Currently, we are seeking suitably qualified candidates to fill in Senior Technical Advisor, SBC (COVID 19) –Dar es salaam for its EpiC project in Tanzania.
The Meeting Targets and Maintaining Epidemic Control (EpiC) is a 5-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID), dedicated to achieving and maintaining HIV epidemic control. The project provides strategic technical assistance and direct service delivery to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, and treatment programming. In Tanzania, EpiC will be implementing an HIV service delivery project among key and priority populations, adolescent girls and young women; and orphans and vulnerable children which aims to reduce HIV infections in pursuit of reaching 95-95-95 goals. To achieve this goal, the program will support targeted prevention and case finding strategies at community level amongst the targeted populations.

Senior Technical Advisor, SBC (COVID 19) will be responsible for leading the Social and Behavior Change platform of the EpiC Tanzania project under the guidance of the EpiC Tanzania COVID-19 Director with a dotted line to the EpiC Africa Regional SBC Advisor. Specifically, leading the technical team and partners to (1) ensure the projects interventions are locally relevant, culturally appropriate, and address the country’s prioritized COVID-19 SBC needs (2) provide strategic, technical leadership and guidance to the project, MOH and PO-RALG in planning, implementation and evaluation of SBC strategies, approaches, and activities, 3) oversee design and implementation of COVID-19 vaccine mass and social media activities.

Job Description

Main Function/Responsibilities
- Provide technical SBC leadership, and guidance to the project and MOH in planning, implementation and evaluation of SBC strategies, approaches, and activities.
- Lead the materials development processes, including stakeholder’s engagement, audience insights gathering, data synthesis, co-design workshop, pre-test, materials refinement, and approval process.
- Support creative agencies and consultants to interpret findings from audience insights, Omnibus survey, Sentinel Survey, KAP study, and ChanjoCOVID App to design materials, approaches and/or SBC interventions that respond to the needs of the intended audiences
- Assist with the design and/or adaptation of quality, evidence-based SBC resources for use by project in fixed and outreach vaccination sites. The developed resources should reflect priorities outlined in COVID-19 vaccine communication strategy
- Foster a strong working relationship with the project’s primary partner the Government of Tanzania, to secure their technical input and buy -in on project strategies, messages and activities.
- Generate new ideas and innovations in the SBC approaches, drawing on good practice and evidence from elsewhere to increase COVID-19 vaccine uptake.
- Engage and supervise the day-to-day operations of advertising agencies, media firms, and consultants in designing, implementing, and monitoring SBC interventions on mass and digital media channels.
- Work with the SI team and procurements teams to engage a firm/agency to conduct routine monitoring for mass media and social media activities
- Work closely with the STA Community engagement, STA service delivery and Regional Program Managers (RPM) to document and submit quarterly project success stories.
- Contribute to all USAID reporting deliverables which include but are not limited to, quarterly reports, annual reports, and work plans.
- Represent the project in relevant SBC technical working groups with Government, stakeholders and implementing partners including RCCE meetings.
- Maintain excellent Government, stakeholder, creative agencies, and partner relations
Minimum Requirements
- Master’s degree in relevant field (MBA, MPH) in marketing and/or communications or related field and 7-9 years of related experience; OR Bachelor’s Degree and 9-11 years of related experience
- At least 6 - 7 years’ work experience with a public health, development, or marketing organization, of these at least four years should be at management level capacity, leading the development and implementation of BCC/SBCC initiatives.
- Expertise and experience in senior capacity working with print, mass media, ICTs and other electronic media required.
- In addition to possessing communication capacity, technical expertise in research analysis and application preferred.
- Knowledge of public health issues in two or more of the following areas strongly preferred; HIV/AIDS, Family Planning, reproductive health, maternal and child health, Malaria and TB.
- Must be a confident communicator and presenter.
- Must be Fluent in spoken and written English including Swahili.
- Strong writing, editing, and proofreading skills are essential, including the ability to present concepts verbally.
- Excellent interpersonal communication skills and ability to work effectively with a variety of audiences and organizations essential.
- Must be self-motivated with a positive and professional approach to management
- Knowledge of and experience using Microsoft Office is essential.
