OVERVIEW OF THE FUNCTIONS OF THE POST
I. Background

In Tanzania, the Ministry of Education, Science and Technology (MoEST) and the President’s Office – Regional Administration and Local Government (PO-RALG) share the responsibility for managing the Education sector. The MoEST’s role is to formulate policy and regulations, support quality assurance, set standards, plan, monitor and evaluate the performance of the Education sector. The PO-RALG is responsible for overseeing the decentralisation of Government functions to local levels including the delivery of primary and secondary education by Councils.

The Education Development Partner Group (Ed-DPG) was established in line with the Paris Declaration on Aid Effectiveness and facilitates coordination of development partner support to Government programmes. The group is comprised of multilateral and bilateral donors including, but not limited to; DFATD Canada, UNICEF, UNESCO, World Bank, African Development Bank, USAID, DFID, SIDA and JICA. The group generally meets once per month, and is led by the Ed-DPG Chair, supported by the Deputy Chair. The Chair/Deputy Chair is rotated on an annual basis. As of September 2022, UNESCO is the Chair. With this new role, UNESCO will be the Coordinating Agent for Global Partnership for Education (GPE).

II. Duties and requirements:

The role of the Secretariat is to provide administrative and operational support to the Ed-DPG, to ensure meaningful engagement and effective sector coordination between development partners and Government, with regard to Education programming in Tanzania. The Secretariat works primarily with the Ed-DPG Chair and Deputy Chair, to assist with the coordination and alignment of development partner support with Government programs and facilitate information-sharing and dialogue between development partners and Government.

The Secretariat will provide the following services and undertake the following tasks:
  • Supporting the Ministry of Education Science and Technology (MoEST) and President’s Office Regional Administration and Local Government (PO-RALG) engagement with Development Partners.
  • Supporting the MoEST Secretariat in the organization of the Technical Working Groups (TWG) and Education Sector Development Committee (ESDC) meetings. Technical Working Groups discuss and prepare documents for approval by the ESDC. Education Sector Development Committee meets quarterly and is co-chaired by MoEST Permanent Secretary and the Ed-DPG Chair.
  • Supporting the MoEST Secretariat in organizing the Annual Joint Education Sector Review (AJESR) and annual AJESR field visits. The Annual Joint Education Sector Review is the largest Education Sector meeting that brings together Education Stakeholders to assess the performance of the Education Sector annually.
  • Attending meetings as an observer during TWGs, ESDCs, AJESR and synthetize and follow-up on action items.
  • Sharing with Ed-DPG key documents provided by the MoEST in preparation for meetings.

REQUIRED QUALIFICATIONS
EDUCATION:
  • Advanced university degree (Masters or equivalent) in education and/or science and/or social sciences or related areas.

WORK EXPERIENCE:
  • At least 5 years of relevant professional experience in the field of education, programme coordination and management, donor funded programmes,
  • Experience in management of education programmes and
  • Experience in working with Government partners and high‐level development partners and international/national Non‐Governmental Organizations.

SKILLS/COMPETENCIES:

  • Familiarity with the administrative procedures of large organizations preferably UNESCO,
  • Proven excellent oral, written, analytical and communication skills,
  • Ability to multi‐task, prioritize to adjust work schedules and deliver timely results,
  • Ability to work in multi‐cultural environment,
  • Good computer and other IT skills including excellent skills in MS Office.

LANGUAGES:
  • Excellent knowledge of English and Kiswahili (reading, writing, oral expression, and understanding).

DESIRABLE QUALIFICATIONS
WORK EXPERIENCE
  • Previous experience with UN agencies and understanding of the UN System.
  • Experience in the education sector planning, management, and implementation of project in the education sector.
  • Experience in training, coordination and/or institutional and human capacity‐building.
  • Excellent knowledge of current context in the United Republic of Tanzania, with particular focus on:
  • education, sector planning.
  • TVET, economic development, livelihoods, local governance, youth development, and civil society.

SKILLS/COMPETENCIES

  • Ability to engage and form effective working relationships with counterparts and clients.
  • Proven ability to work within limited time constraints in the preparation of high-quality products.
  • Proven ability to work in a politically complex, unstable and sometimes insecure environment.
  • Excellent communication and training facilitation skills.

BENEFITS AND ENTITLEMENTS

The approximate annual starting salary for this post is TZS 60,000,000 annually. UNESCO’s salaries are calculated in Tanzanian Shillings and exempt from income tax.
