Summary:

The Monitoring, Evaluation and Learning Director is a senior leadership role that will be accountable for leading the development, quality assurance and execution of Pathfinder’s MEL Strategy aligned with Pathfinder’s strategic priorities. This will include leading and motivating colleagues in the Monitoring, Evaluation and Learning function. The Director will oversee the generation of evidence demonstrating Pathfinder’s programmatic and organizational impact. They will develop and execute Pathfinder’s organizational approach, system and framework for metrics and evaluation, ensuring that Pathfinder can routinely and effectively use and analyze high-quality data and information to support program design, decision making and management and optimize efficiencies, effectiveness, performance, and impact. This will include overseeing linkages and optimizing processes across Pathfinder functions to shift Pathfinder to having a truly data-driven culture. They will ensure that the organization’s work is grounded in collaboration, learning, and adaptation approaches that increase shared learning for scale and impact with a particular focus on country offices. They will represent Pathfinder internally and externally as a thought leader using evaluation results and data to communicate emerging trends, effective practices, and evidence of Pathfinder’s contributions to the field in areas that align with strategic priorities. The director will actively contribute to generating funding for the organization while at the same time forming and nurturing strategic partnerships.

Key Job Outcomes:

MEL Strategy and Culture
· The Director will oversee the development and implementation of Pathfinder’s MEL strategy and framework, and related policies, guidelines, processes and standard procedures for monitoring, evaluation and learning and aligned with Pathfinder’s strategic priorities. This will include leading and motivating to embed MEL within all organizational practices.

Leadership and Management
· Recruits, develops, manages and motivates experts supporting Monitoring, Evaluation and Learning, including data and analytic, research and CLA.

Equipping Pathfinder with the necessary MEL Training and Tools:
· The Director will oversee the development and implementation of MEL training and other MEL resources and tools for Pathfinder staff at all country offices, as required.

Business Development and Program Design
· The Director will oversee the development of effective MEL plans, design and implement MEL systems, and provide quality assurance for MEL activities to ensure high quality MEL in design and to support execution.

Building MEL global capabilities and sharing
· The Director will work closely with the country teams to identify talent gaps, build capacity, and develop tools to facilitate MEL operations. They will oversee the Pathfinder MEL Leadership Forum.

Driving a culture of collaboration learning and adaptation
· In close partnership with other teams, the Director will oversee the development and implementation of Pathfinder’s organization wide CLA agenda. This will include facilitating learning across the Pathfinder countries to inform program management and decision making.

External engagement and thought leadership
· Represents Pathfinder and collaborates with global and national strategic partners, as well as Pathfinder MEL staff, to showcase program learnings generated by Pathfinder supported programs through attendance and presentations at meetings and conferences, as well as dissemination of information and data on Pathfinder projects and programs. Share the lessons learned with the global health community on transforming knowledge into future success and greater impact.

Implementation Science Studies
· Oversees the development of mixed-methods evaluations to assess the progress, effectiveness and impact of Pathfinder International’s activities and programs and internal project evaluations. Identifies programmatic success, challenges and lessons learned and ensures the appropriate flow of information across the organization and externally through multiple dissemination channels

Data Management and Analysis
· Directs the development of organization-wide metrics and indicators and collaborates with other Pathfinder teams to deliver a process that allows for effective monitoring of organizational, country-level and project performance, progress and impact. Oversees the compilation, analysis and reporting of Pathfinder-wide programmatic data.

Organizational Initiatives
· Contributes in team meetings at all levels where appropriate to feed into organizational strategy, systems, and processes.

MEL Team Budget Management
· Oversees the development and management of the team’s fiscal budget for all its activities in all countries.

MEL Unit Risk Management
· Overall accountability of the management of the risk register.

Minimum Education and Work Experience:

  • Masters degree in public health, Demography, Epidemiology, global and international health, social sciences (Ph.D. Desired)

Preferred Education and Work Experience:
  • 15 years of progressive experience in monitoring and evaluating public health programs, health systems, or social research, including at least 5 years of team and project leadership experience.
  • Knowledge of mixed methods research with advanced knowledge in quantitative research methods and statistical analysis, epidemiology, health systems, or health economics.
  • Strong computer skills, with familiarity in using analytics tools (e.g. Power BI, Google Fusion, Tableau) and Microsoft Office suite applications (particularly Word, Excel, and PowerPoint).
  • Advanced proficiency in one or more statistical and data analytics software packages.
  • Experience with Institutional Review Board (IRB) processes desirable.
  • Demonstrated ability to publish journal articles and other communications documents to disseminate research findings.

  • Thought Leadership: Proven ability to link M&E, research, knowledge management, learning, documentation, and information systems in providing enterprise-wide strategic direction for MEL and communicating emerging trends, effective practices, and evidence of Pathfinder’s contributions to the field in areas that align with strategic priorities.
  • Change Leadership: Ability to demonstrate a high degree of flexibility in managing change across a broad group of stakeholders in an inclusive manner.
  • Program Design: Highly skilled in program design from concept to full proposal, resource mobilization, and proven ability to raise substantial research/development funds.
  • Research Methods: Excellent knowledge of and ability to apply quantitative and qualitative research methods
  • Data Collection Methods: Excellent knowledge in data integrity and collection methods.
  • Knowledge management and learning systems: Excellent skills in knowledge management (system development, implementation, evaluation, and improvement), knowledge exchange and learning.
