Environmental Management and Economic Development Organization (EMEDO) is a not for profit organization, that was founded in the year 2005 and acquired its official registration in November 2006, under the Non-Governmental Organization Act of year 2002 with registration number OONGO/1771, to operate in the mainland Tanzania. In its implementation, the organization focuses on enhancing capacities of communities to get organized, having their voices heard, rights recognized and respected and to influence local, national and international policies that affect their rights of access, use and control of natural resources for improved livelihoods.

In April 2022, EMEDO signed an agreement to collaborate with the Royal national
Lifeboat Institution (RNLI) to implement the Lake Victoria Drowning Prevention Project
(LVDPP) in seven selected communities in Muleba, Musoma, Ukerewe and Nyamagana Districts. The idea to develop this project stems from the RNLI-funded research (2018) which showed that of 86 drowning deaths in 8 communities around the lake, 70 were fishers. Using learning from a 2021 RNLI socio-economic study of drowning risk and links to fishing practices, processing and sales, the project will co-design, develop and pilot drowning prevention solutions with the 7 communities. The project will employ a Human Centered Design approach to give voice to those left behind, reduce drowning risk, address marginalization and other inequalities, especially gender, and improve livelihoods. Impact will be amplified through a national drowning prevention network.
The Project will be implemented within 36 months period to bring about real change within the communities, building their resilience to drowning through specific actions at the local and national levels. It envisions stakeholders to take appropriate measures to reduce drowning in artisanal fishing communities around Lake Victoria by 2025.
To facilitate smooth implementation of this project, EMEDO wishes to recruit qualified, experienced, motivated and dynamic individuals in the following positions available;
JOB TITLE: Monitoring, Evaluation and Learning Officer (1Post)
Work station: Mwanza
Reporting to: Executive Director
Duration: 12 Months / Renewable (full time)
Over all Purpose of the job.
Monitoring Evaluation and Learning (MEL) Officer will be responsible for developing organization MEL system, he/she will support development of monitoring evaluation and learning in-collaboration with project staffs. He/She will work alongside Project Manager (PM), Project Officer (PO) to manage development and implementation of Monitoring Evaluation and Learning (MEL) process that uphold Lake Victoria Drowning Prevention Project (LVDPP). MEL Officer is expected to provide technical support to Project Officers (POs) and Community Project Assistants (CPAs) as well as the organization in general.
Main Duties
1: Manage and support MEL activities.
- Supporting development of the MEL framework including indicators and baseline data, and data collection tools for of the Lake Victoria Drowning Prevention project.
- Training the Filed Project Officers and Community Field Assistants in using the MEL tools, including using tools for digital data capture if needed.
- Undertaking field monitoring visits on a regular basis (e.g. monthly, Quarterly) Planning and organizing M&E data collection.
- Collecting and analyzing monitoring data (both quantitative and qualitative).
- Storing and managing monitoring and evaluation data, information and documentation for the project, as evidence and accountability to donors and partners.
- Supports the design, development and implementation of the M&E strategy in line with tools.
- Supports the process analyzing and writing monthly, quarterly, semi-annual and annual project performance reports and their submission in stipulated deadlines and support other project staff and partner in report writing skills;
- Supervising the monitoring and evaluation activities undertaken by Field Project Officers.
- Designing and carrying out surveys, interviews, focus group discussions, lessonlearning exercises/workshops, or other relevant studies
- Reporting on M&E data, results and learning to internal and external stakeholders.
- Consolidate evidence from drowning prevention interventions and documenting lessons learnt, best practices and trend analyses of reducing drowning risk factors.
- Provide technical input in designing a Result Based Management project and drafting fund-raising proposals.
- Collect and document change or success stories from Project interventions and share with Project yeam
- Contribute to project fund raising initiatives.
- Ensuring the views of men, women, fishers, fish processors and other community stakeholders are captured through project monitoring.
- Develop project feedback mechanism system.
- Performing other assigned duty.

- Graduate degree in social science, international development, project management or other relevant areas, M&E postgraduate added advantage
- Minimum 3 years’ experience of working in monitoring ,evaluation and learning in donor funded organization
- Minimum of at least three (3) years of experience in design and implementation of monitoring, evaluation and research systems;
- Minimum of 2 years of providing training, and in a supervisory and/or management role, in monitoring and evaluation.
- Ability to work independently with minimal supervision
- Computer skills – MS Word, Excel, PowerPoint, Outlook and Internet and statistical packages such as SPSS, STATA, Epi Info and others related packages.
- Skills and experience in water safety, search and rescues, drowning prevention will be added advantage

JOB TITLE: Advocacy Officer (1 Post)

Reporting to: Program Manager

Roles and responsibilities.
- Consolidate all advocacy and communication work plans into one document and share with project management team
- Work closely with project lead team to review national and international policy, instrument and provide recommendations as deemed necessary,
- Support with technical advice on advocacy process to Project team and National Drowning Prevention Network.
- Work closely with National Drowning Prevention Network (NDPN) in its basic and advanced roles
- Provide advocacy technical support to project team to enable them communicate issues in the course of project implementation
- Participate in data interpretation and use it to identify information gaps/interventions and develop communicative messages vii. Support and organize work related to policy review and provide recommendation accordingly.
- Consolidate monthly report for National Drowning Prevention Network
- Coordinate virtual meetings and documenting minutes

Purpose of the post
The post holder is responsible for implementing Lake Victoria Drowning prevention project in the aspect of communications component. He will be working closely with project team supporting and maintaining internal and external communications, prepare, implement and monitor Project and project and organization visibility and branding. She/he will be supporting on content gathering, documenting, packaging, web site updating and social network accounts regular updating.
Dimension of roles
Media Coordination & engagement:
- Prepare media kits that will support the work of the Drowning Prevention Network at national and regional level
- Support and Coordinate media engagement to support community awareness and participation
- Engaging media for activity coverage whenever needed Content development:
- Compile content and develop program one pager and fact sheets,
- Compile and develop content for Social media and traditional media
- Work with Program leads to compile and develop Photo bank, Lessons learnt and Case Studies for use at various platforms to showcase our work
- Coordinate procedures for content development, this may include; Filming Permit, Photography, Filming etc
- Prepare case studies and success stories and share lessons learnt EMEDO and RNLI and external audience where necessary.
- Support program teams and partner to establish an innovative, user friendly, reliable, and up-to-date internal information database for experiences sharing, knowledge sharing, information sharing and make it accessible

Roles and Responsibilities
- Implementing Lake Victoria drowning prevention project field work programs in line with project objectives
- Supervising and motivating community project assistants at the community
- Organizing and collaborating with project team to conduct building capacity trainings
- Working closely with Beach Management Unity (BMU) in accordance with planned activities
- Supporting on monitoring or follow-up of implemented activities as per M&E plan under supervision of MEL officer
- Producing regular reports of all field activities. Managing field budgets and reporting field expenditures.
- Maintain good working relationship with district level officials relevant to project viii. Work with community project assistants to maintain good working relationships with community level leadership to ensure key stakeholders have access to relevant information and communities are aware of key messages
- Liaising and sharing information with key stakeholders including village leaders, communities,
- Able to work remotely under minimal supervision with high quality deliverables
- Ability to travel to landing sites (community project areas) using motor cycle (Driving license required) and to travel to Mwanza.
Qualifications
The successful applicant will be required to have the following qualifications, skills and experience:
- Minimum diploma in community development, sociology, and related social sciences
- At least 3 years’ field experience working with community-based field project
- programs including managing field budgets and reporting on expenditures iv. Experience in organizing and conducting training and workshops with fishing communities
- Ability to write high quality field reports in English
- Excellent communication skills. vii. Fluent in writing and speaking English and Kiswahili.

- Ability to work under minimal supervision
- Experience of working in fishing sector is added advantage
