree in nursing or social science or other relevant field
- Minimum 2 years of demonstrated experience with HIV prevention, care and treatment program and particularly with KVP and /’ or clients‘ continuum of care
- Extensive knowledge of the local health systems from the national to the local levels
- Ability to develop productive working relationships with regional and district level counterparts
- Knowledge and experience in community-based teams’ management and supervision

Project Accountant & Administration Officer

Roles and Responsibilities
- Manage financial and administration activities to achieve financial goals.
- Develop financial plan, timeline and budget to perform financial projects.
- Monitor and manage expenditures within allotted budget.
- Develop and maintain standard financial and administrative procedures.
- Respond to customer queries/issues in a timely manner.
- Work closely with Finance and Program Manager in preparation of project plan and operational budget.
- Review all invoices and make the relevant payments in a timely manner.
- Review accounting discrepancies and recommend corrective actions.
- Implementing standard accounting policies.
- Ensure the preparation and maintenance of all financial records through QuickBooks.
- Preparation of all monthly and annual finance reports in a timely manner.
- Manage payroll processing and tax filing activities.
- Provide training and guidance to non finance and admin teams as needed.
- Develop overall goals for the finance and administration departments.

Community Engagement Officer
Job Details
Responsibilities:
- Coordinate, supervise and manage field interventions conducted by Community Based Health Service (CBHS) providers and report on deliverables. Also, s/he will play a liaison role between local community leadership, Municipal authority, Police Gender Desk and the Organisation on course of program implementation in various trainings, workshops and meetings.
- Support daily PEs intervention and report,
- Ensure objectives of the EpiC are met:
- Work closely with other team members under Data, Biomedical team and Regional team,
- Monitoring of classes handled by PEs and provides necessary support,
- To develop at least 1 or more program success story in a month,
- Mainstreaming and developing KPs at risk in accessing to education, reproductive health, HIV, HTC, GBV and entrepreneurship,
- Providing comprehensive campaign for behavioral change communication within communities at risk,
- Focusing on negative behaviors in communities which prevent young women participation in social changes, self-reliance and health services,
- To develop at least 1 funding project proposal for ASUTA in quarterly basis,
- Collaborate with Data M&E manager/officer to prepare periodic, field, monthly, quarterly and annual reports,
- Prepare Weekly, Monthly and quarterly report and consolidated report to donor with support from Program Manager,
- Improving the performance of PEs at their local operation areas.
- Work with the project team members ensuring training inclusion in key workshops and capacity building events
- Collaborating with project manager to ensure smooth implementations of project activities.
- And other work as directed by Project Manager.

Biomedical Technical Officer
Job Details
General Responsibilities:
- Supervise EpiC Project’s biomedical prevention portfolio, collaborating with the RHMT/CHMTs, Implementing partners and other key stakeholders
- As Biomedical Officer support the Program Manager in establishing and working closely with RHMT/CHMTs and other government and non-governmental partners to advance HIV biomedical prevention for KVP in the Regions
- Mentor and supervise Healthcare providers, community counselors, R/CHMTs to address their attitudes and beliefs towards KVPs, as well as improve the capacity of providers and R/CHMTs to deliver core and expanded packages of KVP services
- Supervise the implementation of various biomedical interventions including HIV Self-Testing, PrEP provision and community-based HIV Testing and Counseling
- Ensure the implementation of EpiC project is aligned with national policies, standards and guidelines on KVP HIV programming
- Supervise the operationalization of the National Guidelines for Comprehensive Package of HIV Interventions for KVPs
- Provide Mentorship and support supervision as necessary for activities in Region
- Work with Strategic Information team to ensure quality and verified data for the comprehensive biomedical package offered by EpiC Project in the Region
- Promote and support the documentation of project best practices, success stories and lessons learned among
Coordination Roles:
- With support from the Project Manager, RMO & DMO’s office, to ensure the availability of government biomedical providers and none government registered providers for the provision of biomedical services at the community level.
- Assist in organizing training/orientation to biomedical providers to be engaged USAID EpiC project activities and maintain the list of Service Providers working with the project.
- Liaise with DACC, MMO, RMO and DMO’s office to obtain commodities, supplies and government M&E Tools for Biomedical services.
- Supervise biomedical providers and ensure monthly planned activities are implemented and all Service Providers are reaching the targeted beneficiaries on time and with fidelity.
- Provide technical support and mentorship to biomedical team to ensure set standards are met as per the government guidelines and project SOPs.
- Ensure the follow up of index testing is properly administered and linkages are made.
- Daily follow up on cases Linkage management of the tracked beneficiaries that received an outcome, Reconcile and compile data into the councils tracking register and the Index registers and maintain it on weekly basis
- Jointly work with facility implementing partners at the council level to develop a sound Bi- directional referral network.
- Ensure all service providers properly fill all required National and Project M&E tools and timely submission of service reports appropriately, including monthly summary reports to the catchment health facilities.
- Ensure council service providers are reporting their daily performance through WhatsApp groups and other agreed channels.
- Ensure a timely preparation of weekly and monthly update and project reports on biomedical services progress to targets.
- Collaborating with project manager to ensure smooth implementations of project activities.
- And other work as directed by Project Manager.

Education and Experience
- A bachelor’s degree in Medicine or Public Health or related field with at least 2 years’ HIV/AIDS Care and Treatment work experience (especially within the context of direct service delivery, or quality assurance/quality management. Improve retention of PLHIV on ART Additional attributes
- Relevant experience with PEPFAR-funded programs and current program strategy
- Experience in quality management and continuous improvement
- Ability to perform basic data analysis and use of computer applications Proactive, resourceful, results-oriented, can-do attitude
